not so far as he might have dons.Mr.Jeszop had a fling at the Government over the defeated ministers.In spite of all the grand educational institutsons, the * universities and the agricultural colleges, there was not one man among the ly number of members ritting on the Government side of the House fit to take the least important portfolio in the cabinet, thay of agriculture.A VOICE FROM WATERLOO.Mr.H.G.Lachner, the Conservative member for North Waterloo, the first meather of his party, by the way, who has represented that riding in the islature was the next speaker.Mr.Lachner said that in view of the bad case the Liberals had to present, and the severe castigation they had received, he was not surprised that their powers of speech and endurance were pretty well exhausted.Taking up zhe question of the constable\u2019s vote, Mr.Lach- ner ridiculed the attempts made by the spcakors on the Ministerinl side of the vue to show that the Opposition party wanted to deprive the when finally brought to trial.Mr.fachner ugain referred to the sudden silence of the ministerial members, and said he suspected that the hon.gentlemen hud Leen asked by their leaders to abstain fiom talking, as they had been exposing the weakness of the party's position.The members on his side of the House were ne:ther ashamed nor afraid to express their views.That the ministerial members had been fought to a standstill was another indication that the Government was nearing the end of the downward grade.\u2018The Speaker at this point left the chair.TUE MINISTRY ARRAIGNED.Mr, Walter Beatty the Conservative mem- r for Leeds, an engineer and an authority on the tlumber trade, wus the first speaker at the evening sitting.After ex- ressing his regret that the Government had seen fit tu the spirit of the law in meeting this House with an incomplete Cubinet of representatives anid responsible Ministers, the hon.gemleurwn proceeded to enticize the policy of the Government with regard to the lumber trade and the iron industry.The forest wealth of the province was being wasted, and the valuable iron deposits of the pro vince neglected.Had the Government dune 1te duty it would have sent a competent man to England to lay the particulars of the extensive iron deposits of the country forc the great iron masters and capi talists of the Old Country, Mr.Beatty referred to the faut that most of the members of the Government had protests hang: ing over their heads, and predicted that some of the honourable gentlemen mht meet the fate of the two gentlemen who had been defeated at the polis.As a matter of fact, the Government stood a very good lightuig chance of occupying the pos: tion ot the lone hog in the celebrated Hum- ber piggery, with the honourable, the Provincial Secretary in the enviable position of the hustor lone animal.NO PRECENDENT POSSIBLE.Mr.Beatty was followed by Dr.R.A.Pyne, the Conservative member for Fast Torontu.The doctor sarcastically expressed his sympathy with the Ministerial members over the fact that the Premier had shown such lack of contideuce in his own followers that he could not find two to entrust with the portfolio of his defeated Munsters, As to the business for which the House had been called together, he wished to say.as a layman, that he had been astonished that the supporters of the Government had not found one su i precedent in support of the postion the Attorney (iene had taken, though they had hunted from an to Beersheba for such à precedent.There could be no denying the fairness, the justice of the postion taken by the Opposition, that the courts were the only authority to interpret the law.Hut some of the honouruble gentle men opposite sal that house was a esurt, was the highest court of justice in this province.He demed that the H: use was a court at all, but pointed out that, It Was, It Was à Very one sde and par taal tribunal, the judge.the jury.counsel, and prisoner being one and the same party.Honourable gentlemen present used to say that they did not want to be considered as a cour, and passed legis'ation transferring Ms judicial functions to the judiciary.Now they found themselves on trial, and they demanded they have a special judge and jury, and that judge and jury none byt themselves.5 Vell, if they werc*o constitute themselves 8 court to try these capex, the rules of the House provided that he entlemen whose cases were sub-judice should retire.There was a precedent for that in this very House, too, tor the eight gentlemen who owed their elections to the election constable vote for reuring, for when Hon, Mr.Bronson's case was ejore the louse that gentleman retired.But, as a mit ter of fact, the House was not a court, its function being to make laws, not to interpret them.Tie doctor coneluded by remarking that he hoped that as the honourable gentiemen opposite had exhausted ail of their arguments they would unite with the Opposition in preventing this contemplated outrage on the constitution.THE ¥ROVINCE WITH WHITNEY.But still the Government refused to be awn from its hole and no member rose from the Ministerial side to reply.Conase- quently the continuation of the debate feil to Mr.F, 5.MeDiarmid, the Conservative member for West Elgin, who won distine- tion at the last elections by defeating Mr.Mac Nish, one of the leading Grit members of the last House.Mr.McDiarmid drew attention to the fact that the increased strength of the Conservative party in the House had largely been derived from con- sttuencies in wluch the Patrons had been formerly strong.That was a s'gmtheant fact, for wire the Patrons hid been strong the electors had been trained in nidependent hnes of thought.As the honourable leader of the (pp sition had de- velopred strengtht in snen constituencies, it showed that he had the roher depend ent thought of the province at his back.The hon.member protested against the attempts made by hon.members opposite to favour anything like a party alhance between the Donumion and Provincial Gov- erninents.Such an alliance must be a curse to the country.As to the special legislation for which the House had been called together, legislation purely and simply for the benefit of the ministerial party, the country was to be congratulated on the fact that the Government had been compelled to retreat half the distance.It was to be hoped that without much more delay, as they admitted by their silence, that their position was not tenable, they wouid retreat the whole way.Une thing appeared clear to him.lt the House was sitting as a high court, as some of the hon.gentlemen had suggest: ud, let the honourable members whose cases were under discussion vacate the House and let a vote be taken.Then the result would be that the honourable Leader of the Opposition would pass over with Lis followers to the other mde of the House, and give the province a good honest, progressive Government of the people by the People, and for the people.Education would be advanced by cheaper ach wl books, the province would be placed on a practical financial basis, the mineral resources would be developed and the timber limits preserved.HOW CONSTABLES WERE NAMED.A.D.Jamieson.Conservative member for South Grey, succeeded Mr.MeDiarmid, and continued to pour hot shot into the silent and apparently demoralized ranks of the Ministerialists.He feared, he anid, judging from the helpless silence of the hon, gentlemen opposite, that a dissolution of the administration appeared to be pending.Gangrene, he feared, had already set in.peaking on the constable vote question, the hon, member said that it was absurd to argue that the paltry dollar given to the roll constables on election day did not in- uence the votes these men.The dollar was paid to them specifically for that very purpose, and the Government and its supporters had invented an extension of this vote manufacturing system.Gentlemen working in the interests of the Government candidates had gone through some counties, his own among others, the night before elections, appointin what they called outside constables.They called men out of their beds to notify them of their sp.bointments, and gave them a dollar each.As to their duties, they were told to come down early to the polls, vote for the Government candidate and stand around the rest of the day.This was not mere hearsay; he knew \u2018personally whereof he spoke, and if desired, he could give the names.He might explain, however, that foiden who went around ap- \u2014\u2014\u2014 ! as soon as their houses had been sold to Reformers they had once more been licensed.These were not wild statements, for he could substantiate every wurd of what e said.1ne members of the Opposition wanted British fair play, a fair field and no favour, and they had no doubt of the result.MR.DRYDEN'S CONQUEROR.Mr.\u20ac.Calder, the Conservative member for South Ontano, received a must enthusiastic reception from his side of the House when he rose to continue the debate.Mr.Calder, who 1s a practical young farmer, a man of much tndedigence, abri and education, 18 à gx speaker, ard he was the man who defeated the Hon.Mr.Dryden, one of the two ministers unseated at the general elections.Mr.Calder said that he found it hard to avoid contracting the unloveable complaint known us bw head, for he stood ir: the House as the individual who bad defeated the man described as the ablest man in Canada, the mau the Government could ngt replace, and to keep whom in the councils of the (jovernment the Ministry was prepared to outrage the very fundamental principles où responsible Government.Mr.Galder, talking of constables vote questian, said that he could na} see any logic in the (sovernment argument.He sand that the election constables had the nght to vote, and always had had that mght, and yet thev said that this House was called together to give the constables this very right.As to the vacant portfolios, or rather the portiohus illegally held by irresponsible ministers, he thought that the Prime Minister showed httle confidence in his followers.The Attornev-General maintain ed that he had a right te take reason able time Lo complete his cabinet.Had a reasonable tune not elapsed?A strong (Government would find a rensenable time to be just as few days ar would be neces sary to transfer the portfniios to capable men: but a weak and tottering Government found that it Was Patossiie to rom blete a cabinet in five months.They have no men fit to take the portfolios and the positions must remain varant.The speaker feared that the Premier inter preted a reasonable time as meaning just as long as the electors of Ontario would al low the (Government to transgress the con stitution in the way it is doing.Probably this would not be very long, for the mam- bers opposite, by their silence, showed that they were alarmed, though they were whistling to keep up their courage tili they got past the gravel yard.AFRAID TO SPEAK.Mr.Calder sat down, but still the mem- bera on the Government side retained their seats.Consequently Mr.G.N.Kidd, the hard hitting Conservatve mem ber for Carleton, rose ta continue the de bate.The present position in the House, he said, was the most remarkable he had heard in his publie career.The mermnbera of the Government had summoned the House to meet it and now it was afraid to speak, or to let ila supporters ak.They dare not openly defend the remarkable unconstitutional st ind they have taken.The Government had ut up snme of the best speakers they had.bad a disquieting experience.They haa and the hon.the Attormev-General had had to call them down and apologise for their blunders.So he had given orders that no more of them were to speak and it was about the best bit of tactics with which the, honourable gentleman could be credited.It was, of course, against the interest of the hon.gentleman's Govern: ment that his supporters should go on making a fool of ita policy.Mr.Kidd de nounced the apparent intention oi (he Government to force a vote upon the House.This wns a new departure in the Ontario legislature and he hoped it was not to be another precedent in this session of precedents and no law.BRIBERY IN LONDON.Mr.T.D.Hodgens, Conservative member for Fast Middlesex.rose to move th.adjournment of the
