party one of 18 to 8, two Liberal mem- hers, Hon.Messrs.Ward and Prevost, being abacnt through îllness, Hon.Mr.Archambault, who is under stood to have had more to do with the framing of the bill than any other member of the Cahinet spoke for considerably over an hour in advocacy of the measure and concluded his address by the declaration that whether the hill passed or not it would yet the school of the Government in the Upper House, moved tbe second reading of the bill in a speech which showed careful preparation.The importance of the jubject of education occupied the attention of the Attorney-General during the first portion of his speech.The intelli gence ol A people was essential, he sald, to its moral and intellectual progress and to its material success as well.The bill which the Government had now introduced had beem framed with the special end in view of affording the wut- most facilities for education to the manses to the common people.In line with this, the Government had also given ita attention to the necessity of the moral element in all primary education.Religions supervision 81 education was a feature of the Government's mensure, despite what had been said to the contrary by the Govern- mnt's opponents in the Legislature.Hon.Mr.Archambault them gave an ex- ended account of the various phases of the educational history of the province for the past forty years.As eerly as 1856 there had been an agitation for the imtro- duction of a number of reforms in the educational system of the province.Among the reforms then proposed was the pay- t of a minimum salary to teachers and the obligation that school commis sloners should be able to read and write.The present bill was tbe first measure which the latter qualification was actudl- ly intreduced,
