port—The Balkan Question—Local Self.Government Advocated — Imperial Federation Favored — Land Reform Approved of — lijot at Newport—Press Opinions, LONDON, October 7.—In his spoech before the National Conservative Conlereuce, nt Newport, relorring to the disturbauces iu the Balkans the Premier said: It is no part ol the duly of British statesmen to interfere in the affairs of Eastern Roumeliz. The treaty of Berlin has not been frustrated nov has the San Stefano treaty been restored. The policy of the Government is to uphold the Turkish Empire and wherever it is possible to do so, genuinely and healthily, to uphold, cherish and foster self-sustained nationalities who have an important bearing on the future of Europe. For the present I have hopes that the powers will contlue the disturbance within tho limits of Roumelian territory.Russian influence would Lave checked the political growil of Roumnelia, if the latter counlry had united with Bulgaria in 1878.LOCAL SELF-GOVERNMENT ADVOCATED.He 1avored a great change in the present measures of local seif-governuent.To decentralize authority In London was an iu- dispensable part of the new Government's olicy.People having wealth should bear tho burden of the expeuses of the country, npt alone "those having houses and lands. The Premier, in answering a question us to what extent local government authority should be extended to Ireland, saud: “The extension might give more facility to the majority to do injustice to the minority.’ Conservative traditions, he sald, were clear. He regarded the integrity of the Empire above all other political considerations. He favored the Imperial federation movement but his plans in regard to the matter had not yet been tangibly shaped. He believed in tha closer union of Lngiand and her colonies with a view of proving the real strength of the nation in European councils, and said it was oue of the most important questions of the future.LAND REFORM FAVORED, He favored a measute for cheapening and slmplitying the sale and transfer of land.He stated .hat the Government had received returns showing that general crime in Ireland had decreased.Boycotli was amenable to the ordinary law, hich would be sternly enforced.Thirty-five prosecutions, he said, had already been started.Extending self- -government to Ireland, he declared, 1s an open question, but it is desirable, as far as possible, to vo Ireland of thé United Salisbury sald that he had seen no plan for the solution of the Irish problem. He denied that the Crimes Act bad diminished the number of outrages.OPINIONS OF THE PRESS.LONDON, October 6—The Daily Telegraph (Liberal) says: * Lord BSalisbury's speech wus a masterpiece of skill, of lucidity of arrangement, and we must, in equity, add, of candor. He does not finesse.Tho battle may be said to bave commenced with this remarkable address which exhibits all the high qualities of the Tory leader as well as his defects, and must powerfully influence public opinion on more thon oue burning question.” The Daily News says: “Lord Salisbury satisfies hls opponents and dismays his friends. The policy ol doing timidly what the Liberals would do thoroughly will lease the older Conservatives more than he Churchillites.Churchill’s ascendancy in their Irish policy is still apparent. It is evidently the Intention to govern Ireland during the Winter without coercion.Lord Ballsbury’s remarks op federation will distinctly encourage Mr.Parnell to persevere. There could scarcely be a fuller admission of a tacit alliance between the Parnellites and the Conservatives.’ NOTES.Lord Randolph Churchill will political speech at King's Lyon on the 19th 7 Cardinal Manning will write an articlo for the Dublin Keview on bow Catholics should vote in the election.Mr.Gladstone will address only two meetings in the coming campaign. They will be in Midlothian. At Newport this evening a mob attacked the Tory newspapei office, breaking Lhe windows and otherwise wreeking the building. Before the disturbance was quelled the police were compelled to charge upon the rioters.George J.Goschen (Liberal), member of Parliament, speaking at Edinburgh this evenin , said Le was opposed to free education. He would not vote for ilisestablish- ment of the Scottish church unless the position was a Government measure.1 the Liberals, be sald, wero returned to power they would be justified in appealing to the "Tories for help to fight Parnell.THE ELECTIONS IN FRANCE.Views of the German Ambassador at Paris on the Conservative Victory, LONDON, Octoder 7.—The Times publishes an interview its Parvis correspondent had yesterday with Prince Hohenlohe, German ambassador to France, respecting the recent elections for members of the French chambers.Prince Hohenlobe said :—“In my opinion the only possible way under tho circumstances to form a stable government Is by vhe union of the two Republican sections of the chamber, as I am afraid the radical Left minority will not defer to the desires of the moderate Left majority re- Europes Ly warding Government measures.has bitherto been enabled to live on good terms with the French republic, but the republic of to-morrow may differ from the republic of yesterday. If the Conservatives use their comparative victory solely in the interest of the country they may easily contribute towards maintaining, or even improving, the relations of France with the rest of Lurope. If, howéver, they should use their increased forces to disturb the situation and call into Question the established order of things, rauce would enter a period of troubles and agitations, and would require the closest watching by foreign statesmen.Every osclilation iniFrance at the present moment makes a sensible difference in the political calculations which ROW occupy the attention of Ilurope.” DIPLOMAS such as no- ‘tices about infected houses which remaln unplacarded, about carelessness on the part of members of infected fainiltes, and in short of whatever may seem worthy of immediate attention. These notices will not neces- * sarily be for publication, butit is believed that the results ofsending to THE STAR oopies of the information will be beneflcial GRAHAM & Co, Publishers ISOLATION.The scheme of isolation adopted by the Board of Health is so liberal to the afflicted families that it should reconcile them to the necessary deprivation of their liberty to a certain extent. The families will tiad it better to send their sick to the hospital, and as mothers will have the privilege of accompanying their children there, tne most common and most natural objection to the hospital disappears. If they elect to keep the patient at homo they are asked for the public good to isolate themselves completely from the general community while smallpox remajns in their houses. In consideration of this + gaerifies the Oorporation undertakes thelr support.Ample provisions will be taken to thelr doors, medical attendance will be pro- ~ “wided for then, and their wants will be attonued to by the constables guarding thelr hoasos. If smallpox breaks out in a family aud espaclally {n a large family it is obvious- 1y Lettar to send the first patient Lo the hospital than to endanger the lives of all the other mombers by keeping Lhesick one at home.PROTECTING THE EXHIBITION BUILD- Gi Unless the police force ls to be at once strengthened suffivientiy to afford au adequate guard on tbe Exhibition buildings, the best thing thal can be done is to bring ope, of the regulsr batteries here from Quebes or Kiugsion.” As the Herald says, the present state of affairs is unjust to the volunteers, who are being incobvenieuced in their private relailuns to attend to a dis- agrneuble public duty, Whioh can be done better by regulars.Wbat are tLe regular troops tor?If tho vofunteers are, however, to be obliged 1 continue usder arws, the best battalion to which the duty can be assigned Js Lke 65in, andl we are sorry to see the re- vorl that they are to ba ready in two or bhres duys costradicted, The 85th would best periotm the duty ot guarding tlie Exhibition buildings for the very evident ren on tbat their doing so would obviate any possible reflections upon Lhe militia in the event of a collision with rioters.’Khere are osleusibly respectable persous in this oommubity wuu appear to be only too anxious Lv wisrepresent ail that the so-called * English ” volunteers do, and-not to give them any credit for their, in many cases, serious personal sacrifices on behalf of duty. This being so, it is ratbur desirable tbat the battalions now doing duty should bo replaced, or at least reinforced as svon as possible by the 65th, BIGNS OF THE TIMES IN ENGLAND." The triumph of the Liberals next month in Great Britain wiil be followed, especially if the Radical wing be numerically strong, by such a demand for a reform in the land Laws of England and Scotland that the Government will either have to bend or break under it Mr.Gladstone in his manifesto fabs shy of it, just as he does of disestablishment, free education, a reform ol the House of Lords, and other questions which sre loomiug up in the near future, but other mernbers of the party are not so timorous, and on this, as on other questions, are giv- fug forth no uncertain sound as to the views of the rank and flle of the Liberal party. The Free Land League, the president of which 1s Mr.Arthur Arnold, M.P., a brother bf Edwin Arnold, and a prominent litterateur, journalist and publicist, has issued a cireu- Iar to the people, in which they Inform them that, ‘The interests of the country demand noth- less than complete overthrow of tho sys- m of Boroditary settlement, by which the 1and has been accumulated for the dignity of on few ond families, depriving each present generntion of absolute control, and affliet- Ang the soil with influences resulting from the ign norance e obatinaoy, or the pride of generations which have passed a They are told that the real question before tife péople is whether the peers or the people are to make the land laws, and they are exhorted to give the power to the people by voting the Liberal tickets. The address is very Revere on the landed aris tocracy, and a dolefu) picture is drawn of the effeots ot the present land laws on the commercial position of the country, and Hoeration from these “economical, social and moral evils” can only be accomplished by a liberal majority in the House of Commons.Of course, any inove in this direction will be mat with an outdrv oo behall of ** vested yighls,” and agninst "spoliation,” but it will uut bé suflcient to prevent very radical modifications In the present land laws being made, tbe moment men of the staup of vote the necessary funds for the work in band.Nothing is further from the truth than such a statement. It is true Alderman Grenier cut down two appropriations to half of the amounts applied for, but it was on the distinct understanding that whatever was necessary would be granted as it was required. We some time ago had occasion to severely oriticlze Alderman Grenier, but it is only fair to state that since the re-organization of the Civico Board of Health he has come forward agalnand agaln before the Board and intimated that all requisitions for money by the Board to ineet the crisis would be promptly paid.THE number of people who believe Daniel Webster compiled a dictionary seems to be increasing. The first distinguished convert to this theory was Thomas Carlyle, who is reported to have given the great American statesman a rather coul reception when be called upon him at Chelsea, under the impression that it was he who had mutilated the English language. The Toronto Globe recently recently arrested for massacring Chinese at Rock Sprinæs have bad “no bills” presented against them by the Grand Jury, which has not yet succeeded in fluding a true bill against anybody. It is clear that a great many Chinese were murdered ; but an intelligent jury has de- ctded that a number of men, who bad a good deal to do with shooting them, are not gullty of murder. This 18 doubtless highly satisfactory to the miners, but it is inclined to make the average person, who ls nôt a miner, and does not hanker after the biood of the Celestials, feel disgusted with the entlie jury How interesting Is St.Jean Baptiste generally! It won't have vaccination; iL won't obey the Provincial Board of Health ; it doesn't want a smallpox hospital in the adjoining municipality of St.Louis; it won't have a hospital in its own limits; it doesn't want the street car company to obey the Provincial Board of Health; and its chief of police does not think that tbe crowd which was dispersed by the volunteers on Tuesday bight was disorderly, and coûñsiders that the lively “imagination of the volunteers construed the visit into ap attack.” Trooper Browning, of the Montreal Cavalry, must have a large share ol this lively imagiva- tion, judging from his broken nose.St.Jean Baptiste ought to be put under a glass case and sold to P.T.Barnum.DR.MARSDEN, one of the Quebne members of the Central Board of Health, says that some doctors aré giving certificates ol vaccination to peopla without taking the trouble to vaccinate them or toexamine them for the purpose of ascertaining whether they have been vaccinated or not; the only preliminary to the granting of a certificate being the ox- acting of a fee of fifty cents.Such an accu- gation coming from any less reliable author ity would be regarded as a slander upon an honorable profession. The men who are ongaged in such dirty work as selling for fitty cents certificates of an operation that has never been performed ought to he pilloried, and Di.Marsden will doubtless do his best to bring upon their heads the censures of the respectable members of the profession.Meanwhile employeis should receive with caution certificates of vaccination, written ungrammatically, on diriy scraps of paper and signed by doctors they do not know to be in good standing. In such cases they will do well to ask for the production of corrobor: ative evidence in the shape of a well defined vaccination mark.————————————— NOTE AND COMMENT.Experience is the Best Teacher, {From the Philadelphia Bulletin.] School teachers and missionaries acer to be as badly needed as doctors in Montreal. But the Whole Province Pays Tribute.[From the Hamilton Spectator.) the Townships, with its splendid herds and flocks, its good land and geod farmers, required such an Exhibition, and dat the matter was taken up with a will there can be no doubt. It is sufficient to glance over the show ground, with its ranges of comfortable buildiugs for both man and beast, its splendid track, and many conveniences, and then think that this ground was a meadow this year, to be convinced of the energy of the gentlemen who carried out the matter.THE BUILDINGS alone cost over $10.000, so some idea may be formed of the scale on which things have been done. While not finding any fault with the various agricultural societies throughout the province, which, in their own wuy, must be productive of much good, yet avery one must ayree with the very sensible remarks ot the Lieutenant-Gov- ernor in his speech when formally opening the exhibition on Tuesday, in that we ought not to depend aitogether on the Governmeul for support in the advancement 1 agriculture. The nicely situaled on the opposite side of the river from Sherbrooke.Being bhigh-lying it will not be much affected by wet weather, which is a great point in ita favor. The ground covers about eight acres, so that the association will have ample space for their show, even should the exhibition grow to the magnitude that it is most conlidentiy expected It will.THE EXHIBITS in live stock were excellent was the quality of the competitors. This was notably the case in the competition for the special prize, the gold medal, given by the Lieut.-Gover- nor tor the best herd of thoroughbred cattle ot any breed.when the judges could not make up their minds as to the merits of the Pope and the Cocbrane herd, but it was ultimately given to the latter.HORSES were a larga and evidently most Hopulat
