Oar principal exports to France are food staples and raw materials which it is for her interest to get as cheaply as possible, but American manufactures are rigidly excluded.\u201d\u201d Can not the Canadians utilize this argument in their own case?À firm policy, possibly it need not go the lengths of retalistion, the Americans manifestly hink would be eminently practical, and that is all that we require in Canada ; only it must be dictated and regulated on come mon sense and business principles.Then, how should it be sectional 1 Are we not all one Canadian nationality! Are there not special interests in each part of the country \u201cwhich require some consideration, and by a readjustment, as experience may show to be necessary, would noteach be benefitted, and would not a grand national policy in this way be inaugurated 1 To talk of sectional.fsm as has frequently been done is merely with a view to raise that feeling and is only the work of those who are entitled to the appellation unpatriofléjwhich it is sought by them to apply to others, Where does the disloyalty come in ?Great Britain has accorded to Cansda certain powers and prerogatives in dealing with other peoples which, in view of the existing sentiment within her own borders, she would not seek to restrain unless it went altogether beyoud the bounds which mo «ne seriously contemplates In connection with the Canadian national policy proposals.\u2018Then as to the subject of loyalty in general it is cziminal, under existing circumstances, when to none can sound exception be taken, to raise such an issue and to throw in such an apple with the intention of promoting discord.So far as this affected Communis tic fear, those who make use of it strengthen themselves upon a recent declaration of ex.Governor Beymour of New York, when he is reported to have said :\u2014¢ The communist is only a highly developed tariff man, who believes that the Government makes the prosperity of a country and should interfere with the business of its citizens.They both believe that the property of one should be given to another to make his business prosper.The one seys this should be done by a division.The other reaches the same end by taxation.\u201d Now it may fairly be asked whether or not there is not a wonderful distinction between the Communist and the high tarif man.The former wishes to share and share alike with bis nedghvors, no matter the cost to the country, or no mattter how great the loss may be to the individual, who, up to the time of the partition, was much better circumstanced than himself; not so with the high tariff man, He bas not only labor, but he has capital interests at stake, and knows thet by a policy of tariff adjust- ment\u2014protection if the word may be considered more suitable \u2014 both those interests will bo advantaged, and the country generally benefitted.The one is essentially selfish, while we all know that in many instances, in the case of the others, establishments have been maintained in operation long after they have ceased to be profitable, the sole reason for this being to avoid the disaster and the suffering which would be the inevitable consequence.We are told that it is a fact that cannot be disputed that communism flaunts itself most promi- pently and defiantly in those countrie® where protection principles have been adopted and are maintained\u2014in Germany, France and the United States.The ssying is that a rose by any other name would smell as sweet, and is it not another fact that se far as labor agitations are concerned Great Britain has suffered from them in a degree to her facilities and resources as much as those countries of which we have been reminded!
