the general feeling of uncertainty-as to when some busifiess, be it manufacturing or importing, is going to Le ruined by a change in the tariff.Every year deputations go to Ottawa and bring the strongest pressure to bear upon the Government to tinker the tariff.People who go to Ottawa on such errands are generally actuated by their own personal interests and it is to be feared that the ministers who have to consider their demands are occasionally actuated by the political influence of the deputations. It is not too much to say that, as a general the case and one side,.@* the nly; and it REDE.a surprising Overffhent, although very ‘properly averse on general principles, to tinkering the tariff should be unduly pre- .Judioed by the representations of the influential and interested parties who come before them.Less harmful would it be for a few petty Industries to suffer for five years under tariff inequalities than for the whole commerce of the country to suffer under the constant apprehension of comag changes.THE MUNICIPAL CAS SCHEME.It is now stated at Quebec that nothing ‘ more will be heard this session of the bill to inéorporate the Municipal -Gas Company, and ifthigis indeed the case the members for Montreal deserve well of their constituents for their vigorous and successful opposition to one of the most mischievous schemes yet attempted at Quebec.Exactly what use was intended to be made of thls charter is known only to the promoters, but had they been granted the powers asked in the bill, they would bave had more than one way of making money. The interesting question raised by Sir John ‘Thompson whether the preamble ôf an act of Patlia- ment is or is not part of the Act has not yet been definitely settled, but the Municipal Gas Bill goes to show that thare is not of necessity any accord between the preamble and the enacting clauses ofa bill.Although the preambie of the Municipal Gas Bill Was Khrown out in committee it is about the only part of the bill to which.no’ bonest cétisen could take exception. The preamble sets forth that itis desirable to incorporate #-company for the purpose of manufacturing gas by improved methods and furniah- or hat improved quality of gas at a cheaper | Beery gus consumer In Montreal and! wey men in Montreal who is prevented re twa ie rile, the deputations present ome side | ‘trom being a gas consumer by the legalised extortiona of the Montreal Ges Company must heartily approve that preamble.Bete ter and ‘cheaper gsa the people of Montreal unquestionably want and unquestionably they have a.moral right to have it.Unfortunately, the body of the Municipal Gas aot holds out not’ the slightest hope of the word of promise in thé preamble being kept The act simply pruposes to confer upon the company immensely valuable privileges without the most ordinary guarantees in the public interest. To judge by the pre amble the promoters of the scheme might bo à lot of amiable and benevolent American philanthropiets deeply touched by the sufferings of Montreal under an odious gas monppoly and anxious to devote their time, their labore, and their money to save the city fom tne exactions of the Montreal Gas Company and to bestow upon the com- 4 munity the blessing of good and cheap light. To judge by the body of the act the promot ers might be a lot of Yankee schemers alm- ing to buy in Quebec what nobody in Quebec has a right to sell and seeking to obtain a charter which will put them a position to share the Montreal Gas Co.'s ill-gotten gains and to make millions which must eventually come out of the pockets of the gas consumers of Montreal. There areno guarantees of cheapness or quality nor even of bona fide competition. On the contrary facilities are expressly provided for amaiga- mation with the Montreal Gas Company and it i8 expressly provided that the two companies shall together enjoy the sole privilege of laying pipes in the streets of Montreal for thirty years, The control of the streets ia transferred from the Corporation to the Company absolutely. The city may lay down an expensive permanent paving to-day and the Company may rip’ it up gain to-morrow to lay gas pipes without saying ‘by your leave” or “thank you.” It may erect a perfect forest of telegraph polee on tbe main streets or any other streets of the oity and the unly provision made in reference to these polés which directly concerns the citi- zon 1s a provision that if he accidentally damages a pole he shall be made to pay for it.And what is the Company bound under the Act to do lo return for such sweeping privileges. The Company is bound to make any kind of gas it pleasés, if it feels like making gas at all; and it is bound to sell the gas for any price it chooses to exact from the consumer. No restrictions as to quality, no restrictions as to price, no restrictions as to the profits to bemade. It is generally understoud that the intention is to introduce into Montreal the atrocious and deadly “water gas’ and hopes are held out that this may be sold at $}.45 per thousand feet, or half as much more than the fair price of good honest gas.The people of Montreal, who have been smarting for years under the old gas monopoly, would welcome any scheme that offered a chance of escape; but the bill so eagerly pushed by the backwoods members who have undertaken the control of Montreal affairs offers no chance of escape and no prospect more inviting than the intensifying and pe ating of the old monopoly with or without a change of monopolists, MORE STEAMSHIPS.Considerable Additions to be Made to Montreal’s Fleet Next Season. To judge by the applications r increased wharf accommodation received by the Harbor Commissioners from the steamship lines there will be a considerable increase tn the tonnage of ships coming to this port next eeason.Nearly all the steamship lines have appiled for more space, snd the Gommissioners a ate now considering Jo the wharfage can be Iporeased to t the demand. The prin pal d demand i for tn- cre r.Refo agent of Se Donaldson, Thomson an Temperley lines.r.Reford this morning that the fleet Beto in conneo- tion with his office would be Increased from sixteen, to twenty ext season, Two of the four, add tional vessels will large, new freight g pe constructed for the St, Lawrence trade. The fleets of the Bossiere and Hansa lines, between Montreal and Havre, and Hamburg, res! tively, will also be lhorsased in the spring. So rapidly has bas the Bares trade between Montr editerranean, inaugurated a few years ago by th hom son Line, developed, that a pany.is going to to engage in the trade during he com lng seaso The Thomson Line will run the usual four steamships on this rou! “Cauricay Rendered in Foreign Courts.Y, Sometimes obliges courts to acknom wi ge ents rendered in foreign courts,’ skid ustioe Wurtele, rendering judgment hs in he case of Kerr aainst Lanthier.we But the laws do not extend beyond the limits of the province in which they are made; Editor of the STAR: SIR,—I have felt surprised at some of the lerters which occasionally come before the on this vexed question, but must confess I was unprepared for the latest, i appears in your isaue of 30th tust.from the pen of our worthy and esteemed aldorman, & .Stephens, When he Suggeate & remedy vor increased gasb that the Gas Com compelled by act of Parliament to give Toe form pressure I think be is either poking fun at the Gas Company or has written without giving the subject serious thought, To gas experts and those who understand the nature of gas and the conditions governing its use, it is well known that gas companies cannot rogulate the pressure at the burner points from the works, the may as well try to regulate the wind or gu stream, simply use they musi put on a Bien pressure at the works In order to supply consumers at a distance, The evil ght, to some extent, be mitigated by having gasometers in different parts of a large city, but from our works, such as we have in Montreal, it cannot be done. When a gas company y lays ita mains, it is presumed that such condul suffi ciently large to convey all the gas required -under an ordinary pressure of, say, 15-10 or 1% inch.Constant] increased demand makes the mains inadequate and higher pressure is called for as is now the case in oronto.Gas for heating and cooking purposes is daïly Towing n favor, and this alone makes izh pressure absolutely essential to effective service for remote and one mile long loses about ninety-five per cent.of its delivering capacity owing to he frictional resistance to the flow of gas, Bo that pressure is the main-spring of adequate supply.Consumers are therefore obliged to submit to the requirement and burn gas under all variations of pressure which an inconstant agd irregular con- samotion may establl The average ressure in Montreal on the level is about Evonty-tentus vi two inches, whilst on Sherbrooke street, anu near the Mountain it is thirty-tenths and over; 1-Lave proved this by actual experiment. So consumers must see to it that their gas ls burned intelligently.Mr.20th inst.covers every point and is simply common sense.e much abused meter is, as a rule, correct and when incorrect its registration is against the Gas company. Its reading is so simple that the dullest in- {-telleut can understand it in two minutes.À mistake in reading may oceur, 80 Liberals—A Very Hazy and Indefinite Scheme, Ever since the Muloch motion was gub- mitted to the Commons and the young Liberals ot Toronto adopted their resolutions, rumors have boen circulated around the streets and the offices of Franch newspapers here that a practical move would be made soon for independence. The Club National declared unanimously for the change after stirring speeches.had been de- llvered by several young lawyers and other embryo vo politicians, who declare themselves take the stump in the country ir ns at a moment's notice and advocate independence, The Idea seams to have taken bold of some of the more en~ thusiastio young members of the Olub Conservateur, as it wus only aîter the question had been debate on two different Staion that the resolution in its favor was withdrawn, These facts seem to have shown to some that there was a fair ground in which to operate aud this has not been overivoked, since the basis of an organiza- tionis reported at present as about being laid in this olty which will work systematically and unceasingly in favor of what is termed “the emancipation of the country.” The project fs us yet in its infancy an the (Romae, in on Bocietatis Jesu) 1558.But these earlier editions were for the use of the mem- | rs of the Society only (apparently not even for all of them), and were carefully prevented from going into general circulation. The text of this chapter was therefore not known to the publie until the middle of the last century except surrepi pln.and as it was thus of doubtful tious! like the ous Secreta
