but be will then ask with natural impatience why the knife was not applied more freely to the items of expenditure, aud why more taxation was not ventured upon.It is & poor policy for us to go on loading down the future with increasing liabilities.The Government will this year, however, add to the economies of last; and it is encouraging to know that they have their faces turned in the right direction.But there is no reason why they should fear the most vigorous economies.The people are loyally behind them in preserving the credit of the province.They elected the present party to power for the sole purposo of sharply stopping the drift of the province to the leeward; and they will sus- taln that party in plumping the anchor right overboard no matter who gets splashed.The only danger that the Ministry hasto fear in a party sense is that the “ Opposition may outbid them with the promise of more sweeping economies.—— FHE ADVANCE OF TARIFF REFORM.The debate on the address at Ottawa advanced the cause of tariff reform by another distinct step.During the last few weeks it has been progressing rapidly.The commendable courage of the Conservative members, such as Messrs.Cockburn - And Oralg, who first declared that the Foster version of the National Policy needed frank amendment, proved "that the sising writh of ‘the people had reached the politicians.Then came in quick succession the vague promise of the Government that the ‘‘molderingbranches” of tarlif would suffer; the clearcut | tariff reform utterances of Messrs.O'Brien and McCarthy; and the shower of notices of motion at the opening of Parliament from both sides of the House asking for the repeal or reduction of specific duties.The sole jarring note in these pre-sessional cadences was Mr.Laurier's ill-advised sttempt to bring the discordant piping “ @f the cracked horn of Unrestricted Re- olprocity into harmony with the universal ery for tariff reform.Apparently, however, he is now balf- minded to abandon this impossible k PNaither in his speech nor in hisamendmeñt to the Address, did he push the U.R.‘‘fad” ) porvard.Still Sir Richard Cartwright ‘‘resurrected” the corpse; so it can hardly be sald to be entombed yet ‘But its end is near.Mr.Laurier’s evident reluctance to “trot it aut” in the triumphant manner of old is a sign of the times.The policy of plain tariff reform is gaining ground with the Liberals as well as with the Copservatives.Another feature of the debate was the reiteration by both the Premier and the Pinance Minister of ‘the intention of the Government to make changes in the tariff.Nota voice wid raised for standing still.The lines of the tariff reformers are closing on the citadel of the monopolists.+ HIGH-HANDED BRAVADO! such appointments.Mr.Laurier hoped in this case the pleasure of the Crown would not mean the caprice of the Crown.The Government should signify their intention at the end of every term of five years.As they had not done s0 in this instance, the natural conclusion waa that they were not prepared to COME TO ARDECISION.This was possible because they had too many candidates in the field, buf that was no reason.Sir Richard Cartwright apprehended that there was no legal dispute as to the right of the Government in this connection.The broad question was whether it was or was not right that Lieut.-Governors sho#id be tenants at the will of the Government.Sir Leonard Tilley was a good man, but noman should keep such a position at the pleasure of the Government.Past experience in the province of Quebec showed that it was necessary that the incumbents of these posts should bemen who hold their positions independent of the Government.They should not be liable to dismissal at the caprice of the Crown.tion.J.A.Ouimet was forced fo say that the members on his side ( the House had been surprised, that the instance referred to as happening in the province of Quebec, had not been Lrought up last year, Then Mr.F.Langelier took the floor and directed his attention towards the Minister of Public Works.The instance mentioned by him was the best possible proof of the necessity for the Oppositjon to raise: this question.It was not right that the Lieut.- Governor of any province should be under the Gov ernment’s thumb., Mr.Angers had admitted in Montreal that when his onth was in his way he had * jumped over it.” Mr, Quime Suter ted to say no such inference coul taken from what Mr.Angers had said.© r.Langelier retorted that such was the inference that had been arrived at by the Government press.Mr.Angers had been afraid to go to L'Islet and boast.of having “jumped the constitution.” Other ministers of the Crown had gone there and spoken, but Hon.Mr.Angers had not dared Sir Adolphe Caron defended Mr.Angers.He was not surprised at the wariuth of resentment displayed by the hon.gentleman ~~ ® —_ with regard to the action of the late Lieut.Governor of Qudbec, because he (Mr.Lange- lier), reason to feel sore.But he was surprised to hear him say that the administration of Mr.Angers had been a scandal.The people of the province of Quebec had pronounced a favorable verdict on that administration.Mr.eur condemned the action of Hon.A.R.Angers, «nd spoke strongly against Sir Adolphe, “who was himself not beyond reproach.” it was absurd for him to talk virtue in this House, Dr.Landerkin insinuated that the Liberals did not know all’the difficulties in the way of the Government.He was sure an number of candidates were willing to sacrifice themselves on the altar of their country.As to Mr.Angers, he had done his work and his reward was his being made a Minister of Agriculture.But he hoped an office like the Lieut.-Governorship was not going to be peddled around.Such things were scandalous and should stop.The Hon.John Hearn took exception to Dr.Landerkin’s attacking an absent member of the Government, and proceeded to defend Mr.Angers warmly, Mr.Develin also spoke.The reason Mr.Angers was not in this House, he said, was because ho feared to face the people.He knew he COULD NOT GET ELECTED for any constituency.Two names were well known in the province of Quebec, An and Mercier.The day would come when the former, who was now in the Senate, would regret his acts, nnd the latter would be restored to the hearts of the cople.r.Mulock read extracts from Major- General Herbert's report referring to the inefficient equipment of the Canadian militia, details oi which appeared in these supplies bebe boushe ini the same stores and mauu- Pete by the same hands as during the past year?Hg.G.BE.Foster replied that the gues- tio would be answered at the proper time, when the subject came up for discussion, The House went into supply at4p.m and turned to the discussion of the, esti mates.In connection with the Depar ent of Agriculture, Mr.Foster, in reply to Richard Cartwright, defendants was resumed yesterday, the court not being so crowded as when M.Barboux was speaking.M.Martin, the counsel for the defendant, Cotta, contended that the fact that M.Cottu had returned from Vienna to surrender to the police should be accepted as the best proof of his innocence, Cottu's counsal arghed thas his client held entirely alvof from the Panama Canal transactions, end had concerned himself chiefly with railway matters; but even assuming the charges to be true, al offences were covered by the statute of lini- tations, PARIS, February 1.—M.Bourgeois, Minister of institutions by frivolous news per asticks.Not only bad the sAvits wants een emdarrass- ed by these attacks, but also the sational credit had been weakened.De Cassagnace replied that the Government séemed to be going crazy onthe snb- ject.of libel laws.The ministem should look nearer home if they wisheä t« discovor the canse of distrustamong bank depositors.Probably the newspaper articles described hy M.Tirard had not caused the withdrawal of a dozen aceounts in Paris.The suspicions which had underinined pwlic confidence centred upon the ministers, especially upon those former totalwithdrawal of deposits, he said, had been spall in view of the amount left with the baaks, and the strong efforts made daily © propagate general distrust.The peopli know that hind the savings Deputy Returning Officer, St.Antoine Ward.| DEAR StR.—In voting to-day I do so under test, the holding of the election being illegal, in contempt of Court.Yours sincerely, DONALD MACMABTER.pro- and Mr.Charles Marcil, one of the petition- | ers for the writ of Injunction, voted fn Bt.James Ward and filed a similar protest with the deputy returning officer, WILD WEST PROCEDURE.Several of the principal icipants in the injunction t of vosterday ne in court again this morning and their praseuce crea considerable interest among tho people.The Hon.Mr.Justice Loranger was presiding in the Enquete Court, which was sitting this morning in the advocates” Wi .case In whic 8 was ardrobe.À i ich the city interested was proceeding and -a motion was presented.The presence of Mr, Ethier: and Mr.Lamothe made one think that another ‘move on the legal chess- wns being made in the injunction céase.It was only an action for damages, nothing of general interest.The courts had already ; | ] courts.It was a bad object lesson in law and order to the people of the city and of the province.Did a grest city occupy in the eyes of the law & position ‘exempting it from the obedience expected of a private citizen?If the corporation of the citvuf Montrealcould defy the Courts, would it not only natural to look for disrespect and even contempt on the part of every citzen.Another member of the Bar had nothing to say respecting the election muddle only this, that the holding of the elections after the court had forbidden them was a sort of wild west way of doing things or erliaps u pro- cecdure that would do credit to the Tammany Tiger in its boldest moods.St.Antoine Ward.In St.Antoine Ward numbers of citizens, even some of those who had voted early on the morning, scemed in doubt as it whether the election were fuking place or not.‘At half-past ten o'clock not fore than twenty-tive ballots had been cast.Mr.Atwaters name still remained on the paper with those of Mr.Costigan and Mr.Paul.Charges of fraud practised in the Windsor street poll flew thick and fast.The agents of both candidates, however, felt confident that all the telegraphing was done by the other side.The greatest activity was manifested by members of the Citizens’ League.Efforts were made by these gentlemen to secure signatures at the polling booths to the petition asking the Governor and Legislature at Quebec to secure a general civic election in March.The returning officers, however, forbude signing these petitions within the booth.In the shops, offices and private houses, however, the canvass was carried on, and from the canvassers many electors Jearned that the balloting was actually proceeding to-day.These citizens when they came to vote expressed not a little astonishment and indignation at the action of the Board of Revisers in setting Judge Doherty’s decision at deflance.The Revisor’s Report.“Senator Desjardins is polling a stead vote, and every indication is that he will be our next ayor.There are no alder manic elections in the West, St.Lawrence and St.Mary's Wards, and it is natural to expect a somewhat lighter vote in conse- guence; but for all that a fairly good vote is Leing polled in these Wards.™ Such was the general expression of opinion of the Board of Revisors after returning froin their morning's rounds shortly after one o'clock this afternoon.Ald, Hurteau looked after East, Centre, “est, St.Mary's and Hochelaga wards, and was accompanied by Ald.Clen- dinneng, who, thoughmot a member of the board, is taking a deep interest in the elee- tion.Ald.Dubuc looked after St.Louis, St.James and St.Jean Ba tiste Wards, and Ald.Griffin after St.Lawrence and Ss.Antoine Wards, Ald, Kennedy had been expected to look after St.Ann's and St.Gabriel Wards, but he was absent attending to his legislative duties in Quebec, - It was remarked that the polls in the Centre Ward were in many instances in the most out of the way places ; even prominent citizens were unable to find the poll where they voted, and those who did so did it under ho greatest difficulty.No.1 poll in the East ward had an incessant stream of voters all the morning, and this was the case at each poll in that ward.The vote in St.Louis Ward during the morning was very light, as was also that of St.Antoine Ward.Ald.Griftin who had charge of St.Antoine Ward, stated that if the liveliness which was apparent on the south side of Notre Dame street was any indication as to the voting in St.Ann's Ward, a very large vote would be polled.A leading alderman went to his poll this morning and haying been handed a partly folded ballot, saw the names “Mec- Shane,” * Rolland.” e was an opponent of Mr.McShane, and without thinking marked his ballot for Mr.Rolland.Realizing his mistake he asked for a new ballot and marked it for Senator Desjardins.He expressed the hope that others did not make the same mistake.Who Ordered the Election?Notwithstanding that they were well aware that a writ of injunction had been authorized by Mr.Justice Doherty, the Board of Revisers met yesterday afternoon, and in the absence of Ald.Beausoleil, Ald.Hurtean presided.They were also resent Ald.P.Dubuc and Griffin, T card met in the City Clerk's office with closed doors and after freely discussing the sitnation the following resolution was unanimously adopted.Resolved that tho Board have decided that, as they have received no official notification of the injunction, we must therefore proceed with the elections to-morrow.The Police on Hand.It is customary on all election days to have the entire police force on duty.” The custom was observed to-day, and both officers and men of the day and the night contingents are on duty at each station.Chief Hughes returned from New York this morning 80 as to be on hand.He saw nothing very striking in New York, but is satisfied with the morality of Montreal as compared with that of the American Metropolis.! The Saloons in Full Blast.The saloon keepers were in a quaadary this morning.They did not know whether they would be allowed to open their TS or not.Many of them decided to accept all risks and at once opened up.Others more cautious went over to police headquarters and asked for instructions.The officials there were noncommittal and told them that they had better act on their own responsibility.The law demanded that all bars should be kept closed on election days, and that the elections were being held to-day.By noon nearly all the saloons were open.P Rolland’s Name Was There.When the citizens entered the polling booths this morning to cast their votes for the mayoralty candidates they were surprised to find the name of Ald.Rolland on the ballot paper.This was puzzliog to many and there is much doubt as to the effect it may bave on the election.The Assistant City Clerk on heing spoken to on this point volunteered the following explanation: “When Ald.Rolland resigned, the ballots had heen printed.he depnty returning officers should have warned the voters that Ald.Rolland was not a candidate.” He cited the following clause of the city charter to show that the resence of ALLL Rolland's name on the allot paper could not affect the result : 381.No election shall be declared inva)id by reason of : Non-compliance with the formalities contained In this act, as Lo the proceedings of tho voting or the counting or the suroming up of the votes.(2).No mistako in the use of forms annexed to this act.- 1f it appear to the tribunal, having cognizants of the question, that the pried a conducted in accordance with the principles laid down in this act, and that such non-compliance or mistake did not affect tho result of the clection.” Mr.Lamothe, one of the attorneys for the petitioners, said that even if the election was legal, the fact of Ald.Rolland’s name remaining on the ballot paper might invalidate the election for mayor.The impression is general that if enough votes were cast for Ald.Rolland to affect the result, the election would be null.Klection Notes.One of the polls in Point St.Charl as closed for a thne about noon harles " … Mr, St.Louis, the t ked hard for Senator Desjardina cr Tore Al.Prefontaine said that te was being polled in the French Lai vor The stockbrokers almost ly voted for Ald.Farrell in the Centre ward, There was a good: vote polled in this ward._ Nolan looked anxious and a litte: sare- worn.He had a tear of horses at his disposal and drove © here in search of at once, or we may not get it at all.” saldène, en the diotators across in the City of | “Yes,” was the réply, Font walt tila RE heeded.Judges had forbid, voters in every part of the city.Ga: st | Paie tooo appessunces times are going they wor beta ool in delice of comms BEE A or A ea ae te) à ces, 3 Are going | they were e a 4 wou ve wor © | to bo lively round the town to-night.The and In violation of law, r.Lamothe Mr, Bumbray's od ui ““boys™ are getting Into splendid condition, th t the action of the city was great) majority.15 thanks to the easy aocess to the salons, to regret e heard Bergeant M y, ot Polos Station Na, sad by the time the polis close they will be-j ons - the of | Point St.C ‘sent.out.‘ol i tn “fighting order.” There was ti ipjunction expressed sever noûn to Inform the saloon-keepers that they LOTS OF GAMBLING al gentlemen high in authority, could open their places.+} ; and fey condemned the action of the city.No l tha el } One gentleman said it was the grea 0 ess n twelve telographers pré scandal that had arisen In judiclal matters ented themselves at oie poll in 88.Ann's J In C a, for it proclaimed to the r - will low jt to-night.Prefontaine ’ : “ ance of the scrutineers they were unahles to i and: lurteau “ Were 8 moving spirits and a3 the eta tee exercise even à bogus franchise.The Street Railway Com controt about 2000 votes, ahich, of the ‘Sireet Railway has its way, wH} go for Mr.Desjardins and the other aldermanic friends of the company who voted in the company’s favor.During the past few days the candidates who voted for the contract have been ! assiduously cultivating this street railway vote.The men were given permission to Ko to the polls.' The City Clerk Will Declare No Result.| The City Clerk, Mr.David, stated this morning : “I ha : ay made all the necessary preparations for carryin the elections to-day.The returning officers had been sworn in, and the ballot boxes had heen distributed ; in fact, all the oxpenses necessary bave been already incurred, What shall J do now that the writ of injune- tion has been served upon me?TA shall simply do nothing The polfing may gone on, but I do not propose to declare any official result until I lieve that everything is all right.That is my position, and mv advice is that it is a safe one.” MOB LAW.THE gravity of ‘the situation brought about by the high-handed proceedings of the officials who are holding to-day’s election can scarcely be over estimated.The city is practically in the hands of a lawless mob led by desperate and unscrupulous schemers.Not content with defying public opinion they now open- Iy set the courts of justice at defiance.The city treasury is being robbed to-day to pay the expenses of a bogus election, run with false ballot papers.The saloons which the law requires should be closed on polling days are wide open and driving a roaring trade.Respectable citizens regarding the whole thing as a fraud are abstaining from voting and the gang are telegraphing their votes for them.If such an outrageion law and decency is to go unpunished and unrebuked the city is within measurable distance of anarchy, If the Pre- fontaines and Hurteaus will set the courts at deflance tn a case of this kind, will they not set the courts at defiance whenever it suits their interests?Why the City Clerk should lend himself to such a scheme is inconceivable.The outrage is an additional argument if any further argu, ment be needed why the Legislature should intervene to cut short the reign of corruption and lawlessness in Montreal.Even the Panama conspirators, after debauching the Government, the officials and the press stopped short of open contempt of the courts.The desperate methods resorted to in sham promptly and extreme the attempt to prevent general eleo- tions indicate the existence, of powerful motives of some kind.Whether the dominating motive be the concealment of past miudeeds or some new and gigantic scheme for impoverishing the city it is powerful enough to induce men to run the risk of imprisonment for gross contempt of Court, If there are taxpayers who do not realize to-day the seriousness of this mockery of the law, perhaps they will be helped.to realize it when they receive their tax bills for tke iniquitous expropriations now going on.# BOARD OF TRADE PRESIDENT.a Mr.E.B.Greenshields retires from the Board of Trade presidency carrying with bim the esteem of the entire mercantile community.uring his term of office, regrettably cut short by his declining re-nom- ination, he worked for the Board's interests with as much fidelity as if it were his own private business.Mr.Greenshields has proven his independence, his earnestness and with all his force he has ever derton- strated his innate gentleness, by the kind consideration he has had for others and a pronounced desire to accord praise whenever due.Mr.Greenshields should be in public life.Another Subscription For the Y.M.C.A, Library.To the Editor of the STAR : Srr,—I am requested, on behalf of my father, W.Oliver Buchanan, who is ill, to enclose you a cheque for fifty dol towards the library of the Young Men's Christian Association as per your offer in Saturday's STAR, which is a very warthy one, and should at once be taken advantage of, supplying a need the Association has felt the want of forsome time, The Last Day.The STAR'S second annual steeplechase will take place at 4 p.m., on Saturday, February 4.Secretaries of snowshoe clubs and would-be competitors should remember that tomorrow is the last day on which entries will be received.snowshoe MARRIAGES.BRADBURY-GOODALE-On the 16th Jan., at the residence of the bride's father, by the Rev.J.T.Pitcher, Herbert Bradbury.M t | Ann, eldest daughterof W, H.Goodale.LYALL-FABILAN-On the lst inst., by Rev.H, M.Barbour, D.D., Traill Oman, second son of .Peter Lyall, to Mary Louise, third daughter of John Fabian, Esq, 23 TRUDEL-DUGGAN—Jaouary 20th, at _ St.Gabriel's Church, by the Rev.Father O'Meara, | Robart, Print bo her Ou mn .youngest dau, r of the + Duggan, Point.st Charles.No cand” DEATH.+ BROSSOIT— At Beouharnole, the 31st January, | Widon of ar Joachatar Be To in Bly ow of late a roasoit, senior, in if armois.Funeral ons.;
