unfair, in direct taxation; the rural population contributes little or next to pothing to the revenue of the Province or of the Dominion, and the revenue is considerably less than the expenditure.Buccessive (Governments have tried all sorts of devices to make both ends meet, without taxing the farmers, and now it is frankly admitted that we must have a great reduction of the expenditure, ap increase of the subsidy, bankruptcy or direct taxation.We believe the first is as unattainable as the second, and the third less desirable than the fourth.We do not say there is no room for the curtailment of expenses, but from experlence of Quebec Governments which have gone into office with \u201cretrenchment\u201d inscribed upon their banners we hava not the slizhtest seized at these meetings to cast discredit on our port.The question of towage was dis- cuesed and arranged for in a very fair way, and a settlement was arrived at two years ago, by which the to tes were reduc- to half the tariff of 1 73.and so far, since that time not a single complaint has been made to the Harbor Commissioner of undue or excessive charges.We are told that sailing vesseis will question should be considered, what propor-* tions of grain for foreign markets is moved by the New York canals?Mr.Robertson here says:\u2014\u201c In discussing this question, it seems me that an important factor has always been overlooked, viz, that of every thousand bushels which leave the granaries of the West, probably two-thirds is required for thelr own consumption, leaving only one- third to be ship .whereas, in our case, every bushel of wheat that comes here from there has to be exported, because one year with another in Canada we bave enough to provide for our own
