Says in Resigning From the London, Oct." 6.= Late evening the Duke shire’s letter to Mr.Balfour was communicated to the press. It says in part :—“I have since we last met felt increasing doubt whether I had been well advised in consenting to separate myself from those of our colleagues whose resignations were tendered and accepted last month.” Referring to the Sheffield speech, the Duke says —"I was prepared by our discussions for your € that you desired to obtain the sanction of the constituencies, for a reversal of the doctrine that taxation should never be imposed except for purposes of revenue and this is no doubt the principal and most definite statement in your speech.I admit that you have succeeded in making this declaration the basis of a great political announcement, but in my opinion that announcement has been extended very far beyond the necessities of the case.“It was unnecessary in my opinion to assert that you desired to reverse the fiscal tradition, to alter fuidament- ally the fiscal tradition that has pre.vajled during the last two generations.’ I had hoped to have found in yours speech a definite statement of adherence to the principles of free trade as the ordinary basis of out fiscal and commercial system and an equally definite repudiation of the principle oi protection in the interest of our national industries. But in their absence I cannot help thinking that such declarations as those which I have quoted cannot fail to have the effect advocates of direct protection, and of dis.| couraging those who, like me, and I hoped yourself, believed that our present system of free imports and especially of food imports, is on the whole most advantageous to the country, although we do not contend that the principles on which it rests possess any such authority or sanctity as to forbid any departure from it.“You have in your speech said that this subject could no longer be left an open’ question among the members ot the Government, and I think have said enough to prove to you that there is no such agreement between us on the general question as to make it possible for me to be a satisfactory exponent of your views or those of the Government in the debates which must inevitably take place in the next session of Parliament.“l cannot adequately express ths deep regret which 1 feel in separating myself from a Government with which I believe myself to be in sympathy on all other matters of public policy or the anxiety with which I anticipate the wide division, which I fear must result from the unexpected scope and strength of your declarations, in the ranks of the Unionist party.” mme NO CLEAR MAJORITY.Position of the Parties in British Columbia, respect for his high character, expressed a desire to contribute toward the creation of a fund which may relieve his mind from all anxicties; and whereas the said fund should be raised in such a way as to entirely safeguard his independence towards the subscribers thereto, the persons here present form ‘themselves into a committee ‘or the purpose of carrying out the above nb ject, and especially seeing that the subscription be confined to persons having no favors to expect from the Government. The committee also to advise as to the best means of insuring the application of the fund present to renew their of- for of a drinking fountain to the town, They stated that they had sufficient funds to purchase a fountain if the a fountain was bade and practically accepted some time ago, but since then the propriejors of the International Water-works had refused to take on any more fountains. Now the proprietors of Lee Farmhad generously offered to supply water from & spring but it would have to be piped. The Mayor stated that the corporation's contract with the wa- ter-works included water for a fountain, but it was thought by some of the councillors that an independent source of supply would be desirable.Councillor /Holmes moved that the thanks of the Council be extended to the delegation and that a committee be appointed to examine the ground and ascertain the probable cost of laying the pipe to such site as might be selected. The committee, which is composed of Mayor Kathan and Councillors Ball and Wells, will make ita report at an adjourned meeting of the Council next Monday evening. The Mayor read a letter from Hon.M.F.Hackett setting forth that by the legislation providing for a new Court House at Sherbrooke a portion of the cost of same had been saddled on Stanstead County. The letter urged that the feelings of the citizens regarding the matter be obtained for consideration at the next meeting of the County Council.> The Mayor stated that the question was discussed at the last meeting of the County Council that body being of the opinion that it was not right to saddle costa on the other three Counties in the district to please Sherbrooke. It was believed that the present Court House could be made suitable at a slight cost. The secretary-treasurer was instructed to obtain full information upon the subject further action being deferred.“ speech ag Sheffield and hig pamphlet on insular free trade.Mr.REal- four, in reply, says: ="lt was on Sept.16 that you, informed me oi your resolve to remain in the Government. This decision was preceded by much confidential correspondence, much, intimate conversation. There was no phase of policy which I was nd prepared to discuss and which I dis not, in fact, discuss with perfect frankness. The decision arrived at I had a right to consider final.Accordingly I consulted you on the best mode of Ain the vacancies in the Government of which you are the most distinguished member. You were good enough to express some weighty judgments on the delicate matters subnut- ted to you.You even initiated proposals of your own, which I gladly accepted. Our last communication on these subjects was in the letter I dictated during my journey to Sheffield on Thursday afternoon, “Less than forty-eight hours thereafter I received in Edinburgh: the telegrams which first andouncéd Jour intention to resign, agd'yoûr desire to.see the process of resignation ¢on- summated without delay and without discussion. The principal occasion ior this singular transformation was, you tell me, my Sheffitld speech. This is strange, indeed.‘In intention, at least, there was mo doctrine contained in that speech which was not contained in my note on insular free trade, and in my.published letter to Mr.Chamberlain.With both you were in- fimately acquainted during the whole fortnight in which you lent your countenance to the Government after the recent resignations.I must suppose, therefore, that it is some unintentional discrepancy between the written and spoken words which now drives you to desert the Administration you so wong adomed.“Till 1 o'clock this afternoon 1 had, ou, not as an opponent, but as a colleague. To such a one it would have seemed natural, so I should have thought, to take in cases of apparent discrepancy the written rather than the spoken words, or, if this is asking too much, at least to make an inquiry before arriving at a But what and I do not final hostile conclusion.where is this discrepancy ?believe that it exists.“Am I not right in complaining of your rocedure in reference to my heffield speech ?You fear that it would aggravate the party division. If there is anything certain it is that the declaration of policy then made produced, and is destined to produce, greater harmony in the party than has prevailed since the fiscal question first came to the front six months ago.Had you resigned on the 15th, or had you not resigned at all, this healing effect would have suffered no interruption. To resign now, and to resign on the speech, is to take the course most ¢al- culated to make harder the hard task of the peacemaker.Again, do you not feel some special regret at having, at this particular juncture, to sever your connection with a Unionist Administration ?At the moment of its most buoyant prosperity Jour absence from its councils would have been sensibly felt, but you have, in fact, leit it when in the opinion of your opponents its fortunes are at the lowest and its perplexities at the greatest?I! see securing a few cows for this demonstration from the Dominion.1 think the committee of the Canadian Shorthorn Herd Book Association is already moving in this matter.Of course, should we secure some address given above, Effect of Mulching Vegetables, Mulches cause some vegetables to mature later, while with others no delay was noticed.Late spring and early fall frosts injure muiched plants morse than cultivated ones, making it inadvisable to mulch very tender vegetables thet require the whole season for proper development.Early spring vegetables, which require only a few cul- tivations, can usually be grown more cheaply by cultivation than by mulching.Furthermore, very early mulching, before the ground has become thoroughly warm, is apt to retard the rowth of vegetables.Summer and all vegetables, on the other hand, which require frequent cultivation throughout the season, are grown more cheaply by mulching than cultivation. Moreover, the yield and quality of vegetables are often improved by mulching. Many vegetables cannot be mulched until t ave become well established and the ‘weather has become warm, thus requiring some preliminary cultivation.Such cultivation as is commonly given farm gardens is better for most vegetables in early spring than mulching, but mulching is just as surely better in midsummer than the neglect which is the common thing in farm gardens at that time of year. She ‘Nebraska Experiment Station tests have, indeed, shown mulching to be better in many cases than the most thorough cultivation throughout the summer. Results very favorable to mulching have been, secured with cab bage, tomatoes, beans, cucumbers, potatoes and sweet potatoes. In all these cases the yields have been increased, on the whole, quite decidedly by mulching, and the required labor decreased at the same tima Mulched cabbage produced larger heads than cultivated cabbage, and there was less injury from rot.The vigor of tomato plants was decreased by mulching, but the yield of fruit increased. The -| fruit was also cleaner and less subject to rot.@Mulched cucumbers produced perfect fruits during dry periods, when the fruit from the cultivated plants were small and imperfect. The quality of potatoes has not been hurt by mulching, except in wet places. In case of transplanted onions, sal- sify, beets, carrots, parsnips, peas and melons the results are not decidedly in favor of either of the two methods, both the yields and the required labor being about the same. From recent tests, it is thought unwise to mulch drilled onions, lettuce and sweet corn, With drilled onions, the stand of lints is usually hurt by mulching.th lettuce it is also dificult to spread the mulch without injury to and the crop is harvested so early that it is not worth while
