Canada wants one-fourth of the postal cards used in the Dominion printed in French. It says that there are one mil- ion of French-Canadians in the country, and it is not:too much toasktliatthey should have one-fourth of the postal cards in their native language.Perhaps 30, but if some French- Canadians took as much interest in spreading the English language in the rural districts of this province as thep-do to preserve:the French, they would benefit their own people and the State as well.If itis desirable for English Speaking people to know French, it is ten times more desirable for Freneh-Canadians to kuow International Law.Time will come.when, there will] be that % Confederation of Men ” 8 ghi;h Tennyson writes in one of his.cholee but riot the best of his poems. There will be a broader and higher view taken of man’s«mission in the world, and the faction fights of nations will die away, just as the faction fights.of individuals and the vendetta are day by day becoming things of the past.We are evolving a higher civilization when international law will bind the peoples in the effort to benefit, and mot to destray each other, and when “they who make a quarrel will be the only ones to fight.” That this period is remote is likely.but the current of events points to it as un- wistakably as the finger points on the dial. The people now living will not see that good time coming, but they will see and are seing proof that the current of the world's ‘thoughttis towards a better understanding among nations, and a keener appreciation of the virtues and the civilization of all ¢outer barbarians.” A ‘few years ago every orthodox Englishman believed that the frog- eating ** Frencher” was a thing:to be despised, and the “Frencher” in return looked.with contempt on the * natiom of shop-keepers.” Prejudice is being brushed aside by tra vel, and the unspeaksble Turk, against «hom all Christendom used to pray, turns out to be tolerant in religion and clean in persons while away in China we find the people possess special virtues in their laws.Wherever we look we find a brosder and a better view, taken of peoples’ on whom our fathers looked with abhorrence or contempt, and this broadening of the horizon is the sure indication of n code of international law which will day by day make life all the better. It is , «my the other day that, st Cologne, some re- “ peesentatives of the lawyers of the world assembled to disenss this subject, sid a demand was made fora better understanding between peoples and a resolute war against regicides and maur- derers in all lands was declared. Here is another indication of the advance towards better times, and we can reasonably hope that betore long international congresses will meet, first at irregniar, and then at stated, periods; and when they do, the result is sure to be good for mankind at large.San Fish. The “sun fish’ is a peculiar member of the finny tribe, generally seem along the banks of the St.Lawrence, from May to October.Between these months it ean be easily caught napping. It is to the fish in our river what the booby is'to the birds of the air, lazy and unclean. It frequents the neighborhood of large cities and hovers around the shipping in all cur ports. It is too lazy to seek food after the customary fashion of fish in general, and it prefers to live on the offal ‘from steamers, sailing vessels, and the hospitality of Joe Beef and kindred things. It is not.particularabout food ; all it is particular about is not having to seek it.The “gun fish,” although s member.of the finny tribe, never takes, the.water Fort when it camnot help’ it.* 16 Will seek fefuge if a blue bottle shark comes around, but it prefers dry land to the water.1t has associates on shore, but all the finny tribe are_its enemies. On Jand the *‘sun figh," Jpg Joany members of the same family, fish with but a single aim, and whose gills gaps as one. There is the “ tramp,” a close relative, and they, too, Béten hunt in couples. The tramp, too, comes along our rivers, as the swallows appear, and Leaves us ax they * homeward fly.” The tramp fa generally a fish that bas come from afar, and has had to ‘’ beat ” its way agai many a tide and through many a shoal €f blue bottles, Jt brings vast experience to its aid, and it is bard to catch it on the fly.Like the sun fish, the tramp prefers not to seek its food after the fashion of other fish ; it likes to have it ready found for it.It also likes to bask in the midday sun, and even prefers to hunger in haughty Indolenco than work for a subsistence. Thus the sun fish and tramp sre nearly always found Jn close companionship. But they are not good * gating. The flavor is too strong. They smell of the offal of the ships. They might answer Ahe South Ses Ialanders, but civilised people can- ; hot touch them.‘They are indeed good for ‘Mothing. They are at war with their kind all “ger the world. They bully the little fish and “lite their dinners from them, bat they skulk et of the way of the finny tribe generally.ah have, when abandant, made excellent {+ fagtilizers in different parts of the world, and if m@ght in large quantities the sun fish afd temp might be used for similar purposes. In be Southern and Western States they often apg them up to dry not knowing what else { m§owith them. Then they feed the crows.Ia ‘Shia country, however, we do néthing but at» them rapidly, and to-morrow, the His on hich entries are received, will soe a great many new ones given in, some exhibitors preferring to van till tho last moment.ion § 8.peots of strong competition in many branches still promise to be good, and there are several classes of exhibits, some of them new, which eannot fail to rove interesting.Mr.H.Legru, of the Union i moriere Francaise, intends to give three medals for the best fifty sugar: beet roots, and several entries have been received for this, one from the Coaiicook Beet Root Sugar’ Co.There are also to bo & number of fire ereapes in operation on the grounds, and soveral kinds of smoke consumers are to be exhibited.A Boston firm will give an interesting exhibit in Machinery Hall, showing the process of stitching books by machinery.Prizes are offered for a military head dress, of original design and spccially adapted to Canadian needs.Tho Electric Somaphore Signal will be exhibited in regular working operation and there is rome talk of having it combined with the switoh which works with it.That the exki- bits, many of them, are of a character more inter- “esting than last year is a most gratifying fact RALE OF PURE BRKD STOCK.In connection with the sale of horses, seattle, eto., on the Exhibition grounds, some valuable animals bare been ontered for sale.Amongst them are Ayrshire, Durham, Devon, and Jersey cattle, Clyde and Percheron horses, a pair of valuable oarriage horses, and a coaching stallion.Buyers can have every confidence that the sales will be bonest and that the determination to sell every suimal, without any reserve whatsoever, will be rigidly adhered to.Our most prominent snd reliable breeders having already made entries of fine stock is enough to ensure success. The horses will be sold on Tuesday, the 20th; the cattle on Wednesday, the 21st, and the sheep and pigs on Thursday, the 32ud.Ali the entries should be in as soon as possible, so-that they may be mentioned in the catalogues to be distributed.Farmers, and those interested in improving stock, are reminded that these sales are Pong establishod-to meet a long- felt want.It is dosirable that buyer and seller should be annually brought together, and this can be done in no better way than by the holding of genuine, unreserved public sales, conducted in a manner to command confidence. As already stated, the stock to be sold at the Exhibition next month is of the best. The auctioneer, Mr.Potter, has had a very successful experience in previous sales of this kind and has conducted them to the satisfaction of all concerned. It only remains for the buyers to come forward and support the effort, and we have no doubt they will = so.ROME SUGGESTIONS.With regard to the lise protection to be aflorded the Exhibition Grounds, it is conjectured that the same pum- ber of men, thirty, which was granted last year will bo granted this.As the police force of the city is small enough in ali conseience, and as taking outside the city limits such a considerable number of men might endanger the protee- t.on of the citizens, especially st such a time, it is suggested that special constables be employed, thus not diminishing the city force.A “ Workingman ” writes to advooate the hours during which the Exhibition can be seen, being so arranged that workingmen, who are unable to leave their employment till six o'clock in the evening, may have an opportunity of secing it The plea is one worthy of consideration, and if it could be 30 managed that the Exhibition could be open on certain nights, some electric ligh: company might, on those nights, exhibit their light. The attention of the Exhibition Committee is directed to the fast that water closet accommodation for both sexes is needed.Last year ‘the arrangements were ouly made for geatlemen.NOTES Ireland Isnot to be uhropresented, an entry having been received yesterday in the Arts department from Belfast.- Entries from Toronto are coming in well.An interesting feature will be the working of batton holes by machinery. The Bell Telephone Co., in their exhibit, will show the progress made in this invention. It is proposed to have the Horticultural display held in a large tent in the contre of the gronnds. The famous clectris clock to be exhibited at Toronto may be sent down here.It cost $38,- 000, is 12 feet high, 7 feet wide, and weighs 5,000 The furniture display promises to be good.In order that visitors may see the electric light ‘ to advantage, a dark room attached to Machinery Hall is talked of.OBITUARY.The Late Henderson Bayard Smith. It is with regret that we have had to record the death, as seen in yosterday’s telegrams from Ottawa, of à young gentleman who bas for some time past been a resident of Montreal, Mr.Henderson Bayard Smith, the youngest son of.Mr.William Swith, Deputy Minister of Marine, and a brother of Dr.A.Lapthorn Smith of this city. The sad event took place on Sunday morning at his father's residence in Ottawa, and as he left his many friends in Montreal only s few weeks ago in cheerful spirits and apparently good health, the announoement of bis death will be received by them with all the more surprise and regret.During his residence here he gathored around him a wide circle of uain- tances and friends, who recognised in him a young man of promise. He passed a very successful matricalation examination last May for admission as medical stedent to MoGill University, and his earnestness, perseverance and ability in his studies presaged for him & successful oareer in his adopted profession. This Bummer he served at the military camp at St.Johns as Hospital Sergeant of the Sixth Regiment of Cavalry, and while so engaged he endeared himself to his brother officers and comrades by his sociable and obliging qualities. We are in- forthed that the illness which terminated in his death was mainly brought about while he was attending one of the engineers who was ill with fever on board the vessel in which he was returning from An extchilvo trip to the apper lakes. His action on that occasion went to s that, actuated by a strong sense of duty, be was willing to risk even his life for his suffering fellowmen.AN ABSCONDER CAPTURED.A Chionge Embessier Arrested tn Mont Harry Fildman, a youth of 17, who abeconded from Chicago last week, taking with him $2,500 191¢ MESSAGE BOY WANTED.APPLY AY + w ; fagecitoù ¢ Secretary the Montreal Company, had been fled tc the offeot that the rates had already been raised.Between 1870 and 1870 the affidavit said the rates had been 25 cents per ten words, but in October, 1879, thoy had been lowered on account of competition with the Dominion Company. Now the Dominion Company had again advanced rates and the Montreal Company did also. This was the substance of the davit and he, Mr.Maclaren had subpwuaed Mr.Dakers as a Witness.Mr.Tait beld that in sush cases as the praseas, Mr.Dakers could valy be examined on his aft: davit. He had bean as an ordinary witness and could not be called. His Honor ruled that he be called to be croes- examined on his affidavit.Mr.Dakers testified that on 28rd August, re- uest was mado by President of North-Western at rates be advanced ; President of Montreal Company, on the 25th, authorized the sd- vance to take effect on the 1st September; the advance took place on the 27th, at 6 pm The writ of the Injunction was served on witness, at 3:15 that day; he telegraphed to Toronto to Mr.Wiman; Mr.Wiman telegraphed back at 4-45, to raise rates at once, by order of Board of North Western, then in session in Toronto; telegram was addressed to Sir Hugh Allan.Sir Hugh did not probably receive it until Sunday, as he was out of town; witness, however, at once telegraphed to Sir Hogh, who replied.to consult wyer ; this was done and rates raised ; Sir Hugb was authorized to raise rates on the 19th of August, by Directors of the Montreal Company; he did not fix a day for the advance, but it was understood that it would be on the 1st of September.Ja Mael then continued his argument anted Boo.© of the Montreal Company's ranted that their property was to be controlled by five directors, aoû Bec.10, one of those director’s duties was to fix rates which under this contract the North-Western did.He quoted several authorities and cited cases to support his allegations.Mr.Bethune held that under the English law, the agreement between the Companies was illegal, and quoted decisions of Euglish judges. As to the chief point in the present case the evidence of Mr.Dakers showed that the day to raise the rates had to be fixed by the President of the Montreal Company, which had not been done.Mr.Tait held that the chief point was whether or not the rates were raised, and if not should the companies be restrained from raising them.As to the former ho saw no reason or law why the company should adhere to any cast-iron rules concerning the advancement of rates, and consequently the rise on Saturday was logal. But if not, Mr.Low, the holder of 50 shares or $3,000 in a company of $2,000,000 - would have to show pretty good cause before a A Judge would grant what he asked for.He mast show that be had an interest and was pufferin, irreparable injury.Mr.Tait quo Injunction Act internal working of a company, without were exceeding their powers. There was no of the Government interfering in the matter.Mr.Girouard alse made a lengthy speech on the same side and quoted authorities and cited oases to support the defendants Mr.McLaren replied to one of Mr.Tait’s points that an injunction should not have asked for at ro early stage in the case by citing Mann vs.Holden where he held a restraining order was obtained at an even early stage.THE CITY PASSENGER RAILWAY.Mr.Crawford Criticises His Crities—A Practical Man en/Practical Mon.This afternoon a STan reporter was favored with an interview with Mr.J.H.Crawford, President of the City Passenger Railway Company with reference to the resolution of the City Council to assume possession of the railway.“The President of the City Passenger Railway,” remarked that gentleman, with a serene and characteristic smile, *“is not only willing, but anxious to resign the chair in favor of & more practical man.” *“ What is the y going to do next?” “1 do not think it would be right to state what action we may take. But you may rest assured of one thing, we shall give the city eve ible facility for uiring es- sion of The road whenever they Tike to ake it.These “ practical gentlemen’ do not appear to agree very well, however, on what they can or what they will do.One ‘practical gentleman” says they have twelve months in whioh to consider the question.Another says, “ No; oniy three mouths.” * And what do you say 1” * Well, I am vot iliugether sure that the pass- Ing of tho resolution merely to sssame the ownership of the road, is not equivalent to & notice to the company of their intention to do so, and in that oase, if the shareholders desire to relieve themselves of the responsibility, there i is nothing to prevent them doing so immediately.» “There is no probability, I a of the Com y adopting that course Company will not take of the city inany way.Woe lost $7,000 by last year's Exhibition after allowing for extra receipts, but still we reougaise our public responsibili and will do our best to serve the public this year, whatever course the city may &dopt. It is somewhat amusing,” continued Mr.Crawford, “that these practical men should take the re- pond of assuming the road without the ightest idea who is going to lease it or any portion of it from them.” “Will not the City Passenger Railway Compan tender for ome part or the whole of it ?“ I am not prepared to say that.I can tell you one thing, though.I would not.” “Why?” “This iden of leasing roads on this continent is Utopian. It hse been done in Manchester and London, but it is a failure in Chicago and Boston, and wherever it has been tried on this side the Atlantic.I don’t want, howsrer, to dissuade the Co op from tying it I hold that the im- torests of the city and the Company are, and must be, identical.I have always thought the City v Railway a one-horse concern.I thought so at the beginning, and [ think #0 now, but it is the fault of the s tem, hot of the company. If a practical man the AMerman Wilson were to the company he could not give a better setviee under sush a systém.* With single tracks no matter how much money ~ we spend we cannot improve the service. You know well the opposition we have had to contend with sod: with none morè than the opposition inspired by Tux Srax.As to the management df the Company, 1 think that is scarcely subject for the Coun- Ee the Oran has found lt necessary eriticies “Ef of AR say so too.Wao have never paid large dividends, .you kuow ; only four per cent.per annum for the past two years.“That they ate satisfied wander the ciroum- stances is cerisinly an unusual mark of confd- ence ?” From these remarks and tbe remainder of the conversation the Company would appear to be sublimely indifferent to the fate of the road and not much disposed to be frightened, as Mr.Crawford puts is, “by a bag-a-boo inte offering better terms.” tr The South Shere ce Rativay' and Tunnel Company. At the meeling of the dirostors of the South | Shore Railway and Tunnel child was «mothered in bed.Madame Auclsire’s story was to the effect that the infant, a girl of two months and a half, had been found dead in her cradle.A white oloth was found folded over ita face, the nightdress was pulled over the head of the child and » blanket was tightened around the arms.On top of all this a blanket and pillow wers placed, the whole having the Appearance of being done intentionally,as the whole bodyof the child was blue.Immediately Coroner Jones went to the Fabri a0 de Notre Dame and requested that tho chi bedy be exhumed, and the mother was placed ander the body and found no other cause likely to roduoe death than diarrhœa, symptoms of which e discovered. In consequence of Dr.Roy's evidence, a verdiot of death from diarrhœa ‘was returned.OUR EXHIBITION.The Eeigium Exhibit.Mr.J.W.R.Francois, of De Laet & Co., has just returned from Antwerp and reports a strong feeling there in favor of the exhibits at our Exhibition. They are about twenty in number and consist of many interesting things. They are to be brought over on board the ““Kabo’” of the White Cross Line, which was to have sailed from Antwerp on the 21st instant, but which has by an accident been delayed there till to-day, so that tho exhibits will not ‘arrive in time for the opening of the Exhibition, bat are ex about ths 16tH of September.Tlie section will be prepared for them, however, and they will be arranged in show cases and stands made in Belgium, themselves well worthy of notice.Mr.Francois thinks that the number of Belgian exhibits at our provingial exhibitions might be very largely inoreased À notice aud invitation were giyen several mon beforehand. The firms who are exhibiting are of the first rank in their several departments, and bave many of them won medals at Paris and other expositions. That Belgium is awakening to the fact that Canada is a good market for her goods is evidenced by the fact that there is some talk of establishing another line of ships between Montreal and Antwerp.Evening Telegrams.PRESIDENT GARFIELD.Slew Gnin—Blood Poisoning Disappeared.New York, August 31.—The Herald says the President's body begins to show s of sick-bed sores. As vet there is no decid of abscesses in sight, llinc fossm, but it is thought that when it comes it will be more than suspected. Before Dr.Bliss made an incision yesterday the President said, *¢ You are bound to carve me, 1 see," and turned his head to receive the cut.The President was - suffocated from heat yesterday. These hot and sultry nights are against the President's comfort, and Dr.Hamilton has said they do him reat harm.Dr.Bliss says patient is likely to ve exalted temperature, and increased pulse for many days even after a marked improvement sets in.He admits the.irritation of the pe- tient’s stomach was the result of septic poison not dywpepeia, but says that if the stomach had very strong in ve pe the pepe ison would not have jounosd.Bice states there is nothing in th the statement that if the President lives past the 60th day of his illness he will begin to mend rapidly, if he goes along without farther complications and passes, the period at which certain complications cannot possibly oecur, of course, he becomes further removed from dangerous relapse.*‘I believe tho President is now further removed from accident than he ever was.” One of the President's physicians says the operation yesterday the parotid gland was rendered mo tedious for the reason that it was necessary to bind the artery severed in making the in- cison. There was a free flow of blood, but it was soon checked. The President did not complain, but afterward remarked that he would like to be let alone. The catheter cannot now be inserted into the wound beyond 10 inches, 24 inches less than two weeks ago, which distance has probably healed. The stated cause of the slarin of Friday last was the sudden darkening of the skin of the President's face. The doctors supposed this to be a sign of death.Curiously enough, on Saturday, when he was much worse, his face ined its natural color. The public has e in supposing the President, at the time of the shooting, was physically in first rate condition.ASHINGTOX, Aug.31,1 p.m.-Official bulletin —The President”.s condition is evidently more favorable than at the same hour yesterday.Tac, 97; temperature, 98-4; respiration, THE BAINSVILLR DISASTER.Verdier ef eee ior and aad Nezliremce Lancagren, Ont., August 81.—The sealed ver diot of the Coroner's
