à hquiren face the pres- t ent necessity and virements caused by the rapid march of improvement in the construction and economical running of modern steamers of large and constantly increasing tonnage.] believe we are virtually a unit in our opinion that these harbor fmprovements are an abao- \\ lute necessity, if we are to make pro- mn and largely extend our trade.KF here may be a difference in our ideas as to the best plan, although on this point we seem to be rearing unanimity, and plan 19 has been approved of in principle by our Board, as well as by those most largely and directly interested in the shipping and exporting trade.Our position at the head of ocean navi ation gives us great natural advan- ages, and from which we should strive to reap to the full all possible benetits.HAVE REACHED A DEADLOCH.Unfortunately, harbor improvements twave reached a deadlock, and stagnation prevails, This 18 caused partly on ac- rount of the dual responsibility of the Rarbor Commirsioners and Minister of Public Works, as well as the financial problem.Our comnferce and shipping rannot bear any increase of harbor dues, tn fact, we belleve it would be greatly to .the advantage of all, and especially our agricultorists, were the port made entirely free.We cannot too strongly urge , upon the Government the desirability of putting an end to the deadlock, and also the justice of our own contention, that \u2018thess urgent works shoult he undertaken and vigorously prosecuted at the cost of the Government.Why should Montreal be the one ex- seption to this rule?All ports fn this Dominion are buflt largely or entirely at the public expense.Thia being so, should the most important \u2019 ational Port,\u2019\u2019 an the heart of Inton, be allowed to wilt and Isay itis a shame.If you build and strengthen the heart you do a good thing, and all the arteries of trade laadin to or from it will be greatly benefitted, even to the most remote parts of our éoutitry.With these Improvements assured, and the Welland canal deepened to 20 feet, we could sndp our fingers at any of our ent ewterpricing competitors.The arbor Board have, control of the river ont to Longue Pointe, a distance of veral miles, so that should onr trade = se and render necessary further ex- * tenglon, as we all hope it wil, there te * nimDle frontage to accommodate all the steamships, and aso give our railways ample and ts accommodation for .3 grain, cattle and lum- in vnllm quantities.We hope, vw \u2014 Ye - therefore, Mr.Minister, that you are now prepared to say that these works will be vigorously prosecuted, and at the cost of the Government.\u201d ae CHAMBRE DE COMMERCE Submits Its Report in Favor of Mr.Tarte's Plan.Mr.Joseph Contant, President of the Chambre de Commerce, next read the report of its Special Committee on Harbor Improvements, The report concluded as follows: \u201cThe undersigned have noticed that the present tendency of the trade Is to crests a considerable balance in the exports over the imports of the country; and that, as a consequence, the exports requiring vessels of a greater tonnage, those vessels in their turn require, in the »ort, basins of at least the size of those fndicated on the plan proposed by the Minister of Public Works.For the above reasons, the undersigned are of opinion that plan called No.19, offers too many drawbacks to navigation generally, to be recommended, that the modified plan of the Minister of Public Works offers much more striking advantages than all the other plans so far submitted to the attention of the public, and will better meet the needs of lake navigation, river navigation and ocean traffic, 1f so modi- fled as to further 1nc]ine towards the Fast at the outlet of the port the piers therein indicated,and provided the grand dyke now in construction be curtailed by some hundred feet; that those slight changes will inake the harbor improve ments suggested by the Goverument and accepted by this Chamber (en principe), satisfactory, for the time being, to the needs vf the trade; it belng granted that the apace reserved for the building of the piers cannot permit greater works to be ione nor allow greater accommodation.\u201d ae [3 .THE CORN EXCHANGE.The President Thoroughly Discusses the Whole Question.Mr.Edgar Judge, president of the Corn Exchange Association, said : Speaking for the Corn Exchange, I desire to say that that this association is very deeply interested in the question of harbor improvements both inregard to the transportation of dairy products{and the'export of grain.While l ap- rehend that the exports of those products Ba reached a maximum, especially in regard to cheese, in the shipments made frum this port, still with regard to grain, it is on an entirely different footing.We export a vrey insignificant percentage of the grain requirements of Europe.Therefore there is room for an enormous expansion of the exports of grain {rom Montreal, and to bring about that expansion we need not only a large increass of wharfage accommodation, but we also need an improvement in the handling facilities, so that grain could be transhipped here at the least possible cost.If I were called upon to express my own opinion, I may say that it is un- fortunaie that we cannot agree upon this matter.We have on the one hand the opinion of the Hon.Minister of Public Works and we have on the other hand the almost unanimous concensus of opinion \u201cof the commercial bodies of this city,.Now, I do not think that it is fitting that the Minister of Public Works\u2014great es bis ability is, and we admit it is great\u2014should claim tobe an expert in the question of harbor improvements.He, of course, naturally depends upon his chief engineer; but then, oun the other hand, we bave engineers here who are equal to any Government engineers.I think if there 1s one man who ought tobe an authority upon this subject, it is the harbor engineer.who has given so many years of his time and ability, and if I were to choose bet weep the opinions of these two officers\u2014and either of them were of at value\u2014it would be to accept that of the harbor engineer: and when his opinion is backed by his own Board, as well as by the Board of Trade, the Corn Exchange, the shipping interests, the Underwriters\u2019 Association, and last, but not least, the members of the Clty Council, I think, in view of these facts that I am warran therefore in saying that HIS OPINIONS ARE CORRECT, and I would suggest to the Hon.Minister of Public Works that he should consent to the work being carried on on the lines which NP very generally considered to be the best, We have been told that the improvements to the harbor of Montreal are to be carried on at the expense of the Government.Well, sir, in that case it might perbaps be argued that the Government oould very properly claim to have their own plan accepted, though I, for one, think that even then they should be willing to consult with those interested in the shipping and the welfare of the port of Montreal.But, if these works are to be carried on by the \u2018Harbar Cominissioners, if they are to responsible, if the Government will do nothing but endorse the bonds of the Harbor Commissioners to the extent of ,000, as provided by Parliament\u2014that is, to guarantee the interests on these bonds to be met by the Harbor Commissioners of Mont- regl\u2014and I might say, in ing, that the Harbor Commissioners of Montreal have never yet, and never will, default on the fntereat of their bonds\u2014then, I do say that it seems only fair that those who bear the cost should select the plans.The Hon.Minister of Public Works told us on a former occasion that they are looking forward to a large extension of the grain trade of Montreal, from the opening of the Parry Sound Railway and the deep- going of the St.Lawrence canals.Well, Mr.ident, we shall be glad to welcome any pow avenue to increase the grain trade of Montreal, but nally I am not so sanguine as the Minister of Public Works that the opening of the Parry Sound Railway would increase the grain trade of Montreal for the reason that Ido not think that any railway can compete with water communication for the carriage of grain.THE WELLAND CANAL SHOULD BB DEEPENED.If I were asked what I believed to ba one fim t improvement\u2014 and one which would double and treble the grain e of Montreal \u2014I would «ay that it would beithe enlargement and deepening of the.\u2018Welland canal.This is necessary in order to place Montreal in the position she should occupy in the grain shipping trade.It is necessary that vessels carrying 100,000 to 150,000 bushels of grain, suchgas now carrying freigh$ between the West and Buffalo, should be able to reach tt and Kingston without breaking the bulk.This would de much to enable Montreal to defy the tition of this continent.Grain could Reo be bronght to Montreal for 8 1-2 cents;
