every day so ar to secure good men.More men were employed in every branch than was nevessary.The reason for this was that there was no head.Practically speaking, there was nobody in charge of the G.T.R.work.Mr.Parent and Mr.Papineau were engineers, and they had work in the office.Mr.St.Louis was \u2018interested in having all the men there possible.Mr, St.Louis thought that he had a good thing, and he did the most of it.Mr.Coghlan was chief timekeeper for the Government, and he counted the men before witness certified to St.Jouis\u2019 list.He could not have had a better class of men than St.Louis supplied.Witness was opposed to contract labor and never recommended it.There was not sufficient time to make the necessary arrangements.Had the work been done in December, January and February it would have cost fifty per cont.moro than it did, The first deliveries of cut stone were made on January 4, and tho last stones were cut in the first days of April.The works were delayed son\u2019s Account was correct.When the tenders were called for there were only about threo men who could supply the lumber ge- wired.They often had to induce the ay men to work halt the night to get a night gang at work.itness never opened any of the tenders.They could have had all\u2019 the men they wanted in March and April.There were differences of opinion all along as to the classification of the men.Most of the men engaged on the Wellington Bridge were inexpérienced.\u2018The wor could have been done quicker by a trained staff accustomed to work under a cone tractor.Witness took the labor
