[" DIRECTORY] MILITIA OF CANADA.2357 THE MILITIA OF CANADA.By the Dominion Act, 81 Viet, cap.40, the Militia of Canada consists of all male inhabitants between the ages of 18 and 60, not exempted or disqualified by law, British wbjects by birth or naturalization, ~The male population so Jiable to serve is divided into four clusses: 1.Those between the ages of 18 and 30, unmarried, or widowers without children ; 2.Between 30 and 45, unmarried, or widowers without children ; 3.Between 18 and 45, married, or widowers with children; 4 Over 45, but under 60.The militia is divided into active and reserve.The Active militia consists of the Volunteer militia, the Regular militia, and the Marine militia.The Volunteer militin is composed of corps raised by voluntary enlistment.The Regulur militia ig composed of men who voluntarily enlist to serve in the same; or of men balloted to serve ; or of wen who voluntarily enlist to serve with the balloted men and of men balloted to serve.The Marine militia is composed of seamen, sailors, and persons whose usual vecupation is upon any steam or sailing craft, navigating the waters of the Dominion.The Reserve militia consists of the whole of the men who we not serving in the Active militia of the time being.The present strength of the Active militia, as fixed by statute i540,000 men.So far, this quota has been amply supplied ly volunteers, hut the law gives authority to fill up the number by draft from the Reserve militia, if necessary.The following additional information respecting the organ- imtion and state of the militia is condensed from the last Report of the Adjutant General, Col, P.Robertson Ross ;\u2014 For purposes of Militia command and administration, the Dominion of Canada is at present divided into nine Military districts and twenty-two Brigade divisions; the Minister of Militia and Defence is responsible to Parliament.and the country, for the administration of Militia affairs.The adjutant general is the chief exccutive officer, and is charged under the orders of Her Majesty, with the Military command and discipline of the Militia, and he is assisted by the deputy adjutant general at Head-quarters.To each Military district there is a deputy-adjutant general, acting under the orders of the adjutant general, and who have the command of the Militia in their respective districts, and to each Brigade division there is a brigade major; one district paymaster is attached to cach of the Military districts, and storekecpers, who act under the orders of the dircetor of stores at Head-quarters, tuke charge of, and regulate the 2358 MILITIA OF CANADA.receipt and issue of the necessary military stores required by the whole Militia force of the Dominion.It would be unreasonable to suppose that avy country can be said to be properly prepared for its defence in war, without the existence during peace of\u2014 1.Perfect unity in the Militury administration.2.The maintenance and preparation during peace of a permanent and an adequate staff.3.A supply department capable of instant expansion to mect all the possible wants of an army in the field.\u2018 4.A perfect corps, brigade and divisional organization, both for the active and reserve forces, whereby every corps, battalion and buttery may fall at once into their appointed lace.! Ontario, quota 18,070, nominal strongtli,.Quebce \u201c 14,382 \u201c vo .New Brunswick \u2018\u201c 3264 \u201c CB Nova Scolin \u201c 4284 © - 418 Tolal .40,000 48541 The force consists of ' nvalry.ooooo 1,600 oflicers and men 10 Field Balteries.wo \u201c | si un se Garrison Artillery.3,668 \u201c te 4 Companies Evgincors.\u2026 282 : \u201c Naval briende at Halifax 223 : \u201co \u201c 78 Batt, of Rifles and Infuntry 37,208 + 43,641 officers and men, But, in addition to the above strength, there are now 25 corps who have enrolled and tendered their services within the provinces of Quebec and Nova Scotia, and they lave been notified that their services will be accepted conditionally, but thai the government is at present unable to supply them with the necessary arms and uniform, The acceptance of these corps would raise the strength of the Active militia to a total of 45,040.In addition to this, however, so great has been the desire evinced to volunteer for the defence of the country, and raise additional corps, that it has been found necessary to decline such ollers from those localities where the quota is already exceeded, until such time ag vacancies for their enrolment may arise in the respective districts, by the expiration of the period of service of existing corps, who may not desire to re-enrol for another period.From these facts it may be safely affirmed that no difficulty will be experienced in keeping up the present strength (at least) of the Active force by voluntary enrolment and therefore, the necessity of having recourse to the ballot, is not likely to arise.The Active militia consists\u201d of men who have all voluntarily enrolled to serve for three years, at the expiration of which period, should they not desire to re-enrol, they are free to claim their discharge when they fall back into the reserve, and are not again liable for military service until all the other men in the 1st, 2nd and 31d classes of militiamen, (i.e., between the ages of 18 and 45) in the company divisions within which they reside have volunteered or been ballotted to serve, and as it is an acknowledged principle that all the men belonging to any country shouid be held liable to military service for its defence in just proportion, the action of Parliament by the introduction of the present Militia act has removed those inequalities in the pressure of military service for the defence of the country, which, under the volunteer system, formerly existed, and of which the volunteers themselves with justice complained, that the pressure of military service then fell upou the willing few.It is to be observed that it is a very important privilege which those men enjoy, who thus volunteer to serve for three years in the ranks of the Active militia, and as yet it appears to be hardly sufficiently understood by, them, although it is a point of great importance and individual advantage.For, by the performance of n fow days drill annually, for three years, by any young man in the counltÿ, he most probably will have fulfilled for the rest of his life, except in the event of war, any military demand that his country, could of right claim from him.Moreover, the effect contemplated by the law, of a three years enrolment by individuals who, after such tertn of service, return into! 0 Reserve, their places being taken by others who either voluntarily enrol) or are drawn tor such term of service, will result, after a certain number of years, in the great military advantage of a very large proportion of the men thronghor the Dominion having unilergone n certain amount of military training.vont From the above statement, it is evident that in the ere of war, sufficient numbers of men contd nlways be ablated from the large Militin reserve, to swell the ranks of | active force to any strength likely to he required, for it is fact that the population of the Dominion comprebe he nearly as many men within the fighting ages 88 pt Southern States in the neighboring Republic ever broug into the field, and the mon of Canada, both morally an physically, are not only equal to any\u2019 that the world ¢ Y DIRECTORY] MILITIA OF CANADA.2359 TT 2 .roduco, but in point of hardibood, manliness of spirit and Fincss for military service, ure not to he surpagsed.Hows The prosent condition of the Active inilitia is as follows: CAVALRY.The Cavalry, though only 1,500 in number,\u2014-a small pro- ortion for so extensive a line of frontier\u2014are generally fairly mounted, and composed almost entirely of young farmers, the greater proportion of whom own their own horses, vide well, and are armed with Spencer carbines and gwords, and a large per centre have gone through the Cavalry school, which was established at Toronto, during the stay of the 13th Hussars; but, since the departure of that corps, no longer exists.The Adjutant general strong- Iy rocominends that they be trained to act more as mounted riflemen than ad regular cavalry.In a close and intersected country like Canada, abounding in woods, water, fences and obstacles of all kinds, oppor- unity for regular cavalry charging in line, sword in hand is not likely to be afforded, but the services of mountec infantry or riflemen would be found iuvaluable.Acting ag atited to take outpost, picket, and escort duty, hesides performing the ordinary duties of light cavalry in the field; in aldition to which they would prove more really formidable in actual conflict by being better enabled to harass and act upon the communications, flanks and rear of an invading force.Moreover, by means of detached bodies t of mounted riflemen, under enterprising leaders, great loss night be inflicted on an cnemy by a system of counter altacks on his own frontier.; The experience of the last war in the neighboring Republic, swell as that gained in previous wars in America, proves incontestably the practical advantages of mounted riflemen, instead of regular cavalry, for the kind of warfare usually arried on in America, and for the nature of the country.Ibis worthy of note, morsover, that at this moment, it is proposed to convert the whole of the yeomanry cavalry in .England (which is also a close and intersected country) into mounted riflemen.i From personal experience, having in an early period of hig military career, served in a corps of mounted riflemen four years at the Cape of Good Hope, a cousiderable i portion of which was passed in the field during the Kaffir war, the Adjutant generrl bears testimony to the formidable tiaracter of aforce of this description, to power of making forced marches, either for the relief, or rapid re-inforcement of posts, or in order to prevent or ant'cipate the occupantion of advantageous positionshy an enemy, and to the advan- ge to be derived in action Ly their co-operation as skirmishers with men on foot.As nn instance of their power of destruction, he mentions that on one occasion, at the Cape of Good ITope (during the action at the Gwanga, in British Kaffrarin, in 18:46) a large body of the Kaflirs was stacked and routed, by one troop of British dragoons and 4squdron of the Cape Mounted Riflemen.In a very short time, before the en-my could reach the nearest cover, several inndreq of them were destroyed, with hardly any loss to the British, not one of the Kaffers being killed by the swords the Dragoons, but all hy the fire of the mounted riflemen.a therefore, proposes, in order to increase the power Ad usefulness of this important arm of the service, to introduce More generally the practice of firing from horse-back, and of acting as skirmishers, both mounted andon foot, #hich, in addition to.the present deill, isall that isnceded to tet the desired ubject.FIELD BATTERIES.With resard tn the Wield Batteries of Artillery, (ten in Umber) they are in a prrfoetly servic-able and effective wie lon, aud this suusfuctory result roflects great credit my on the offices in command of these baiteries, but 0 the individual officers and mon composing them, on po 42 in number, and 441 horses, (with the excep- k not he G pounder Armstrong battery at Halifax, which pong consist of muzzle lowding, smooth bored 9 hte and twenty-four pounder howitzers, in the pro- on à of 3 nine pounder guns, and one 24 pounder howitzer fo oattery, These ace a good description of gun for sol stories, From the former, the projectiles fired are comb shrapnell shell, and eave, and from the latter, re on and shrapnelt shell, ease-shot, nnd eareasses.The Ml munngement of these gnos are pert>eily well such during operations in the field they would be better ! understood by the men, who are not hampered by useless trappings.On all oceasions, whenever calied on, these batteries are fairly horsed, and the harness and tuckle are nearly new; these batleriea are kept always supplied with the vgual amount of service ammunition, and they are in a fit condition at any moment to take the field.I may add, in connection with this arm, that Canada possesses great resources for the formation of field batteries of Artillery.The young nen of the country are well accustomed to work with teams, and waggons, and being very intelligent, and handy at such work, are easily trained for the duties of field artillerymen, and there is, throughout the country, a large supply of hardy and useful draught horses.At various reviews, which were held last summer, these batteries worked well in brigade, taking up positions in good style, and firing with case and rapidity ; and they only require, in addition *to the periodieal practice instruction in firing shot and shell, to be trained at the annual drills in brigade, in co-operation with cavalry and infantry, to acquire and maintain an adequate and reasonable degree of cfficiéney.The power and value of field artillery is so well known, and the moral effect produced by it, during operations in the field, 30 great, that the maintenance of these batteries in a state of ethiciency at all times is a matter of the greatest importance.GARRISON ARTILLERY.The Garrison Artillery numbers at present 3,558 officers and men, and is organised into 7 brigades, and 19 independent batteries ; the larger portion of the latter being attaclied to the rural battalions of their different localities for administrative purposes.3 The head-guarters of five of these brigades are at Ottawa, Montreal, Quebec, St.John, N.B., and Halifax, N.S., and the remaining two form a portion of the Grand Trunk brigade, which has a distinct organization, and is intended for the defence and security of that important line of railway.For the practice and instruction of the men in gun drill, these artillery brigades have the use of heavy guns of position at their respective head-quarters, and as soon as additional guns of position can be obtained, it is proposed to distribute them to those independent batteries not already furnished with the necessary means of instruction.The Garrison Artillery are clothed with the same description of uniform as the Royal Artillery; for small arms they are in possession of the long breech-loading Snider-Enfield rifle, and they have all been drill»d as infantry.For the purpoze of instructing the offic rs of the Militia in artillery science, there is at present but one school of gunnery, formed by the Royal Artillery at Toronto, which has been largely attended, and has proved of great service ; but, inasmuch as it is indispensable for the defence of the Dominion that a sufficient number of trained artillery officers should be forthcoming when required, the adjutant general recommend that schools of gunnery for the instruction of the militia artillery officers and cadets be formed wherever a portion of the Royal Artillery may be quartered, for a certain period, at least, in each year.ENGINEERS.There are four companies of Engineers, numbering 232 officers and men.Three companies ave stationed at Montreal (one of which belongs to the Grand Trunk Railwa, brigade), and the remaining company is at St.John, N.B.The men composing these corps ave almost exclusively engineers and mechanics.NAVAL BRIGADE.There is a small Naval brigade, of four companies, numbering 2373 officers and men at Halifax clothed in naval uniform, having eight 18 pounder guns, with stores for naval guns complete, They are also armed with Snider rifles and cutlasses.This brigade is composed exclusively of seafaring men and would be available for naval service on an emergency.INFANTRY.The Infantry consists of seventy-three battalions of Riflemen and Infantvy, numbering 37,268 officers and men.They are all armed with Snider breceh-loading rifles.The accoutrements in possession are not of the latest or best peseription, though quite serviceable. 2360 MILITIA OF CANADA.{Doninion There are few of these battalions without some officers or men who have previously served in the regular army, and many of them, at some time, actively in the field.The presence of these men in the ranks is of the utmost importance, and tends to impart a feeling of military strength and steadiness throughout the whole ; for there are a very large number of men who have previously served as soldiers settled in the Dominion.The rural battalions are almost entirely composed of the agricultural population\u2014the bone and sinew of the land\u2014who have a stake in the country and in very many instances, are the proprietors and sons of \u201cproprietors of the land ; and it is impossible to see a hardier race, or finer material for soldiers.In many instances their physique is most remarkable, and they all appear imbued with a spirit of the greatest loyalty and devotion to their Queen and country, and the same spirit and aptitude for military service is exhibited by the cily battalions, who are composed mainly of intelligent and educated artizans and mechanics ; considering, moreover, the short period of time allowed for the «annual drill, the degree of advancement at which they have arrived is most creditable, and they are all now quite ready to go into brigade.With regard to the drill and efficiency of these battalions, from the result of his own inspection, last summer, of ns many corps as time would admit of,as well as from the au- nual reports of the depuly adjutants general,the adjutant general enabled to report that it is,in most cases,as satisfactory as could possibly be expected, and there are very few of them that are not sufficiently acquainted with battalion drill to fit them for all practical purposes to take their place alongside of Lhe regular army in the defence of the country.He would strongly recommend thatin future the annual drill and training of the rural battalions be performed in each district at such places asmay be found most convenient to form brigade camps, whereat a portion of cavalry and artillery may co-operate, and thus afford an opportunity to both officers and men to gain such practical military instruction in field duties and the application of the three arms in combined movements, as in the event of active service, would prove of the utmost importance.Although future battles will probably be fought at the usual distances hitherto observed, the requirements of modern warfare, resulting from the use of rifles of long range and precision, do not involve the same character of drill, rigidity of moyement, and closeness of formation, as wag formerly necessary; but what is indispensable now, especially in Canada, is the practice of a judicious and intelligent system of skirmishing drill, suited to the character of the country, and in the taking up of positions, either for attack or defence, in connection with the other arms.From t he extent of range, precision, und rapidity of fire, which can be developed by the arms now in use, it is evident that in all future wars, great bodies of men and armies must Le more than ever posted, with a view to obtaining cover, and if time will admit, entrenched, and thus have to occupy longer stretches of ground, in order to obtain shelter from the effects of improved rifle fire, as weil as mitraille and shell; it therefore follows that the main objects to aim at are the careful instruction of the men in a skilful use of the rifle, and of the officers in the knowledge low to direct most judiciously the efforts of their men, and to select the most advantageous positions, remembering that the essence and spirit of all warfare is to endeavour to apply the greatest injury to an enemy with the least loss to one's self.MILITARY SCHOOL, MONTREAL.The large building in Montreal, known as the Military School, recently purchased from the corporation of Montreal by the Militia department, is amply sufficient to fulfil all the purposes for which it is destined.Underneath its roof it contains an admirable drill hall, 304 feet in length, and 125 in breadth, wherein all the active militia force of Montreal might be assembled under arms when required, snd there is lenty of spuce for a battalion to drill.There is alsoin the uilding room for the armouries of all the corps of active militia in Montreal, including the field battery and troop of cavalry, likewise accommodation for the military school, à the stuff officers offices, and storage room for the military stores.By the acquisition of this building, great advantage Will result from the concentration under one roof, of all the arms, stores, and miliary departments in Montreal, and any immediate expense will be compensated by the saving ultimately effected in the rent at present paid for very inferior and inadequate accommodation, mms MILITARY SCHOOLS, Military schools for the practical training of officer originally established in dhe enr 1864, after the sion of troubles arising out of the Trent affuir.These schools were formed in connection with regiments of the regular army; the two first opened were at Toronto und Quebec in March, 1864, and to encourage candidates to apply for admission to these schools, gratuities of $50 were granted with both first and second cluss certificates (the gratuity for first-class has since been discontinued) ;
