period, has man onten his bread in the swoat of his faco, straggling with an unwilling soil, that will not freely yield ber strength.Since the command went forth \u201cBe fraitful and multiply and replenish the earth and subdue it,\" mankind has increased aud multiplied until its inhabitants now number 1,300,000,000 souls.(Nat.Ene) And yet the last comand has not been fully complied with; but a portion of the earth has been subdued.That important poriod hus not arrived when we ean say in the lunguago of Virgil \u201cNo more may men invoke the muses to bring around the \u2018Golden Age\u2019 when the earth shall pour forth far und wide, without aught of tillage her simple gifts.\u201d No such Millennium has yet dawned, the plain will not grow yellow with gently waving grain, without the various hues,\u201d to contribute to the sustonance, the comfort and happiness of man, That industry upon which such a vast multitude depends for subsistence, in which sev- en-cights of the fixed.capital of the civilized world is embarked, giving employment to more than one-fifth of its inhabitants, must be of such importance, as to entitle it to the consideration and support of ail civilized and enlightened governments.Indeed, no people or government can prosper, when the agricaltural intor- ests are suffering.Therefore it should Io tho object and dosive of avery pat: riotic citizen to endeavor to make the agriculluralist's position more satisfactory if possible, and if this should involve a chango in tho system of farming, or a chango in the policy of the government such changes should bo cheerfully mado by the farmer, and freely granted by tho govern.mont.It will be admitted that considerations of\u2019 tho greatest importance to all classes of our people, are: Ist: Good markets, 2nd: low to create them.3rd: How the most profitably to supply them.Markels may bo considered of two kinds, viz.: HOME AND FOREIGN.ome markets are mediums through which the products of our fields and factories reach the consumer in our vwn country.Foreign markets aro madiams through which the products ef Canada, may reach the consumer in foreign countries.Good markets are \u201cthe things noed- ful\u201d as they stimulate production and lend to woalth.Without them, the prospects of the farmer, merchant, manutactarer and lnbover, as well as the statesman, are poor indeed.With- emigration from conntries loss what is required, for that will give the people work to do, It is useless to lnbor for emigrants, unless when we got them, we ean give thom profitable employment suited to thoir tastes and callings.When the intelligent em: igrant ar- vives in this country and finds that the brend that is offered him Lo eat, was mado from whont grown in a foreign country, that clothing, boots and shoos and many other staples are the products of other lands, it is not to be wondered at, that he soon botakos himself to whero Lhoso articles are produced.Wo cannot wonder at the United States getting the lion's share of those, who first come to this country, when it ix estimated that 400,000 of our native born citizens have loft us and made their homes in that country.The present goneral depression in business all over the continent, is no doubt restricting the consumption of articles not actually necessaries of life, as well ay affecting the consumer's ability to pay.It is asserted however that n part of nur financial difficulties are owing to our country having been the slaughtor market for the surplus product of manufactures in the United States.Commercinl men generally are claiming that a proper and intelligent revision of the tariffs on our imports, substituting in the place of the present rates a differential duty which shall bo formed with the direct object of protecting our struggling industries and enabling us to compete successfully with foreign manufacturers.By this means operatives and laborers now out of work, would got omploy- ment, and others from.abroad would be attracted to this country ; then the consurfing classes would increave, thereby increasing the demand, and making our home markets good and profitable.Having indicated the way in which home markets may be created, it now remains to be shown, how foreign markets \u2018may be opened for the admission of the products of our farms and fuctories.The first country to which the peo- plo of Canada have beon accustomed to look for an outlet for their produce has been the United States.But owing to their high protective tariff on every article from the Canadian fields and work shops, and our low customs duties on merchandise from there, wo had to pay in 1875 $21,914, 195 in cash, being the balance of trade aguingt us for that year.We purchased from the U.S.in that year, articles to the amount of $50,805,870 while we wero able to sell them only $28,891,676 of our products.We prospered while the Reciprocity Treaty was in forco from 1854 to the spring of 1866, and for several years after its abrogation, owing to] the high prices enused by their civil war.The stondy, persistent efforts of our pooplo to obtain u renewal of the samo, by which the products of our farms and animals might be admitted froe of duty, have been by them a3 persistently resisted, until we\u2019 are able to say in the language of one of their statesmen,'Oursupplications have been disrogarded, out petitions have boan slightod,\u201d and if we have not been spurned with contempt by \u2018the Washington administration, it \u2018must | feel that wo have not displayed that provorbial Indeporidence and manliness which is characteristic of the loyal subjocts of our noble Queen.Wo can now bear the disappointment better, since circumstances have made such changes in tho and thereby enoburiige and hicchly favored than ours Tho dovolop Went ob ail these natural rosourcos, Îs protect farmors and munufacturers of [Ni ROCK ISLAND, (STANSTEA D) P.Q., THURSDAY, SEPTEMBER 27, 1877.RE carry out the suggostion made by the member for Stunstead in the Houro of Commons, that \u201cif we cannot have Reciprocity of trudo we cun huve re- eipriocity ot tuviffs.\u201d If the $21,914,195 cush paid to the U.8.to balance accounts for the fiscal year 1875, had boen puid to our manufacturers and farmers instead, it would have saved many from ruin, and kept our population at work.Turning our attention to other countries upon this Continent wecome to the Weat Indies, South America and Mexico.The principal articles of export, aro sugar, molasses, tebacee, cigars, cane juice, coffe, rice, spices, green and dried fruits, horns, hides, pelts, fithargo, tin, copper, brass, anchors, paint, onk- um, dyes, mahogany, etc.The prin cipal articles imported into the West Indies, are lumber, flour, coal, fish, pork, butter, cheese, cotton, linen and woolen manufactures, hardware, etc.It will be seen that we bave un oxcess of the articles in which they aro defi- ciont, and that thoy havo an excoss of what we require.Therefore tho true policy of our people and our government would seem to be, to try and bring about such trade regulations with these tropical countries, as will make profitable markets for our surplus products und enable an exchange of commodities to\u2019be made on terms beneficial to both partios.According to the Canadian Morcan- tile Annual, the trade of Great Britain with the Spanish islands in 1875, was $36,000,000 and with her own islands $50,000,000.The United States trado with the West Indies has in some years amounted to nearly $150,000,000, our entire Canadian trade with the entire group was.only $5,402,000 for the fiscal year:1876.Among the principal articles supplied thom by the United States, are agricultural imploments, boots and shoes, butter und cheese, cordage, candles, furniture, lard, lumber, oils, hams and pork, potatoes, stoves, spools, flour, sewing machines, soap, and many other articles we can supply, equally as well and cheap.There is undoubtedly a promising field for enterprising Canadians ib cultivating.the West Indian trade.Théro seems to be no difficulty in the way of making satisfactory trade rogulations with these islands for the interchange of commodities, excepting it may be a lack of enterprise on the part of our people.In 1876 the total imports from the whole group, including South America, was only 81,872,610.In the same year wo im- \u2018ported from the U.S., articles (such asthe products of these Islands) to the amount of $6,166,200 for which wo bad to pay cash.Hore is where the superiority of Yankee state-craft over ours shows itsolf.Their govern.mont gives a draw-back\u2019 of duties on goods the growth of these Islands whon sold te come into Canada.The re-funding of wbich, in connection with our tariffs, enables them to mo- of all classes of our people, and coming down Lo these of & more provincial and local character, wo will noxt tuko into consideration the most important articles which our furmers can produce toward supplying both home and foreign markets.THE PRODUCTS OF THE FIELD, Lxperience hus taught the farmers of the Province of Quebec, and espe- cinlly thoso of the Eastern Townships, tbat grain cannot profitably bo ruised for export.Indeed we.fuil to raise our own breadstuffs which is a great misfortune, The constant drain of gold Irom the Province of Quebeu, in payment for flour and corn imported from the U S.und Ontario, is a serious matter for our farmers to consider.If this con- stunt, incessant flow of money out, could be checked or entirely pre vented, a new era of prosperity would soon dawn upon the furmers of this Province.With a good market at our doors for these commodities, with the important item of freight in our fuvor and the prosent low price of labor, it seems that our farmers ought to be uble 10 cope successfully with those on the wheal aud corn growing sections of the West, in so far us may bo necessary for our own consumption, theroby retaining in their own pockets, what now goes to fill the al- roady plethoric purses of the farmers of a foreign country.They must not pay tribute to the retail flour and corn dealers,or the proverbial independence of the agricultural class, will continue to be more imaginary than real.Up to the year 1845 wheat was grown successfully on the clayey soil of the St.Lawrence.Then the fly mado its appearance, devastating the wheat fields and making wrock of Lhe farmer\u2019s labor, \u201cseed time\u201d wus given but a poor harvest was tho result.The ravages of this mischievous insect, huve been circumvented by varly sowing ; when this can be done, the crop of wheat, has been fuirly remunerative.In the groat valley of the St.Lawrence, this scourge of the wheat fields, accomplished what the scientific agriculturalist was unable to do, for it forced those people who adhere with the groatost tenacity, to tho time honored customs and traditions of their forofathers, to turn their attention to the move sensible, safe and profitable practice, of the mixed method of husbandry, the benefits of which to the whole Province are \u201cmarked und striking.\u201d In connection with the production of cereals, the following statistics may be of interest to the agriculturalist.For the past fow years the products of wheat, corn and oats in Europe have amounted to 5,000,000,000 bush- 297,000,000 about 16} bushels to cach individual; total in bushels 309,838, bushels to euch, 23 7-13, to the acro 1.18, Compton, pop.13,665, ure: 883,400, wheat 24,397, outs 171,107, corn 9,188, barley 26,540, poas 4,657, beuns 2,455, buckwheat 93,866, total in bushels 332,210, bushels to vach, 244-13, w the acre .38.Missisquoi, pop.16,922, urea 229, 173, wheat 31,671, oats 218,959, corn 69,489, barley 9,705, peus 15,338, bouns 6,017, buckwheut 19,9756, total in bushols 371,154, bushels to cach, 21 7-8, to the acro 1.61.Shefford, pop.19,077, area 357,762, whent 20,724, oats 167,353 corn 30, 865, barley 7,174, peus 2,186, beans 1,974, buckwheat 35,461, total in bushels 275,737, bushels to each, 14 1-2, to the ucro, T7.Brome, pop.13,757, arou 300,455, wheat 19,712, oats 144,961, corn 56,- 235, barley 4,946, peas 2,313, beans 2,802, buckwheat 21,429, total in bushels 252,398, bushels 10 cach 18 1-3, to the acro 84, Richmond, pop.11,213, areu 335,950, wheat 15,710, oats 128,412, corn 9,999, barley 3,669, peus 2,996, beans 1,523, buckwheat 29,194, total in bushels 190,803, bushels to each, 17, w the acre .56.Wolfe, pop.8,823, ureu 425,671, wheat 9,666, vats 75,157, corn 2,289, barley 4,031, peas 5,883, bouns 775, buckwheat 58,144, Lotul in bushels 154,945, bushels to each 17, to the acre 36.It will be seen by the above that taking into consideration the number of acres, the population aud value, Stanstead County takes the precedence and is entitled to the first prize.Yel, however gratifying 1his may be to residents of the county, the following stnloment exhibiting the annual deficiency in the production of our broadstuffs, will, it is hoped, convince the farmers and people of the county, that there is a good opportunity for improvement still.\u2018The population of Stanstead County in 1871 was 18,- 188 equivalent to 1,313 families of 10 individuals each, which at 35 bushels wheat to each family would amount to 45,955 bushels annually consumed.The production of wheat in that year cy in the supply of 18,046 bushels worth to-day $31,680.50.Estimating that we require 45,955 buxhels of corn per year, and deducting therefrom the amount produced in the county in the same Lime of 24,124 bushels, leaves u deficiency of 21,831 bushels, worth $15,281.According to this ostimate which will not bo considered too high the excess of consamption over production in wheat and corn amonnts lo the sum of $46,862.20 annually.This ir indeed a dark cloud between us and the sunshine of prosperity, and if stirring up tho minds of the farmers to this matter, will induce them to make greater efforts, to supply this constant demand, and prevent this incessant exhausting drain of money from our people, n great and lasting good would be the result.Of course it would be understood that there are rources from which this money is obtained, but would it not be better were the farm.ors to make a greater effort, in raising their own breadstuffy, vather than take the proceeds of their dairy, beef, sheep and lambs, to purchase thom from a foreign country ¢ Tho raising of other field crops, such as roots and vegetables, aro worthy of much more attention from the farmer than what they now receive.Owing to tho disproportion between their value and the freight, they cannot with the exception of potatoes bo profitably exported.They are, however, of great importance for the foeding of stock in the Fall and Winter.The large amount which was received last year for potatoes will no dou! t in- crenso their preduction in tho future.In 1871 thore wero 17,138,634 bush- eld raised in Ontario, and 18,068,323 in the Province of Quebec, and 340, 462 bushols on 1,848 ncres of land in Sunstond County.~The rovlamation of waste lnnds, Ly drainage ; n moro systematic method of fertilizing the'suil\u2019; the raising of more wheat and corn by which we may supply our own, people with their brenditaffs ; \u2018Lhe ruising of vegetables anli'Yooth for \u2018the feoding of stook;' thé sowing of Wéslorn corn for food\u2019 whon the pasture and- water begin to full, are improvements which the Tue onterpiising aril industrions farmer will \u2018not nogtlest.Experience has al.\u2019 to have more \u201cstrings.than one to bis bow.\u201d thut the \u201cmixed systom\u201d of sufost for him Lu practice.\u2018hed of field crops we will include MAPLE BUGAR, Whon tho sugar-makors of this] counly take into consideration the ims portance of this article us a housshold nectssily, and the largo production: in the Dothinion of Camu, it ought { to [#ilmulate thom \u2018vs ibhtot Sartiotin vondy taught him (hat it is much safer |.farming is the most profitable, and the |: Under the\u2019 So Ahem thai thoy | unnnally sustained in consequence of the unmerchantable und unskillfui manner in which it is manufactured.Why is the country trader obliged to buy so much foreign sugar, while our furmers find him a roluctant pur chusor of the products of their sangar | \u2018od in this matter, what would they ry to import foreign sugar, run solid- coor and flavor of the greater part of the maple sugar now offered for sale ?They would, no doubt conclude,\u2014as à vory small amount would supply the demand.The following statistics will serve to arouse the attention of sugar mak.| ers Lo a consideration of the logs which they are annually sustaining.Onia- rio produced in 1871 6,247,442 lbs, Quebec propuced in 1871 10,497,418 lbs., totul 16,744,860 lbs.Were this quantity made equal in quality to \u2018muscovado or yellow refined, the makers would be able to realize al least two cents per pound more for it than | what they now do.Therefore it takes $334,897.20 lo represent the annual los to the producers of this important article of consumption: Stanstead County produced in 1871, 741,248 lbs.According Lo the above estimate it takes $14,824.49 to represent tho loss to the sugar makers in this county each year occasioned \u2018by\u2019 unskilltul and imperfect work.\u2018 The rvomedy is simple and easily adopted.1st, keep every vessol intended to be used ubout the business neat and clean; 2nd, keop out of the sup leuves, bark und all \u2018foreign substances, as they impart: color to the sugar; 3rd, strain the sap before boiling and do not allow it to burn on the sides of the kettle or pan;
