the principle of protection, On the contrary he has been most careful not to commit himself to the principle of protection.He has used his utmost ingenuity in phrase making tosay what his followers wished him to say in order to reassure thé distrustful manufacturers, without making the plain and simple declaration that he now favors the polity of protection to native industry.The Herald will examine Mr.Blake's speeches in vain for any such declaration.It will not find in those speeches a single argument in favor of protection.More than that it will net, let it search ever so long and ever 80 carefully, discover one single sentence retracting what he has said against protection.Mr.Blake has not given his hearers the very slightest grounds fot belioving that he has changed his mind ou the trade question.Although he has said so much on the National Policy his words have béen 80 éareéfully weighed, and his sentences so skilfully constructed that he is today not pledged to a protective polity.All that Mr.Blake has done is todeclare that high taxation is necessary\u2014that the country will for many years tô come need a large revenue.But high taxa tion, as Mr.Blake very well knows, is not neceesarily taxation for protective purposes.It is possible for Mr, Blake, if he is voted into power on the 22nd inst., toraise all the money he may require to carry on the Government and to meet all its obligations without imposing a single protective duty.There is a wide difference, as every student of political economy has learned, between taxes for revenue and taxes for protection.The fagetious Herald will, if it is capable of being wise as well as witty, ses that when Mr.Blake declares himself in favor of high taxation be is far from admitting that a protective policy isa necessity.Thereis high taxation in England but there is no protection and it is well known that Mr.Blake is in sympathy with the fiscal policy of England and that he never was and 18 not now in favor of the protective policy of the Macdonald Government.There should be no uncertainty with regard to the trade policy of the Liberal party.If Mr, Blake is in favor of protection, if he has become a convert to the NationalPolicy,it is the easiest thing in the world for him to say so.His recantation and confession could be contained in a few clear and simple sentences.And if Mr.Blake had really come to the conclusion that a protective policy is a necessity for the Dominion he would announce bis change of mind in language 80 plain and so forcible that it would be impossible for anyone who beard it either to misunderstand or to forget it.That Mr.Blake has made no such announcement is proof positive that his principles on matters of trade are the same to-day as they were in 1878 and
