have handled a living specimen of the beetle in this country, When the beetle, in ita eastward march from its primeval home in Colorado, reached Canada, it caused considerable \"excitement there, and my brother in Canada, when writing to me about it, enclosed, 1 think, three specimens.Of these three specimens one was dead, one had been killed by the stamper in the Post-office, and one was alive on my opening the let- ter.The living one revived very much when set free from its prison in the letter, and had it been an impregnated female it might have introduced its specie into Scotland.I made desire to charge for the new privileges, in addition to the $100,000 bonus, and £c.on each passenger, a tax annually of $10,000 per annum, The writer omits to state that the $10,000 per annum is in settlement of arrears of taxes, and is not meant to be charged when the 4c.is imposed.Great ado is made about the regulation, \u201c\u2018 no seat, no fares,\u201d When the Company have double tracks, they can run a car every minute, s0 there will no longer be any need of packing people like herrings in a box.Under the head of \u2018\u2018 Track Obligation,\u201d the Committee are very lenient, indeed, as will be seen on reference to my letter of yesterday; the Philadelphia Roads having the whole street to main- Under date of charter, the C.P.R.is stated to have a 40 years privilege.Sec.27 of Bye-Law 265, a part of the charter, provides that at the expiration of 20 years the Corporation may, on 6 months notice, assume the ownership of the said Railway, and of all real or personal property in connection with the working thereof, on payment of their value (by experts), and 10 per cent.added.This disposes of the questions of stock at 235.Under the heading \u201cCrossings\u201d in the statement a good many bla occur.Why ?Because in most cases of American railways, the crossings must be of flag-stones the whole width of the street.There is not a single crossing in existence on the line of the City Passenger Railway which has ever been made three feet outside their track, If any curlous tax-payer will visit St, Catherine street to-morrow, he will see every stone crossing in the East End laid at the cost of the city, when it should have been done by the C.P.R.He will also see the macadam laid up to the track\u2014out of his money\u2014when the C.P.R.should have paid for it.For years the tax-payers have been robbed in this way by the C.P.R., which does not perform a single obligation it can possibly avoid.In he column on crossings appears this clause, \u2018\u201c Material supplied b: Corporation ;\u201d this is for repairs to roadway.In reference to the margin, it will be seen that this is done in London, Ont., and other Ontarlo towns.The only way I can account for this is that these towns are far behind the age.Not another parallel case can be tel.The C.P.R, admit that they are respon.gible for the supply of material for the track, and one foot outside.Even this they have never performed, and are not doing to-day.Under the head of fares, all the roads are set down as charging 5c., while it is well known that children are carried in the United States for 3c., and free.I have done now with the statement, it is cooked up.Let us examine the plea of poverty :\u2014 The City Passsenger Railway has, it is stated, within thecity, 12 miles of railway \u2014theoutside cost of which may be estimated at $12,000.5144,000 Six miles outside the city.72,000 Real Estate.ou.100,000 $316,000 Capital supposed by the general public to have been paid up, ut by the knowing ones very much doubted.$600,000 I am informed from a reliable source that the Company carried last year three millions of passengers ; this, at 4c,, Is $120,000 perannum, There isa good margin here for expenses, This amount would be 20 per cent.on $600,000, and 40 per cent.on $300,000.It has also a large reserve fund, waiting to be distributed after the new privileges are obtained.No wonder the stock is rated at 236! If my figures are incorrect, it is very easy to refute them by submitting the books to an accouutant, whom I shall be very happy to name.The City Passenger Railway has now enjoyed a monopoly of a valuable franchise for nearly 20 years for nothing, In 1881 the charter of the Company virtually expires.They are now making application for new privileges, which they never had by their charter.The Council very properly refuses to grant privileges for nothing, for which $101,000 can easily be obtained.On enquiry we find that in every city where the people are wide awake these franchises are a source of profit to the public treasury.We know by experience how they crushed out the City Omnibus Company, and then left the citizens without accommodation.One would fancy that the President of the City Passenger Railway Was à publie benefactor, to read his letters.Unhappily this is not the case, and no sane person expects that this corpora: tion will be different from other corporations, Their whole aim is to make money, and to outwit the City Fathers.The privileges asked for can fortunately be put up to public competition, and awarded to another Company; or the city can own the rails, and charge toll on all cars running on the rails, This would do away with the monopoly business entirely.At any rate, it can do no harm to.put the franchise up for public competition, If we offer the right to buy out the City Passenger Rrilway in 1881, I think the city can get $200,000 or $300,000 bonus, Under any circumstances, it is to be hoped that the afflicting spectacle of a large and Glass, M.P., has enjoyed some notoriety in connection with his bolt from the Conservative party in 1873, when it was falling to pieces under the pressure of various influences, and he was for some months an object of political abuse on account thereof.He has not commanded great attention since he allied himself with the incoming occupants of the Treasury benches, even though he has subscribed to every item of the programme of his new friends, and has actually entered the ham-sandwich and ginger-ale campaign as a Free Trade prophet.Iu this capacity we cannot conscientiously forecast that he last night, notwithstanding the rain, by thousands of sight-seers, and the interest in the dogs, the birds and guinea pigs continued unabated.The band of the Royal Fusiliers, under Mr.Hecker\u2019sdirection, played a selection from their excellent repertoire, and everything went off satisfactorily, An amusing incident in connection with the dog show was the recovery of a black and tan terrier which Mr, Dwyer, of the Medical Hall, lost some time ago, and which he recognized in a cage, The dog was stolen by Mr, Alexander Grant, blacksmith, and, when recovered, had on the identical license number which Mr.Dwyer had taken out for him, besides a ticket for the first prize.Grant was taken before the Police Magistrate, who read him a lecture he is not likely soon to forget.Among the other dogs which attracted much attention was a Spanish pointer with her litter of pups.It was almost touching to observe the docility of this sagacious animal, combined with her constant solicitude for the safety of her numerous offspring, A collie dog was also a centre of attraction to the rural visitors ; and the poodles and pugs, the terriers and Italian greyhounds, found a host of admirers, It was in this department that the strength of the dog show lay, for the exhibition of sporting scarcely extended beyondafew spaniels and cockers, a couple of pointers, two or three brace of foxhounds and stag-hounds.As was to be expected, some dissatisfaction has been expressed with the awards, and in\u2019one case at least there would appear to have Leen some just ground of complaint.We refer to Sergeant Hol- brook, of the Water Police, who was awarded a special prize for his Skye terrier, after cntering a protest against the decision of the judges.We have glanced at
