company has come in for more than its share of criticism; he claims that the so-called “flat rates are actually being reduced to a number of conaumers here, and offers to show the books to prove this statement.Referring to the JOURNAL'S comparison with Ottawa rates, by which it appeared that the Capital city was getting its light at less than one-third the rates prevailing here, Mr.Woodyatt said the JOURNAL had overlooked the fixed charge of 4 0.per month per 100 square feet of area lighted which should be added to Ottawa's meter rate of 3c.perk.w.h, He thought the charge referred to would make a difference of about 60 cents à month in a house of average size.Ottawa’s power was on the spot and there was much more business, | The Sherbrooke ball team playe the —GO TO TRUE Superintendent of Power Wood- yatt of the Sherbrooke Rallway & Power Co., last week, it would appear that the latter is anxious to meet the municipal delegates for the purpose of adjusting the of Derby Line.Mr.and Mrs.Baxter will be at home after August first, on the houseboat Kibo, Lake Washington. The JOURNAL extends congratulations and best wishes. The movement to secure a municipal sewerage system at Rock Island is arousing much public interest.Provision for a municipal building has aroused little hostility, but there is a strong feeling among many that a complete sewerage system would be a much greater blessing to citizens generally than would a civic building.A petition, now being circulated, asks the council to submit the two questions to the rate-payers jointly, hat in such à manner thatthey may be decided separately. The request seems to be a reasonable one.The petitioners simply ask for the privilege of saying whether they wiil have eithor or both of the improvements under consideration. At present there are a number of small sewers which empty into the river course, but do not reach the water. This arrangement, if continued indefinitely, would doubtless breed conditions which would justify the Provincial health authorities iv condemning the system.Other sewerage is dumped iuto the ‘‘canal.’”’ an artificial stream, owned by private individuals, who have already protested against its use as a public sewer.Plans for a complete sewerage system have heen made by engineers thoroughly competent for the undertaking, After going to much expense in this connection these plans seem to have been pigoon-holed and the whole subject dropped, on account of the high cost, it is aid.In the face of thie it is proposed to spend on a civic building an amount nearly equal to the estimated cost of the sewerage eystem. The proposed building would no doubt be a convenience and credit to the corporation, but as a public necessity and civic asset no one can seriously contend that it would rank with a proper sewerage system.Town Topics continued on Eighth page.
