and that Mr.Laurier would better the declarations of his lieutenant by abandoning the impossible policy of his late defeat altogether.Such hopes, bowever, were doomed to disappointment, for Mr.Laurier led his party, Mr.Mills included, back to the sunken plank.are of It 1s difficult to read Mr.Lauriers Hamilton speech with patience.It 18 cat in a heroic mould.Throughout it are declarations that \u2018\u2018our policy is not to alter unless our course has been wrong;\u201d that \u201cwhen I believe that I am right, nothing will shake me from my course;\u201d that the policy of the Liberal party .1s \u201cdecreased taxation and increased markets;\u201d and a host of other ringing sentences, breathing fealty to broad principle, and an unswerving support of the right.But what is the outcome of all this?Literally nothing but a lame attempt to con- vines that Unrestricted Reciprocity isa way station on the line to British free trade.This heroism is apparently born in Mr.Laurier's breast at the noble spectacle of himself and his party still standing for Unrestricted Reciprocity after Mr.Blake has pronounced it to be a precursor to Annexation; after the Americans have declared unmistakably that they will only grant it on terms including the control of our tariff from Washington; and after the elector ate of the country have utterly condemned it at the polls.If Unrestricted Reciprocity were a great principle, we might understand Mr.Laurier's course; but, measured by his own foot rule, it is nothing but one application of a principle; while, as a matter of fact, it would apply the principle of \u201cta#iff reform\u201d by increasing the duties.Mr.Laurier, however, has chosen to state that, if entrnsted with power, be would at once hurry Commissioners off to Washington to negotiate a U.R.treaty for at least tiftren or twenty years, with discrimination against British goods, if necessary ; and by that statement be must be judged.The Taronto Globe appears to have a clearer insight into the needs of the situa tion than ita leader.After his uncompromising adherence to the U.R.fad, the journal could not fling it wholly aside without, going into revolt\u2014not a bad thing, by the way\u2014but it tones bis proposaj down to a \u201cliberal reciprocity\u201d and follows it with these sentences: \u201cThe Liberal party has also kept steadfastly fn view the necessity of reforming our own tariff and reducing our own burdens, trre- æpective of what our neighbors may do.This point was strongly emphasized by Mr.Laurier in his speech last night, in which he laid down the principle that the taxation of the people by customs duties ought not to exceed the needs of the most economical administration of public affairs.That principle has gained the acceptance of the electorate on the other side of the line, and the signs of the times denote that it is the opinion of the vast majority of the Canadian people.Mr.Laurier sounded the note of tariff reform in no hesitating sone.The upholders of monopoly and restriction may as well begin to furbish up their old weapons, for a mighty impetus bas been given to the movement against them.\u201d This puts a most favorable gloss upon Mr.Laurier's speech ; and the masses of the people will have tariff reform if they must wreck a dozen parties.THE MONTREAL TELEGRAPH CO.It may prove & wise conservatism that prompted the Board of the Montreal Telegraph Co.to retain its surplus, as indicated at yesterday's meeting.The Montreal Telegraph Company, in the days, anyway, before it waa coerced through the bribing of Purllament, was one of tho most familiar and most esteemed of our comumarcial institutions.Not that it has lost anything in csteem by being in a sense superbeded by the Great North Western Telegraph Company, but its name is not so familiar to us as in those ante-wire-pulling daya, and we are apt to lose interest In its operations.Bince the leasing of the Company's business there has grown up in the C.P.R.Tel.Co.à formidable rival, distinguished by phenomenal enterprise now stretching out into the remotest parts of the country, and evidently sot upon doing the bulk of the telegraph business of this country.[tis claimed with some show of truth that tbe Montreal Telegraph Co.has not secured to the G.N.W.Co.all the field it bargained for.An ill designed suit in the courts left this feature of the complaint practically unsettled, possibly owing to the peculiar claims set up in the action, There remains the statement that the G.N.W.Coinpany which certainly is now acting in perfectly good faith has had an uphill tight that promises to become more bitter in the near future.The Montreal Telegraph Company, as is natural, rely solely on the guarantee of the Western Union Company, which Company has so far.It is eaid, refused to contribute one cent to the rent bill agalnst the G.N.W, Co.It is to be hoped the leasing Company\u2019s reliance on the Western Union may continue to be well placed, but should a fight be for ed In the Courts and any advantage gained by the latter company the disastrous results that would follow are not hard to foresee.The Western Union Company could maintain its Canadian business almost unimpaired without the use of the Montreal Telegraph Company, whereas the latter could not begin to maintain its connections without the use of the Western Union.These are the facts that make the best friends of the Montreal Company desirous of removing all friction between the two concerns.There are two ways out of the difficulty which may not be by some considered a difficulty at all Recourse can be had to the courts and to arbitration, preferably the latter, if a healthy competition is to be maintained in the telegraph business.Some favorthe absorption of the telegraph business by the Government, a revolutionary measure to be resisted to the last as inimical to the public interest.It is pointed out by friends of one side that a 6 per cent.rental would to-day be as fair a return on the Telegraph capital as H per cent.was when the agreement was made, This has really nothing to do with the case if no real injustice has been done and if the Montreal Telegraph Company is strong enough to fight to the end and meet the worst possible results at the finish.It should be remembered, however, by those who advocate a distribution of the Company's surplus that should it ever again have to recommence active business it will need all possible reserve of strength to meet the giants it will have to encounter, at which time the Montreal Company would find it had to fight rivals, backed up by the active hostility of the Western Union Co.THE Empire takes occasion to reply tothe too frequent assumption of the American press that Britain is necessarily an alien and hostile power on this continent.The Americans are quite likely to so think, of course, \u2018\u2019but\u201d\u2014to quote the Empire\u2014\u201c it is not the way Canadians regard a Mother Country which has protected them from United States aggression time after time, and is doing so to-day;
