offering too much: that the House of Representatives had done enough, and that if it waited long enough, the Canadians would offer us anpexation,’ THE CHARGES REITERATED.The Linpire to-day republishes its charges, and gives interviews with a number of prominent persons.Mayor Clarke's remarks are a good sample of these. He said: “1 was very sorry to see à paper that had occupied such a position charged with aiding in promoting the annexation of this country to the United States.I was disposed to look upon the whole matter simply as the work of newspaper paragrapliers until in this morning's Globe, dated London, January 22: On enquiry here I can obtain no confirmation of the statement cabled that the Allan's had secured the mail contract on the promise of a speed of.seventeen knots an hour.At the Allans* London office nothing was said to be known of the matter, but they would not authorize a contradiction. The general feeling here for some time past ‘has n that some such arrangement would be the outcome of the present position of affairs, and would satisfy most parties.connected with -the Canadian trade. It js much to be hoped that the Dominion Government is not interested, as was -re- cently reported, in promoting a change in the live stock trade relations by permitting the shipment through the Unitea States € of live stock for England via Obleago an Montreal.Itis very unlikely M Sapin will agree to any lessening of the restrictions now enforced, but it ia still more important to remember that if United States cattle are admitted with Canadian cattle any outbreak of disease among the former is a most certain to prove fatal to the whole trade.SUFFERING AND DESTITUTION.A Terrible Tale Brought From South Dakota By a the United States? The same doubts seem to have suggested itself to the people themselves, who decline to be “repatriated” even at the expense of - the Quebe: Government.According to the American press Mr.Mercler has found a way out of the difficulty and has made up his mind that if the French Canadians in the United States will not come to Quebec, he will take Quebec to the United States. This, however, is probably a libel on the Honorable Premier, as he never talks annexation on this side of the line.UNLIKE the contest just decided in New Brunswick, the general election now pand- ing in Prince Edward Island is a square party fight. The Government which has gone to the people for endorsation is Conservative, and is led by an able man, Mr.Neil McLeod.Mr.John Yeo, who leads the Liberal Opposition, stands equally high in the estimation of his party. As usual, both sides claim a victory in advance, while admitting that the struggle will be both obstinate and close. At the last Dominion elections the Island returned a full dolega- tion of six Liberals to the House of Commons. The questions at issue between the parties turn upon the financial record of the government which has had nine years of power to explain and defend before the people. The elections take place this month.WE hope the House of Commons will not take long to throw out Mr.Taylor's “ Anti- Alien” bill.Whether the measure is conceived in à spirit of retaliation against the United States or in a spirit of emulation it is unworthy of Canada. The Act of Congress forbidding the immigration of foreigners to the United States under engage nent to work there ts about the meanest piece of legislation on our neighbors’ statute books and almost every week its operation places the United Btates Government in a most humiliating position.Had England legislated in ~- this spirit against foreign workmen, Engiish bandicraft would never have reached its high repute. The clase of people we want to exclude from Canada are not those under contract to work, but those who come under à tacit understanding with themselves not to work 1f they can help it.This policy of isolation can be carried too far.Ir M.Flourens said, as reported in the oables, that the existing treaty gave France govereignty over the strip of Newfoundiand _ooast called the-Franch shore, hisstatement was in direct conflict with fact.Boverelgnty over the whole Island of Newfoundland, inoluding the Frenoh shore, is reserved to Great Britain in distinct terms. All the right the French possess under the treaty is to land and dry their fish ana perform other operations in connection with their flsheries.Through the culpable apathy of the British the French have been permitted to assume rights that are not recognized by the treaty, and these they now insist on maintalning to the great disadvantage and retardation of the colony. This is a question which must be eventually settled in accordance with the demands of the Newfoundlanders. It is sheer absurdity to suppose that a great extent of valuable territory, capable of sustaining a large population, rich in timber and minerals and with wide reaches of excellent agricultural land, shall be locked-up in perpetual savagery and withheld from settlement and development in order that a few French fishermen may dry codfish and repair their nets. The treaty of Utrecht, the settiement under which the French claims are held, was a wretched piece of bungling on the part of British diplomatists apd will not be held binding when Newfoundlanders are in a position to ‘asport their territorial rights.THE DUAL LANGUAGE SYSTEM IN THE NORTH-WEST- -Mr.Dalton McCarthy's proposed ameond- “went to the North-West Territories Act’ will be a good test of the patriotism and statesmanship of the English speaking members of the House ot Commons.Could the members vote as do their constituents, by ballot, Mr.McCarthy's amendment would be carried by a sweeping majority. Not an English speaking member really wishes to see the dual language difficulty ereated in the North; West. The most plausible sxouse for a vote against Mr.McCarthy's amendment would be that French being practically a dead language in the North- .Wèst already it i8 unnecessary to kill §t by legislation. But, although French ts ; 14tle more than an official language in the : Lerritories, séniros elem being an official language it isa useless expense at present und an rent of danger for the future.Nobody oan pretend shat the interests of a Canadian _‘magionalisy dan be fartherea by promoting use:of two languages. The reasons “whlch ax)at for perpetuating the use of the age in Qu ghee do not apply to ihc ae est, .The French.Canadians of a provisos of Quebec have an undoubted F "be cerried on without any ap r | newed last evening. The Polish Faction, led ‘ pare will probably nobody disputes, to ued their J giahit, whigh Ate RUonAtion to the Unite me tb own language as long as they want to, but neither French nox English olalm that it 1s an advantage for the province to have two official languages. Each would prefer their own language to survive and each has rights in the matter which the other 18 bound to respect. In the North-West the position is altogether different; the French population is not large enoush to-Justify the use of French as an official language, and the only possible reason for maintaining it is to gratitfy the aspirations of those: who dream of the Domin- jon ultimately becoming Gallicized. The debate on the second reading promises to be an interesting one and we trust it will als to race or religious prejudices. That it will be decided on its merits would be too much to hope, there is not enough patriotism or statesmanship in the House. Each party knows that the balance ‘df power rests In the pivotal Province of Quebec. There are lots of members in the House who could afford to vote regardless of the Quebec vote, but their party cannot afford it.MONTREAL'S AL'S NEEDS.THE DEPUTATION AND THE PREMIER- The Need of Harbor Improvements Pointed out to the Government at Ouawa— Kir John Macdonald’s Reply.Orrawa, Jan.22—The reception of the Montreal deputation on harbor improvements took place last evening in the Premier's private room. The members wete received by Sir John.Other members of the cabinet present were Sir Hector Lange- vin, Sir Adolphe Caron, Hon.J.A.Chapleau, Hon.Mackenzie Bowell, Hon.John Cos- tigan and Hon.C.C.Colby.The Messrs.A.Budden and D.A.Watt, repre- sonting the Board of Trade; Messrs.Hugh McLennan, A.G.Me Bean aud C.H.Gould, representing the Corn Exchange; Messrs.i Montagu Allan(in place of Mr, Andrew Allan, who was detained at home b indisposition), John Torrance and Kobert Keford, and Mesars.Andrew Robertson, H.Bulmer, V.Hudon and J.O.Vitle- neuve, representing the Harbor Commissioners.City surveyor bf.George and Harbor Engineer John Kennedy were also present.he deputation was accompanied y Messrs, J.J.Curran, Jphonée Desjardins, M.P.; A T.Lavine, ) M.8 H.erger on Hash McMillan, M.P.: R.$ White, M.Fo, Hon.Senator Thibaudeau and Hon.Speaker Ouimet.THE WANTS OF MONTREAL EXPLAINED.Major Grenier explainea the project for harbor improvements and flood protection, The city had voted a million dollars, and they feit justified in asking the Government for the balance, inasmuch as the harbor was the entrepot of ihe trade of the whole Dominion, and whatever benefited it benefited the whole country.Mr.Hugh Mcliennan, representing the Corn Exchange, stated that the trade of the port had falien behind owing to a lack of proper facilities. They believed the plan chosen out of several would be satisfactory. The trade of the past year encouraged them to proceed, for.they knew if they did not advance they must retrograde.Hon.Geo.A.Drummond, on behalf! of the Board of Trade, said the Government 80 far had not done anything for the port of Montreal, notwithstanding its great Importance to the public.he port of Montreal was in reality the port of Ontario and the Western provinces of the Dominion and the terminus of two great railways, both of which had received liberai assistance from the Government. But there was a link wanting after the goods had arrived at that port, aud with a view of completing this, carefully prepared plans were made and were now to be placed in the hands of the Government for their consideration and approval. It would not be just if it were a purely local work for them to ask for public aid.The port of Montreal had shown no material increase in its dimensions for mauy years. There have been additional piers built here and there and 1 CONSIDERABLE GROWTH in the eastern part, or the Hochelaga district, but when compared with the facilities at Antwerp, Hamburg, London or Liverpool they wero at a standstill. They wanted to make Montreal the port of the Dominion in fact as in name Mr.Henry Bulmer having s oken for the Harbor Commissioners, and Robert Re- ford for the shipping interests, Mr.Curran, M.P., summed up the arguments and said Montreal had never received a cent as a port from the Government. He earnestly commended the question to the attention of the Government as one of the most important which was or haa been before them for many years. The prosperity of the Domin- lon depended upon the progperity of Montreal.Sir John Macdonald, in reply, said: We are very glad to have met you and to have had an opportunity of this conference with you.We have not yet seen the plans, but they can be left with the Government. It is à little unfortunate, as you say, that you have come at a-season when we are so busy, but that cannot be helped. As Iunderstand it you are anxious for the approval of the plans as being sufficient for the purpose for which they are prepared. There is a further proposition that the Government should ask Parliament to ald in carrying out these plans, I will not enter into a discussion whether Montreal has received any money out of the treasury or not.The city seems to think it is at & disadvantage owin competition of the Lachine canal but they CAN HAVE ALL THE BURPLUS after the expenses of collecting the tolis are defrayed, if that will satisfy.(Laughtor) We are ail aware that it is the great port 0 Canada and that à very large portion of the summer trade tinds its way to Montreal, It is, therefore, a great harbor for the whole of the Domiñlon, for western Canada as well as for Montreal. The Government, however, could not grant the money. It is necessary to ask Parliament to do so and we do not know what Parliament might say to us on the matter. We have got the name of being an extravagant Government (laughter)and, having got.the name of extravagance, we are relieved from the thought of Coin ox- tra scouomical. Then there are.our astern masters, the PR ublic, and the finger of the leader of the pposition pointing at us although in this case, with a desire to help Montreal, his hostility might be somewhat lessened. There is also one thing that you all represent, the north bank of the St.Lawrence, and ont know how these improvements might affect those on the south bank of, the river, as it has been Bald that protecting Montreal from these floods was merely transferring them from Montreal to the other side.I, however, understand from Mr.Buimer that the Flood Commie sion goes fully into thät eubfect, and reports that the adoption of these plans will not injure or affect those on the opposite side of the river. This is fortunate.may say that we will give our early and earnest attention to this important subject.Ald.Profontaine having explained thatthe scheme would not affect the south shore of tha St.Lawrence, the de eputation then took leave of the ministers an se, asins, Horrible Outrages ina à Cemetery.PLYMOUTH, Pa., January 23, The tr rouble at the to protect the suffering pepulace of Crete and Armenia, but he warned the Sultan that England's reply would involve a reference to that mockery of justice, the trial of Moussa Bey, and the reply would be that he would not obtain British sympathy in times of trial and difficulty unless he governed with humanity and justice.Referring to the United States and the pians for an enlarged pavy, Mr.Gladstone said that country is still enjoying the blessings and comforts of a restricted trade and would, thereiore, pay 40 or 50 per cent, more to build navy than it would if cou- tented to country would be likely soon to hear much aboat the Parnell commission.Without anticipating the judgment he would say the subject must be probed with the deepest attention of the country and of evil times of the reign of Charles the Second, Ho commended Scotland's unvarying support of Liberalism. If Scotland demahded home rule, meither Tories nor dissident Liberals would bow the war trumpets against It, in the name either of the union or the integrity of the empire.Scotland had a good ciaim to home rule, because the Tory majority assisted a handful of Scotch bers to outvote the Beoteh majority.Tné conflict for home rule is a territic struggle of powerful influence on one side against conviction on the other side.It is the principle of Liberalism to trust the e qualified by prudence. It isthe roche of Toryism to distrust the people qualified by fear.He yas confident of the ultimate judgment of the country. It ready to meet dissolution, but without impatience for it, it was because hae feit strongly the justice of the cause and knew it must triumph.QUEBEC NOTES.“L’Electenr’’ on the New Brunswick Elec- tions—The “ Chronicle’ Critical date?If so, what was this balance, and has it been expended?A question of order was raised on the fol lowing question by: : Mr.Faucher de Saint-Maurice.—The official statistics of the Department of Agriculture show that the brewers of Great Britain annually import from forelgn countries 40,000,000 bushels Of barley In addition to what they buy in £ng- land; of this quantity 1600 bushels, that is to say, a quantity equal to about two car loads, comes from the Jrovinos of Quebec. In view of these facts 18 1t the intention Of the Government Lo encourage the cultivation in the Province of Auxillary—Addresses by Bishop Bond and Others. The Book that tells the old, old story and Îte otroulation among the nations of the earth was the theme of lsst night's meeting in the 8t, James Msthodist Church.lt was thesixty-ninth annual gathering of the Montreal Auxiliary Bible Society, the oldest of the religious associations whose unniver- Baries are belng celebrated this week: and the one most generally known throughout this section of Canada.By a wise custom thie meeting has Jong held a central place n anniversary week, symbolizing, as it were, the place which the Bible hoids in the work of evangelization, which all these annual gatherings are caloulated Lo bring prominently before the people. The at- ndancg last night Fas large.Sir William Dawson presided, and around him were seated some of the champions of Christian work In Moiitreal, among them being His Lordship Bisbop Bond, Revs.Dr, Wells, Dr.Shaw, Dr.MacVicar, Dr.McKay, Archdeacon Evans, James Henderson, A.B.Cruchet, 8 P.se, L.Lafleur, É.Dewey, Mr.D.W.Ross, and Mr.Alex.Robertson.The meeting opened with the hymn, “Thy Word is a lamp unto my feet.” Rev.Jas.Hendersôn theu-read a portion of the 115th Pealm, after which he offered up prayer. Before calling upon the speakers named on the programme, Sir Willlam Dawson said he was glad to again meet them on tho TRULY CATHOLIC PLATFORM of the old Bible Society. This was the time of innovations and new departures, but not for the work of their Society, for they stood by the Word of God and it was unchanged. It was ahead of our age as it had been of every age in the past, and as immovable as ever.It was not partial like our own little books made to mend the world, but was universal and, like the sun, lighted everything. The work of their society was to circulate this book and to let eople read and learn for themselves. The ible was now tranelated invo two hundred and ninety languages and last year more than four millions of copies had been cireu- lated by the British and Auxiliary Societies, Even at that rate it would take two hundred years to carry the Word of Life tu every household in the worid. The parent society needed more funds and he trusted that the free grant of £100 suggested would be sent by the Auxiliary to the Home Board. In the absence of Dr.Cornish, prevented through illness from attending, the chairman then called upon Dr.Shaw to re THE ANNUAL REPORT.It stated that the return from the branches was $7239, the sum of $2410 being purchase account; the free contributions were $4995; the receipts of sales at.the Bible House amounted to $3034, an increase of $120.The total number of copies issued were: Bibles, 1854; Testaments, 7275; portions, 4705; total copies, 20,583.The gratuitous distribution had been: Bibles, 1652; Testaments, 2179; portions, 1583; total copies, e 5414 receipts, including last year's balance, were $31,320; ‘and the disbursements were 30,- 002, of which $7714 were paid for scriptures, 1385 free grants, $120 to Quebec auxiliary, $2255 for colportage, $1070 paid Bible women, se ,000 on account of new Bible house and $1938 for alterations in the building. The report also referred to the faet that Sir William Dawson had been elected a vice- president of the parent society.Dr.Shaw moved the adoption of the report and the election of the tollowing officers: President, Sir William Dawson, LL.D., F, R.8, C.M.G.; oe-prosidents, Right Rev.W.B.Bond, L.D, 1shop of Montreal; Rev.George Douglass, LL.D.cl, of the Wesleyan College, Montreal: Rev.D.H.MacVicar, D.D., LL.D., principal of the Presbyterian College, Montreal; treasurer, Mr, Samuel Finley; secratary, Rev.George Cornish, M.A.LL.D, corresponding secretary; and Professor Alexander hnson, M.A, LL.D.recording secretary. Also the committee composed of the Protestant clergy of the city and a large number of representative] ishop Bond, in seconding the resolution, said that the Binle was the basis of human liberty, and the solution of those great social problems, in which there was apparently so mu that was antagonistic, would all be found in the great Book.He pointed out the advancement Canada had made during the past fifty years and the silent influence the Bible had exercised upon our national life.“Is not this a free country?some may express a doubt.” Well then, will say, is there not in our country a spirit that will not be beaten down, and will insist upon civil and religious liberty, = COST WHAT IT MAY?Iam not thinking of Quebec alone but of Ontario as well, and I think e act of many of our so-called statesmen are very unstatesmanlike indeed.ow- ever, am not in accord with those who indiscriminately assail Mr.Mercier.When we went before him in re- tesy and courage were admirable.Ilay stress upon the words, his courage, for I believe that without it we should .not have had our asylum.” In concluding, the Bishon said they cared not for the spithet, fanai.c, they might win in vindicating the liberty of.the Bible. It had been borne by greater men than they.Their Book possessed the power to break the fetters of sin, and if his hearers.| ference to our Asylum for lisane, his cour- .“betioved in it let them show it by something tangible.A resolution was passed embodying the ratitude of the Society for the sympathy f had met with, dnd giving £100steriing to the parent v.8.P.Rose, of Dominion Square Church, in moving the resolution, said the aim of the Society was to place the Bible in the hands of every man, Woman and child.Until the end was attained the work must be pushed with vigor.Although the Bible -was read by 200,000,000 ot people, the goal iety. Was by no means reached.o-thirds of the human race were yet in total darkness, He claimed the Bible to be the forerunner of all true rogress, and made an urgent appeal for the support of the Home Society, He referred to the broad spirit of Catholicity that characterized the Bible Soci closed by sayin that millions were in darkness yet.Should they withhold from them the light of the blessed Gospel ?v.Dr.Wells seconded the resolution in a very felicitous manner. The speaker touchingly alluded to the absence of the latejSenator Ferrier and a number of others ‘Who in past years had done SUCH NOBLE WORK in this most noble calling but who were now with the great majority. The Bible, he said, was the great centre from which ali influences radiated. What was this Bible Society? What work had It done in these eighty-six years of its existence? He then referred to.the work of the foreign missions, particularly those of the Southern Hebrides. When John B.Geddy, of Nova Seotla, went one of these isiands he found not a single Christian, when-he left it was his roud boast that he ieft not a single then.He spoke of the diffioul-.… 01.fhe…mis-.sora of the cannibal islands. He cited one instance when it took fifteen years to reduce the native jargon to.a written language. If we experianced some of those difficulties we should know better how to appreciate the beloved Gospel. In speaking of Africa he took ocession to get in a blow at Mr.Mercier by saving that ha knew of a certain king in that dark land who was a better prohibitionist than the Quebec Government. He closed by urging his hearers to go out and possess the land for Christ and Christ oniy.À collection wus then taken up in aid of the Society, and tno benediction was pronounced.ANNUAL GREEN STEEPLECHASE Of the Montréal Bnowshoe Club — Last Night's Tramp.Last evening the Montreal 8nowshoe Club beld Dinner This Year.Membership certificates of the Montreal Board of Trade are property of considerable value, and are being transferred at a figure away in advance of their original cost. The annual membership fee has long been and still is six doliars, but with a view to muking the membership of the Board more valuable to its possessors, the Board decided in July, 1887, to fix the entrance fee for new members at a round one hundred dollars, and any person now joining and taking out is certificate the seecre- tary wiil have to pay that sum in order to hold a seat in this parliament of commerce. Before the entrance fee was raised, the business men likely to join such an association had been pretty well canvassed, so that the membership et at a pormally high ure, ince then members wishing to withdraw have fully equalled those applying for membership, and the new members have simply purchased the certificates of the old ones at the best bargains they could make.Eleven of these transfers have been niade, the retiring members as a rule being persons leaving Montreal, and to whom a seat in the Board of Trade would no longer be of use.Of course the price of a transferred certificate will always be under one hundred dollars, the figure at which a new one could be obtained direct from the Board, the highest yal paid being $50, the registration of the transfer costing five dollars besides. These certificates are NEAT DOCUMENTS, bearing at the top a cut of Montreal as seen from the mountain.A large red seal blazes at the bottom, which bears a ship under full sail around which are the words: * Mont real Board of Trade, incorporated 1843.” On (he back is an ordinary blank for the transfer. For the convenience of persons wishing to join the Board the secre keeps a list of those desirous of selling thefr membership, 80 as to bring buyer and seller together. The one ndred dol- lur fee has never been paid. The membership numbers about 1300 and the comparatively few certificates oftering would seem to show that the members place cons siderable value upon the possession of-their to be obtained from retiring members then those wishing to join will will not be held until next December.DINNER OF THE CIVIL ENGINEERS.Annual Meeting of the Canadian Society Speech by His Excelleney the Governer- General.Last evening the Canadian Society of Civil
