introduced yes- terdey by resolution his long expected banking bill.An outline of the leading provisions in the measure appeared exclusively in last night's STAR.Mr, Foster's bill, in a word, extends the charters of the Federal banks in Canada, and amends the laws relating to banking.All existing charters expire next year, hence Jhe necessity for prompt action by Parliament.After reviewing the history of banking legislation since Confederation, Mr.Foster expressed the belief that Parliament did not seek to interfere with Lhe natural growth of Canada\u2019s banking system.In his opinion the various propositions for the adoption of a new system did not meet ouf present requirements.The Government circulation is now about fitteen million dollars, while the Bank circulation, estimated at ten million in 1867, has grown to over thirty milion dollars.Ît in- voived welghty considerations to take over the ciroulation, as had been suggested.The Government would have to provide a responsible gold reserve and undertake the task of providing the delicate mechanism for directing the cireulâtion.Mr.Foster did not think the American banking system was ada Led to Canadian requirements.In the thers- fore it may be justly claimed thas the cultivated taste of the British tea-drinker can be taken ns a standard, The large amount of * English Breakfast Tea\" being sold tn the United States does not bear the faintest resemblance to the tea which is generally in consumption in Great Britain, The tess which have awept.all before them in Groat Britain, viz, the growths of Indis and Ceylon, are practically unknown here, as out of an annual consumption of about 88,000,000 in the United States, only about a quarter of a militon pounds comes from India and Ceylon.During die last fifteen years there hss been a revolution in the tes trade in Great Britain.In this short time the consumption of India and Ceylon tea has risen from 1 8,000,000 pounds per annum to 118,000,000 pounds per annum;
