OTTAWA, June 8.\u2014In the Senate yesterday afternoon Hon.David Mills moved that the Senate have two sessions daily until the end of the session.Sir Mackenzie Bowell suggested tbat until the committees were disposed of it would be well to have &n afteruoon aud evening session.After that three sessions daily could be held, if necessary.The motion was adopted.The bill to authorize the Quebec Harbor Commissioners to borrow money was passed through committee and read a third time.The report of the special committee appointed Lo enquire Jute the report on the Contec oy CA y of Lake Huron\" with hin the waters Lawrence via the Ottawa, was adopted after a short debate.THE PLEBISCITE BILL.The Senate then went into committee on the plebiscite bill.Senator Sullivan contended that the principle of the bill was The Government should decide this question upon their own responsibility and not like Pontius Pilate shift the responsibility upon the public.He thought it would be better (f the Government would Bee to it that the present laws were faithfully carried out instead of maki new ones which would not be enforced.Nenator O'Douvhue was opposed to the Pf uiple of prohibition 48 an infringement of individu rights.More than that, the finances of the country were not in a position to warrant the trying of an experiment of this kind no matter how much it might be desired.Benator Vidal pointed out that it was the plebiscite that was under discussion and not the principle of prohibition.The bill was not asked for by the temperance people, who regarded a plebiscite as un.necesary.He proposed an amendment striking out from the question to be submitted all mention of specific drinks that should be prohibited, and to amend it by the substitution of words to the effect that the importation, manufacure or sale of Spirits and all intoxicating liquors should be prohibited.The inclusion in the question of cider and all kinds of wines would prevent thousands who were in favor of temperance from voting, if non-intoxicat- Ing wines and cider were included in the beverages to be prohibited.he Secretary of State said that the adoption of the amendment would render the bill wholly useless.No law could be enforced unless the drinks to be prohibst- ed were specified.Otherwise it would be necessary to have an expert called in, in all rosecutions, to say whether the liquor use was intoxicating or contained elcohol.Senator Vidal said the prohibitory law could define what was an intoxicating liquor.The amendment was declared oat on division, and the clause passed without amendment, On clause six, which providés that the voter shall be taken on de lists to be prepared under the franchise law now under consideration.Sir Mackenzie Bowell wanted to know if the carrying out of the provisions of this bill depended upon the passage of the franchise bil now before the Lower House.on.R.W.Scott\u2014This Act provides that the vote shall be taken under the Franchise Act now before the other House.Sir Mackenzie Bowell\u2014I know that, but vill this vote be taken if the franchise bill does not become law ?Hon.R.W.Scott-I cannot announce the policy of the Government upon a hypothetical question, but under the pro- Visions of this bill do not think the Government could submit the question to a vote if the franchie bill was not into law.THE SENATES ULTIMATUM.Sir Mackenzie Bowell pointed out that during the debate in the House of Commons the Minister of Railways had ex- ITessed an exactly contrary opinion.He desired to state now that until the Lower House decided what it was going to do about the amendment made to the franchise bill by the Senate, the third reading of this bill would be postponed and if the Commons refused to pass the franchise bill as it was amended, he would, on the third reading of thia bill, propose an amendment that the vote on the plebiscite be taken upon the provincial lists without reference to the franchise bill at all.For this reason.he would not support any amendmen: to this bill, but would leave the entire responsibility for the measure with the Government of assing the bill, as it was in- but we Dearly starved from the time we left Camp Black, and the men all say that Camp Black was ise compared to this place.All we bad to eat at the meals we've had has been a couple of hard crackers, Gen.Miles has made a protest against the method of handling freight by the railroads at Tampa, and he is said to have described the confusion resulting from the secumule tion of cars there in very
