Opinion pieces that leave the reader hanging with that tired old cliché \u201conly time will tell\u201d are inherently weak, for they don\u2019t make a bold assertion or even a mild prediction about how a situation will turn out.Taking that safe, lightly travelled road of non-commitment can be fine in some cases, but it always leaves the reader unsatisfied.So | apologize in advance, as that is exactly how this column will end.Although rare, it\u2019s always easier when a news story ends with a period.But in this case the biggest news of 2012 thus far is being punctuated by a series of question marks and ellipses supplied by the small but very vocal group of residents opposed to the Westmount Recreation Centre (WRC) project, the construction of which was officially announced last Monday.Mayor Peter Trent and City Councillor Patrick Martin \u2014 the two main champions of this magnificent groundbreaking complex \u2014 have projected a very rosy picture of life in the Westmount Park area after the WRC is built.Both financially and ecologically, the WRC is going to be a success, they say.The $38-million project that was unanimously approved by city council last Monday is seen by its supporters as something that will surely stand for generations as a shining example of how astute budgetary planning and innovative architecture can be combined to create a monumental athletic complex that cannot run over budget any more than, say, a man can have a baby.On the other side of the fence, the dozen or so representatives of residents opposed to the project are not ready to throw in the proverbial towel.David Ludmer, the local architect who has parlayed his vehement scepticism of the project into a planned run for mayor in the 2013 municipal election, remains steadfastly convinced that the City is making a grave mistake and that time will prove him right.The same applies for Patrick Barnard, who successfully fought to prevent the City from installing artificial turf on the Westmount Park playing field across the street from his Melville Avenue home and has since been using similar lobbying tactics to fight the WRC project.His heels remain firmly dug into the natural soil of his beloved park; he attended last Monday's press event announcing the official launch of the project as the lone voice of dissent in the room, warning that with this expensive, two underground rink complex the City is \u201cdigging itself a hole both physically and financially.\u201d While it is always wise to be instructed by history, we must also bear in mind that the WRC is no Olympic Stadium, Peter Trent is no Jean Drapeau, and the City of Westmount is a much more efficient and transparent municipal body than the City of Montreal ever was.Pierre Pomerleau, president of the well- known construction firm that will be carrying out the WRC project, told me last Monday that according to the current schedule, shovels should be in the ground by the end of February, with excavation of the pool and tennis court area taking place from March to June.This, Long live the Queen! Paul MARRIOTT GREEN VIEWS FROM GROSVENOR Sustainability is a much-used buzzword these days, but Westmount city council made it a central tenet of the official platform following their election in 2009.All departments are supposed to operate with a sustainability checklist as part of their standard operating procedures, following the initiatives put in place by the previous council under the direction of Joshua Wolfe.Now that Wolfe is no longer employed as Sustainability Officer, it is up to individual departments to carry the mantle, under the direction of Councillor Theodora Samiotis, Commissioner for the Environment.As a member of the Westmount Healthy City Project Environment Committee (HCP/EC), which is ultimately headed by Samiotis, I was encouraged to learn that the Westmount Recreation Centre (WRC) is going to be designed to be certified to the LEED Gold Standard.Since the original announcement of the project over two years ago, I have consistently asked for this.With the announcement on Monday, Feb.6, was the news that the LEED Gold certification will add approximately $1.5 million to the budget \u2014 of which $1 million is the investment needed to go from \u201ccertified\u201d status to \u201cgold.\u201d Some people will see this as pure cost, neglecting to understand the value this investment brings.With something like the WRC, the full lifecycle costs of the building must be considered.Ice rinks and swimming pools are large consumers of energy.Over the lifetime of the facility, these costs can be significant.If we assume the new WRC lasts as long as the current one, then the extra energy that a non- LEED building would cost would be over $17 million, assuming an inflation rate of 3 percent.For the duration of the special tax to pay for the project, the savings in energy costs alone more than cover the incremental cost of going for Gold status.LEED is not just about energy savings, though these are an integral part of the standard.The acronym stands for Leadership in Energy and Environmental Design and has 100 possible points allocated in the categories Sustainable Sites, Water Efficiency, Energy and Atmosphere, Materials and Resources, Indoor Environmental Quality, Innovation in Design and Regional Priority.A LEED certified building has to achieve between 40 and 49 points, Silver 50-59, Gold 60-79 and the highest rating, Platinum, more than 80 points.Currently there are 17 LEED Platinum projects in Canada, including two in Montreal \u2014 the new Air Transat headquarters, as well as the new planetarium.Platinum level is difficult to obtain without going to net-zero energy consumption, something which is virtually impossible for an ice rink.Important aspects of the LEED standard are in the categories other than Energy.Credit is given for re-using an existing site, rather than developing on virgin land.Other important credits are given for including features that encourage active transportation, such as bike racks and proximity to metro and bus services.Since the WRC is adjacent to the de Maisonneuve bike path, the inclusion of a BIXI station would not only make sense but would gain LEED credit.Minimization of the amount of parking space also gains credit \u2014 it will be interesting to see how many of the proposed 67 spaces are actually required.It must be remembered that parking is not only utilized by users of the WRC, but also by its staff \u2014 the more the latter can be encouraged to use active transportation, the better.Another interesting feature of the WRC project that will gain LEED credit is the use of natural lighting.The Lansdowne Avenue fagade is all glass, as is the aspect overlooking the swimming pool and these will, together with the Agora, also gain credit.The Pittsburg Penguins recently opened a $320 million LEED Gold arena, and Upper Canada College\u2019s $17.5 million dual-rink project is also LEED Gold.Later this spring, the HCP/EC
