general tendency to ignore the “ought,” + 3, ae, and make everything a matter of expe- Iw the discussion that has arisen respecting the acceptance by Sir Charles Tupper of the office of High Commissioner, the Opposition, it seems to us, are techuically in the right.The office was one to which by law a salary was attached ; and a mere provision in the commission issued to Sir Charles, that he individually was not to receive the legal salary, did not deprive the office of its .character as a paid office, and one the hold- “ing ‘of which, therefore, was inconsistent, with the occupation of a seat in Parlinment.At the same time, it cannot be said that the appointment of Sir Charles tu that offioe was, in any sense, an attack on the independence of Parliament.His standing as a member of the House and his relations to the Government were in no wise affected by it; ana we think the Opposition * might bave been content with calling atten- .the acceptanon of u a AT .- - - a .® + * L - "2 % tion to the informality.On the other hand, the Bill by which Sir John Macdonald pro- to remove the difficulty is open to valid objection, inasmuch as it undertakes to gay that Sir Charles Tupper did not, by tho office, vacate his sest.If he did not, there is no need for the Bill.If he did, a Bill should not be brought in to declare what is the reverse of the fact.is ahigh-handed way of disposing of the matter.High-handed methods are too much in vogue now-a-days at Ottawa and elsewhere.HOBSES AND HORSES.{you make a point of asking all your friends of gig-keeping respectability how muah it costs to keep a horse, you will be astonished at the disparity of their reply.Phere are horses and horses and there are owners and owners.The Road Committee, bowsever, bas bit upon: à graduated scale which ought to have the fullest publicity.A great many horses are employed in the Road Department and of course the Committee in appropriating money for the keep of the horses under its oontrol has endeavored to do strict jus- tlos between the horses and the citizens.Tha stipends of the steeds seem to be gradu- according to rank rather than seniority because if the age of the City Burveyor's Buoephalus bears the same proportion to the age of the horses in the ranks as his allowance does to theirs he must be considerably older than the City Surveyor.The committee yesterday! resolved to allow $800 per annum for the keep of the City Surveyor's horse.The next in rank is the Drain Inspegtor’s charger, and 8400 per annum was allowed for his keep.Then two horses of a still lower grade, used by the two foremen were allowed $312 per annum each.Then we come to the lowest grade of all, the carter’s horse, the horse, by the way.that does the work.And here we are sorry to say the committee has not given an authoritative and definite opinion on the cost of keeping a horse of this grade, but lumping together the cost of the horse, the cart and the man and his family it has decided that the whole lot can be kept for $1.50 per day.Of course it is not to be ex_ pected that a corporation carter's horse shall live on gilded oats like a City Surveyor's horse, but it is tolerably certain that on an allowance of $1.50 per day either the horse musk be totally unacquainted with oats of any description or he must live much better than his owner and his owner's family.We do not want to see tho City Sarveyor or his staff treated otherwise than liberally, but to allow one man $600 a year for horse keep besides a handsome salary #0¢ his own keop and to pay his subordiuates only $1.50 per day, or say $450 per vear, for Sorso and man, is simply infamous and we hope the Committee will receive an instruc tion from the Council on the subject.Alderman McShane endeavored to secure a little fairer treatment for the corporation.cart- am BY moving that they be paid $1.75 per day from March 23rd until May let, and $2 day from May 1st until November Be was supnortnd by Aldermen Beau- solall and Gray, but Aldermen Roy, Hood, thomas Wilson and Laurent.votrd against tw ‘carters The Road Committeo has Made a reputation by ita prodigality in dealing with corporation contractors, and By giving contracts without asking for ten- dirs, and this makes its parsimony in deal- fhg with the carters all the more conspicuous.We are quite satisfied that the tax payers of Montreal do not wirh to see the Road Committee taking advantage of tbe pôverty of tbe carters to pay them leas than a fair day's pay fot atalr day's work.There forsake California, and the number of celestials has inc so fast that there are now 18,000 of them in the province thus consiltuting a e proportion of the entire population.© also asserted that their assimilation with the Caucasian race was impossible, and alnce they never settled permanently in the country, but after remai for a few years invariably returned to their own land, us draining the country of its very lifeblood, thought that the Government should rleld to the repeated requests of the inhabits of British Columbia and pass an act prohibiting, or at least restricting the immigration of the Chinese.r.Shakespeare, after makin, and fairly strong argument wo well to have rested from his labors, but burn- lng with a desire to present every possible objection to the race, he founded his second reason for opposing the unrestricted immigration of Chinese on the ground that they were immoral, forgetting t this objection would apply to a considerable portion of the tide of European immigrants continually pouring into the country.Whatever may be their peculiar and vain tricks, the inmates of the Flowery Kingdom are certainly not lowar in the moral grade than a considerable per- .centage of the population of our country.great proofs of their immorality were that they iinported courtesans from China aud that they were slaves, which was an economic rather than a moral objection.This theory of the slavery of the Chinese in the country is widely believed and is possibly a correct one, although I have been informed by a gentleman, who spent some time im investigating the subject, that he could find nothing to su port it.Mr.Shakespeare, however, asserted that large companies in the leading Chinese cities were in the custom of buying up men at so much per head, and then exporting them to America to work for a certaln number of years, and by these means they were still further enabled to underbid the whites in the competition for labor.Mr.Shakespeare, therefore, urged upon the House the necessity of at once relieving the British Oolumbiens from this “old man of the sen,” which evidently intends to hold on until strangulation ensues.Mr.Gordon also s ke for 8 moment or so, remarking that British Columbia was the dumping this clear, have done round for all the refuse In the Celesti ingdom.As it was approaching six o'clock, Mr.Blake, of Victoria, who has not been in tha House long enough to become well ao quainted with parliamentary procedure, ‘moved the adjournment of the debate, the effect of which was to put the resolution the foot of the order where it would not run the slightest of being reached again this sesslon.He was fstounded when Informed of the effect of is motion, and_after recess begged the House to wipe off his motion andlits disastrous effects.This desire was acceded to and it was placed at the head of the pubiio bills and orders, and consequently it will come ui on the next private members’ day.It said, however, that the Government bas an intention of appropriating all the remainder of the session to itself, and in this case the discussion has been practically ended.THE GRAND TRUNK RAILWAY BILL.The opposition which has been exhibited towards the Grand Trunk Bill by Hon.Peter Mitchell has certainly had a beneficial effec resuiting in the addition of a number of aneniments the ubject of which is certainly in tho interests of tho ple, Last night, upon the Bill coming up for its third reading, the Minister of Railways announced that he had amended the bill y inserting a provision, obliging the Grand Trunk to apply all money ra by the act first to the double- tracking of the line between Montreal and Toronto and then to the performing the same operation upon other portions of the line, and providing that the expenditure of the money shall be under the supervision of the Government.Sir Charles also announced hig determination of bri down an amendment ;to the consolidated Railway Act of last session, taki away from the Grand Trunk the exclusive power it now enjoys of buying up the stocks and securities of other lines.On the whole, therefore, the country has good reason tor thanking Hon.Peter Mitchell who bas done yeoman's service for the people in this matter.In its amended form the bill passed its third reading, the House rejecting an amendment proposed by Mr.Patterson, of Fasex, rovi that the present act should n any way be regarded as legalizing the fusion botv tho Grand Trunk and the Great Western, that action was not authorized by existing statutes.Mr, Wainwright, who bas been fiying around the capital in a state of nervous excitement for the last week or so, will probably be able to return to Montreal since it is not likely the Senate will amend or discuss the bill much.W THE SEDUCTION BILL.‘Mr.Charlton's bill for the punishment ot sbduction has passed the House at last, after of the bitterest and most protracted hts of the session, a motion giving it the months’ hoist being defeated by the Peron majority of five.Mr.Foster with- rew his amendment, which was certain] he most sensible one proposed, aiming at © punishment of any man having sexual fatercourse with a woman by menns of any taock or feigned marriage.Prof.Foster said that he was strongly in favor of the amendment, but at the uest of a number of members who felt that the bill would not pass in its changed condition he had bec nduced to drop it.THE PROHIBITION RESOLUTIONS.“The consideration of Prof.Foster’s prohibition resolutions than eame up for oconsi- deration, and were seconded by Mr.Fisher the member of Brome, in one of the pea paper, chance 8 delivered in the House this session.Without sessing Prof.Foster's flow of language, he is a much more pleasing 8 xer.He an by enunciating the principle that it wa the y of all governments to make ht easy and wrong difficult.He tted tin tteelf the temperate use of liquor not a crime, but since it was Impossible for temperancs to exist without the most shocking intemperance also, he thought that the country should put an end to both.e appealed to the Parliament to aid the r and weak by emning our national golflahness in this Te spect.Treating of the right of arliament to legislate upon this matter, be quoted from Mill and other great political economists, who had pxprossed an opinion that Government had this power.But we ready adopted the system of prohibiting things harmless in themselves, but which were used by many of our people to their injury.There could he no abstract barm in persons carrying firearms about wi them, yet the vernment bad forbidden it on the ground that these Inatruments were often 1med for 1llégaAl purposes.The action of the Government in pro- biting the sale of liquor between certain hours and upon certain days and in he North-West Territories ‘had clear- y shown that the Government of thé Gantry bad recognized tent of rohibltion.“Another objentios CIR rn œuse a great of rovenhe to the countrv.dut the Boeaker Grand the country.He asked for the passage of Hquor traîiie would not the long run injure th revenue.The amount + y _reoel was $5,000,000, but it cost $20,000 to collect ft.Some.asserted {hat these resolutions sbould not ba passed unt! there was a majority of the pie uuconditionally In favor of them, but he thought that the best way to oducate the people in this direction would be to pass the prohibitive laws first.He contended that these laws had an educative influence on the people wherever they bad prought in force.It been uni- f y found ia all countries where these experiments had been tried that the crime and immorality of a country de- cre exactly as the Hquor traffic was restrained.He itbought it was inconsistent for the Government by precept to advocate temperance, while by other acts they legalized and thus made respectable the sale of intoxicating liquors.The statementthat'prohibition does not prohibit 80 often put forward by opponents to measures of this nature was shown to be entirely unfounded by extensive quotations from e slatements of the governors of prohibitive states and other persons well calculated to form an intelligent judgment on this question.Pointing out that although it was not as suocessful as it was thought it would be, it had an undoubtedly good ef- foct upon the morals of the people.This exactly coincided with his own experience in the county of Brome, in which the Dunkin act had been enforoed for years, and which had been benefited by the existence of this law although it had not accomplished all that had ne of it.With the question of the injury done to health by the use of Hquors he would not touch upon, because it was a debatable subject among, medical men, but he forced home to.the House the assertion that the trafflo seriously interfered with and greatly injured the working qualities of tho nation, and was conducive to the waste of the material of the country.Mr.Ames, a manutacturer, of Massachusetts, had stated that 25 total abstalners could do 8 per cent more work than 28 drinkers could in the same length of time.He read statements bearing upon this matter from the Chief of Police in Montreal and,others, all of whom supported his contention.In closing, he stated that although the House might throw out, with a sneer and a laugh, these resolutions, he felt confident that the sentiment of prohibition was gradually growing in the country, and at a futureday the House would be forced to pass a prohibitive bill.Mr.Armstrong then moved the adjournment of the debata, and it will come up again next Wednesday, NOTES.The committee on privileges and elections will meet to-morrow to consider Sir Charles Tupper’s case.The Senate will adjourn to-morrow till the follo Wednesday, on account of Tuesday being a holiday.The divorce bill freeing John Graham, of this city, from ail matrimonial bonds passed ita third reading in the House yesterday; and as it has already passed the Senate, it only roquires the assent of the Governor- General to become law.There was a divi- slon, of course, the Catholics voting dead against it, but the majority in favor of the measure was 28.The excitement about the Toronto Railway conspiracy is still unabated, but has rather n increased by the assertion that documents had been found on * Big Push ” Wilkinson incriminati Senator Macpherson.That gentleman refused to see a reporter esterday but last night he gave an authori- tive denlal in the Senate to the statement that be had been mixed up with the transac- tien.' Be had had nothing whatever to do Mr.Gault yesterday presamted a petition ainst Sir Leonard Tifleys Bill to modify the application of the Consolidated Insurance Act of 1879.The petition sets forth the undesifability of permitting co-operative or assessment associations to transact the business of Life Insurance unless they are compelled to obtain a license and deposit as regular Insurance Companies, and asks that the petitioners be allowed to be heard in committee on the bill.The petition is signed by the Sun Life Assurance Company, Standard Life Insurance Company, London Assurance risoners in the Toronto jails, had his name rought up in the House last night when Mr.D.M.Cameron asked whether he had been in the employ of the Government for the last three years.8ir Charles replied that in October, 1852, he was appointed as a land surveyor to do occasional work in Central Ontario.Since that time be has drawn $4,181 from the Government for services and expenses.At present, Sir Charles said, he was oly employed when his services were requi This last remark caused first a few eatirical “hear hears” from the Opposition; then they began to snicker and finally broke into a roar of ironical lnsughtor, which was echoed from the Conservative side by Sir John and Sir Charles.The common Impression that Algoma is a rocky and barren tract of country was shown last night to be an erroneous one by Mr.Dawson, who moved for the return of all reports, not hitherto published, relating to the character and probable resources in agricultural lands, forests, and minerals of the country through which the Canadian Pacific Railway is being constructed north of Lakes Huron aud Superior.From personal acquaintance with the region, and from information obtained from most authentic sources, he asserted that the country, from the great lakes to James’ Bay, was fertile and capable of settlement and cultivation.It also has valuable mineral resources, while its torests alone were estimated at being worth about $150,000,000.The rivers were also magnificent ones, navigable for miles, flowing through primeva forests.Mr.Frow, Mr.Peter White, Mr.Cockburn, Dr.Sproule, and Mr.O'Brien also spoke, supporting Mr.Dawson's assertions.THE DOMINION ABATTOIR.Action to be Taken Against the City.At the adjourned annual moeting of the shareholders of the Dominion Report of Chief Patton and the Fire Alarm Superintendent, The Chief of the Fire Brigade has just completed his annual report, from which we find among other things that there were fewer false alarms during 1883 than for some years past, ouly tive being recorded.There were fourteen fires outside the city liniita to which the brigade were called, but at five of which only were their services required.There were three fires on steamboats and vessels and one on a steamboat in the canal.Although there were several serious fires still there was no loss of human life.Several of the members of the brigade, nowever, received severe injuries in the hazardous duties of their calling.Two articles of great utility were added during the year to the apparatus ot the brigade,viz : the Haves ladder and the swinging harness.The length of serviceable hose now In use was 11,843 feet all in good order.In this line, however, the department fear they would be short for a change of hose, especially in Winter, in cases where large fires gucosed each other.They therefore recommend the advisability of purchasing a few thousand feet more.he steain engines were used at only four fires, as the pressure frorh the hydrants was generally suflicient to meet requirements ; these steam engines werk Dow in good work order.The chiet alsp calls the attention of the committee to the Cbabolllez square station declaring it to be too small, inconvenient and unhealthy.The amount expended by.the department was $56,509.38.The largest umber of fires occurred in 8:.Antuine Yard, viz., 43, followad by St.Ann's Ward with 36 alarms.Saturdays and Sundays were the two greatest tire days, 48 fires occurring on the former day, and 38 on the latter.The report of Mr.Badger, fire alarm superintendent, which was appended, showed that three new signal boxes for private companies had been placed during the year and a signal line had been extended to Hoche- laga.In concluding his report Mr.Badger declared that the present meagre facilities of the department for the use of the telephone service have shuwn It to be an important auxiliary to the fire alarm.He therefore asks that an appropriation be made in order to connect all the stations with the ceutral fire alarm ottice.TOURNAI EPISCOPAL EMBROGLIO.The Belgian Government Weakening—It releases Mr, Goodhue's Documents, It appears nsif the Belgian ‘tovernment had at last realized how unjustitiable were the proceedings adopted on its behalf against Mr.H.W.8.Goudbue, of this city, in connection with the celebrated Tournai episcopal embroglio, and I= desirous to a certain extent at least, of making amends for.the numerous indignities heaped upon the young Cavadian barrister.It will be remembered that in 1882, ai the time of Mr.Goodbue's arrest, a pumber of important papers and other valuables which were found upon bis person were seized by the authorities at Brussels.Upon his release Mr.Goodhue denwsnded that these articles should be returned, which request was refused in the most.peremptory manner.Subsequently an application was made by Mr.Goodie through his legal adviser, tben Nr.Prins, for their return.Mr.Prins has now written Mr.GGoodhue stating that the Atwrony-General of Belgium, after first informing him that the proceedings instituted by tbe Belgian Government Against Mr.Goodhue, were only suspended, and not withdrawn, has now delivered over all the papers and valuables, and declared thata nollie prosequi has been entered on behalf of the Government.This pction of the Attorney-General will of course place Mr.Goodhue’s case against the Belgian Government ina much better positioli, and gives him a first rate prima - facie ation for damages.SALE INTERRUPTED.Seizures at Mr Hugh Craig's Residence—An Action of Damages Follows, Mr, Hugh Craig, father of Messrs.Thos.and Goo.W, Craig, had announced tho sale of his ferniture which was to take place at his residence, this morning.when at 7 a.m.two ures were made upon the goods by creditorb of Geo.W.Craig.Mr.Baxter being offered ns guardian to these seizures was accepted and things seemed to be settled for the moment, when @ tbird_ seizure was Affect- ea by’ Messra Hughes & Stevenson, lumbert.They having refnaeeto accept Mr.Baxter ifs guardian, application was made before Hpn.Mr.Justice Mathieu to force them to do so, and the Application was granted.: It Is alleged, however, that notwithstanding this formal order from the Court, Mn.Baxter was refused admittance from Hughes & Stevenson's balliff, and Meeers.G Mr.Ha & Co, attorneys for , have: 1 Consequence en an of damages for $3, against the Hughes & Stevenson.dsome figu for the furms and stock they left behind ) DAL.[oot curbed stimet money A KING ON HIS 1RAVELB ’ (Bpecial to The Star) Lowpox, March 20.—Tho Maoëi King will sail for Engiand via San Francisco on April 1st.— PATENT MEDICINES.(Special to The Siar.) but as the general feeling of the Commitiee was that the time was too sbort, Mr.Mulock withdrew the bill upon the Minister of Railways assuring him that he would submit & measure deali with this and other inconveniences ca to travellers by trains.THE SOUDAN WAR.Osman Digna’s Flight—General Gordon Dis.appointed—Eenewal of Wariike Opers- tions.Stax, March 20.—Spies report that Osman Digna with a few followers, has fled to the interior.His flight is attributed to the reward offered for his capture.Slaves are deserting him and fleeing to Suakim.GORDOR'S DISAPPOINTMENT.Paris, March 20—Figaro publishes the following, dated Cairo, March 20: General Gordon has told the French Consul at Khartoum that he is disappointed in what be has been able to accomplish, and that it will be impossible for him to defend the place against the advancing tribes.It is stated in Cairo that Abdel Kader, Minister of War, will be sent to General Gordon's rescue.RENEWAL OF WARLIKE OPERATIONS.SCAKIM, March 20.—It is now reported that Osman Digna has summoned the tribes to arrange for a renewal of warlike operations.Admiral Hewett has withdrawn his proclamation offering a reward for Osman.CABLE.AN ADMIRAL DEAD.LONDON, March 20 —Admiral Lessoffoky, Cominander of the Russian squadron which gave aid to the Northern States during the civil war, is dead.FRANCES INDEMNITY.Paris, March 20.—France is disposed to submit to arbitration the question of the amount of indemnity to be paid her by China on account of expenses incurred by her in Tonquin.ITALIAN MINISTRY RESIGNED.Ro March 20.—The Italian ministry has resigned because Signor Coppinlo, their candidate for the presidency of the Chamber of Deputies, was elected yesterday by a narrow majority only.DISCONTENT IN SPAIN.MADRID, March 20.—The Government is stddying measures by which to end the present discontent among the surplus army cflicers, amounting to 15,000, who are dissatisfied with the miserable pay they receive.RUSSIAN HOPES ROUBED.LoNDoN, March 20.—The reported intention of England to address America in regard to the making of dynamite, has roused the hopes of Russian advocates of international interference with the manufacture of explosive materials.A BEVERE CRITICISM.Loxbox, March 20.—The News says: * Never since the days of Bolingbroke England seen a great party so unscrupulous apd unpatriotic as the Opposition, which takes everyadvantage of the difficuities of the Government, and allies itself with the cause or party which promises to embarrass the Cabinet.” LORD DERBY'S VIEW.Loxpon, March 20.—At a club dinner, last evening, Lord Derby remarked that it would perhaps have been better if England had never intorvened in Egyptian afinirs.The establishment of a sound condition in that country had required a longer time than had been expected.Events had been more powerful than men.THE TONQUIN SETTLEMENT.Paris, March 20.—After the capture of Hung Hoa, the French will fix the western frontier of Tonquin, nt Tuan Kuan, which is now held by the Blick Flags.The Black Flags will be allowed to retain all the towns from Tuan Kuan to Lao Kal, on condition that they will guarrantee the free navigation of the upper Bong Kal.The northern frontier of Tonquin wil] extend from Phu- lang Thuong, to Tuan Kuan, via Phu Binh and Phu Dusnhi.AMERICAN, THE CUBAN REFUGEES.BosTox, March 20.—The Cuban refugees brought here by the brig “Screamer” will probably be released to-day.The officers are antisfied they are simply travellers.;
