from British Columbia to understand that its policy of dis dllowance with respect to the granting of charters to lines of railroad to the American boundary tapping the Canadian Pacific was unchanged, it had the approval not only of the great ma- Jority of the representatives of the peo- Hein Parliament but of u larger propor, tional majority of the people themselves.It ta to be hoped that the firmness of be Dominion, Government will render .more ia accordance with the views of it unnecessary for the Canadiag Pacific Company to carry out the poligy ont- lined in the interview with Sir George Stephen, which appeæs in another column.Such a policy, if the company, in self-preservation, are driven to it would be injurious to the, Interests of Canada, both east and west.And it would be, besides, most humiliating to Canadians to be forced to coufess that, after surmountipg the very great difii- culties that lay in the way of building a transcontinental milway through Canadian territory, they did not possess intelligence enough or patriotism enough to keep the management of it in their owu possession.THE COLONIAL CONFERENCE.| Very little bas been heard in Canada of the doings of the Colonial Conference.The reason of this, we suspect, is that Canada and its affairs occupied but very small share of its attention.Nearly the whole time of the delegates was taken up in discussing matters having direct reference to the Aus tralian colonies, and Canada seems hardly to have been wentioned except in connection with communication with Australia.The prime motive for convening the conference according to the London Standard, was \u2018\u2018 to afford the Colonial representatives and the Imperial authorities an opportunity of arriving at an understanding as to the system of defence which may be established throughout the Empire;\u201d but to judge by the account which that newspaper gives of the business done at the Conference, the word * Empire\u2019 must be interpreted to mean Great Britain and the colonies of the Pacidc.In the matter of common defence, the deliberations of the Conference seem ta be cou- fined wholly to arrangements for the naval defence of thase colonies.The first proposal was that Great Britain would provide, equip and man an auxiliary fleet for the colonies, (meaning the coloniesbt the Pacific), would defray the total cost of maintenance, the cost of triennial changes of crews, and, in addition provide for loss by deterioration.But this scheme did not find any support among the representatives of the colonies interested, They considered it unfair to some of the colonies which had to maintain war ships independently of the regular squadrons.There being no hope of an agreement being arrived at on this basis the matter was dropped for a while.The compromise ultimately effected was that the Imperial Government wil supply the Australian colonies with an auxiliary fleet of torpedo catchers of the Archer and Rattlesnake clase\u2014three in time of peace, and in war time, six Archers and two first-class torpedo boats\u2014in consideration of an annual payment by the colonies of the moderate sum of $610,000.The original sum asked was $020,000.This is in addition to the Imperial fleet on the Australian station, which is to be considerably increased and to be reinforced by the *Im- perieuse,\u201d one of the finest of England's new ironclads.With this arrangement Canada has nothing whatever to do.No new provision seems to have been made for its naval defence.Indeed, the subject of common defence in the proper sense of the terms does not seem to have come up before the Conference at all.With regard to the defence of Hong Kong, Singapore, Mauritius and Cape Colony, there seems to have been very little difference of opinion between the Colonial authorities and the delegates.The principle agreed upon was | that each colony should conatruct the necessary local works, while the War Office undertook to supply the armament.There was a very lively debate in the Conference with regard to the defence of some of the Australian coaling stations.The Imperial Government generously offered to give the colonies some obsolete muzzle-loading cannon for tbe defence of these stations if the colonies would build the fortifications and barracks and inaintain garrisons sufficient to defend them.This offer disgusted the colonists who gave expression to their views in a very emphatic way.Sir Henry Holland to appease them enquired if they would be prepared to construct the local works and maintain the garrisons if the War Office supplied an armament of the best modern breech-loading guns.This plan was the delegates but the matter seems to have been left unsettled.With respect to the improvement of Imperial intercommunication regard was had almost solely to mail communication between the Australian colonies and the Mother Country.The Pacific colonies subsidize mail steamers to the amount of $850,000.This is for a weekly service at a speed of thirty- two and thirty-two and a haif days to Adelaide A scheme of Imperial penny postage, which has been devised by Mr.Heunniker Heaton was not entertained by the Conference, When the question of submarine telegraphy came to be discussed, Australian interests were again paramount, The Imperial Government did not seem inclined to disturb existing arrangements although the question of connecting Australia with Canada seema to have met with a fair share of consideration.Mr.Sandford Fleming presented this scheine to the conference.He believes that a cable could belaid from Vancouver to Brisbane touching Hawaii and Fiji for $10,000,000, and the promoters are willing to accept the risk of the undertaking, if they can obtain from the Imperial Government, Canada, the Australian colonies and.Hawaii a subsidy for twenty-five years at the rate of seventy-five thousand pounds sterling a year Originally the offer was one hundred thousand pounds, This Pacitic\u2019 cable would be 8000 geographical miles in length the Jongest section between Vancouver and Sandwich Sound being 2730 miles, and from Fiji to Fauning Island 2270 miles.* It is claimed on behalf of the new route that it would connect the Australian colonies with England by a line which would offer great advantages in the event of European complications, while for commercial purposes it would be of increasing value as the business relations between Australia and the American continent developed.\u201d This seems to be the only question of really Imperial
