&c.,\u2014Sir John A.Macdonald and Mr.Caron, M.P., arrived at Quebec on Mopday morning, Sir John leavipg for Ottawa at once.Mr.Duncan Mcln- tyre, one of the Pacific syndicate, isau- thority for the statement that there are no Americans in the syndicate unless Canadians aro classod as Americans.\u2014 The syndicate is composed of English, French and Canadian capitalists.He gave no information in regard to particulars, and stated that none would be given until the matter was laid before Parliament.The hints and statements of the London Times and Toronto Globe, wero purely conjectural.Hon.L.S.Huntington and Geo.Stephen are said te bo members of the Canadian portion of the syndicate.Hon.J.H.Pope was in Montroal on Monday.It was reported that an important Cabinet Council was to be held on Tuesday afternoon, when the question of calling Parliamont together earlier than usual would be decided.At a banquet given by the Conservatives of Russell to Mr, A.J.Barkor, M.P.P., the Hon.John O'Connor, in a speech, roferred to the Pacific Railway matter, and said that the negotiations had been bronght to a successful termination with a powerful syndicate, who had the means, who had given the necessary guarantees and who were ready to construct the Railway and run it for all time to come.They were not to coustruct merely in one direction or another, but the whole Pacific Railway as an integral part of the original agreement \u2018between Canada and British Columbia in 1878.He also stated that the syndicate had to complete the road and havo it in complote running order by tho\u2018end of the year 1890, according to the original agreement between Caun- -and British Columbia, thereby car- Tying out the pledged faith of the \u2018ébüntry, saving hor honor and doing justice: not only to British Columbia \u2018but to the Mother Country.So far as terms were concerned he was not prepared to state, but would say that the contract was in its terms move fuvor- \"able than he for one could have thought possible two months ago.In conclusion he said Parliament would meet in a\u2019few weeks and perhaps in a few days to consider the proposal.At a public meeting held in Coati- cook last week, presided over by Lewis Sleeper; Esq., for taking into consideration the financial position of the village.Geo.O.Doak, Esq., proposed a scheme by which he thought the taxa- \u2018tion of Coaticook could be reduced.He proposed (1) to get the village incorporated a town by act of Parliament.(2) To take advantage of the opportunity and take power to pay off the debts of the municipality at par, with the exception of the amounts due, and which may become due to the Cotton Co.(3) Todo this, make provision for issuing bonds to the amount of $25,000 at 7 per cent.interest and sinking fund, to meot the present value of the Tolley and Lovell bonds, and also to issue bonds from year to year at 6 per cent.for ten yoars to meet tho payments which become due to tho Cotton company.(4) To establish a market on Compton street, from which a revenue of $150 or $200 a year could be derived.Mr.Doak contended that the adoption of these plans would reduce the taxes from 14 mills to 10 \" mills or loss, and save next your $2,- 780.The present annual liability for interest and sinking fund was stated to be $4,860, including cash payment of $1600 to Cotton company.After some discussion, it was moved by J.Thorn- \u201cton, Esq., secondod by H.R.Richard- gon, \u201cThat the proposition to incorporate Conticook as a town and to fund the debt at a lower \u201crate of intorest and extending the terms of payment for the same, made .'by-Mr.Doak is in the interest of the \u201c vate-payers of this municipality and \u201c - Ought at onco to be acted upon by Municipal Council of this village.\u201d Af \u201cter faither discussion, this resolution was adopted.A suggestion was made that the corporation ought to take \u2018$7,500 stocir in the proposed beet sugar : subject of complaint in regard to the Exhibition brildings, and that is the narrowness of the passages.A person onco caught in the crowd, must go forward, borne by the pressure, an uncomfotable position in a warm day, and ontirely precluding the possibility of examining the exbibits on either side.Then again, those who could only stop one day, and were so unfortunate as to be thero on Tuesday, when His Excellency the Governor General was there, were shut out from the build ings entirely.There isa deal of \u201cred tape\u201d in the world, but it is rather out of place ut a Fair where of necessity everybody is just as good as anybody.if they behavo themselves.The Emperor of Brazil and Lord Dufferin both passed through the exhibition buildings at Philadelphia on the same day regard it as an act of war.To the Editor of the Stanstead Journal: Sir, \u2014The Sherbrooke Gazette in its Inst issuo refors to tho report of the Seeretary-Treasurer of the Stanstead Co.Agricultural Society, and quotes that portion of it which refers to tho rain and other demonstrations, us a cause for the decrease of attendance and cxhibits this year, in a snuering manner, as theugh rain, un circus at Stanstead, and the Dominion Show, would have no influence upon the attendance or exhibits at the County show.The writer of the article as sorts that \u201cthese aro at best but puor excusos for the more than useless expenditure of public money.\u201d He also asserts that the country has outgrown these County shows and calls upon this Society to join those societies desirous of forming a District association.Wo all understand that there is a strong effort being made to organize a District association whose annual fair would be held at the city of Sherbrooke, and which, while it would uc- comodato the agriculturalists and man- ufucturers within a radius of twelve or fifteen miles of Sherbrooke, would at the sume time help to aggrandize the city, and be u pecuniary benefit to ils business men.But to seek to advance such interests by destroying others of a similar character, which are still useful, and which the country has not out- grown\u2014as asserted\u2014and the public interest in which has not abated, is a questionable policy, to say the lenst.To prove that the interest in this Society has not abated, T will compare a fow statements from the records of this Society at two different periods.We will go back twenty years in the history of this Society and quote from that date forward for five years, when money was plenty, and the country prosperous, and compare the receipts from members, the receipts from the Government, and the payments for prizes awarded, with that of the last four years, when the country has been suffering from great monetary depres sion.During the five years cuding 1864, tho Society received by subscriptions from the members, the sum of 8545 From Government grants, $3,464 And there was paid out in prizes in the five years, $3,404 During the four years ending 1879, thero was subscribed to the funds of the Society, 81,146 Received from the Government $2,264 And there was paid out in prizes in the four years 83,446 At no time in the history of this Society has there been as many members or as many compelitors, as there has been during the last four years.It is well known that unfavorable weather at the time of our show prevents many of the eompetitors from being present with their exhibits, and such has been the case this year, as well as on some former occasions, when a large number of the entries made were not bro\u2019t forward, and for which tickets had been made out, and uncalled for.With regard to the proposed organization of a District association: If it was proposed to hold triennial or quad- rvienunial fairs, when a portion or even all the Government grants to County Societies would be applied for that purpose, thore would not be as much opposition to the project by the members of this Society as there is at present, in my opinion.Although a District Society has been formed, and fairs held in this District, and for what cause they have been discontinued I am not aware.Errata.In the prizes awarded at the late Stanstead County Fair, it appears the judges made a mistake in awarding to entry No.2, Samuel Eady, the 2nd prize on \u201cPowns, ewo lambs.\u201d He informs mo by letter
