believe that the Khedive is determined to get rid of the ministry of Nubar Pasha, and to render inipossible any minis: try similarly inclined to work amicably and Noyally with the British official sanction for words and deeds of violence.Commenting upon the foregoing, the Times, in a leader, warns -the Khedive that such intrigues cannot safely be carried beyond a certain point, and Cardinal Vaughan.LoNDoN, February 1&—Although it is difficult to get-at- the facts, there seems no doubt that Cardinal Vaughan, who is still at Rome, haa fallen under the displeasure of the Pope.The mors common explana: tion is that he ventured strenuously to urge against Leo's favorite idea of beginning an active propaganda to re-convert England wholesale, and insisted that this was not only futile, but would imperil the chance of the individual conversions which he hoped to make.But it is also said that the real difficulty turns on Cardinal Vaughan's proceeding with plans for a cent Saturday's meeting of the Cabinet is-almost certain to be that dissolution will come before a session.-—This has not been officially given out yet, but there isa strong reason to believe that the Government came to an’ understanding at the meeting, that such was to be-the case.The Cabinet sat from two o'clock until ‘six.When the meeting adjourned, the Premier said that he had no announcement to ake, This is held by the political ex- | perts to mean that dissolution is on.Ifthe ; Government decided on a session, then there would bs no reason for keeping it ‘from the public.In fact, the sooner a session {8s announced, if there is to be one, the better for the Government, as it would dt once settle the uncertainty which prevails in commercial circles over of improving business.There could, thers- fore, he nareasan for delaying the ounce- ment, it it were Intended to have.n session, On the other hand, it was not expected, it dissolution was decided upon, that the result would be yet given to the press.The Government is not rea to do so.If t pol on the first place, the date when it is possible to hold a general election cannot be fixed, owing to the condition of the voters’ lista.In the second place, if it were possible to fix the date, it would not be given to THE PRESS OR TO THE PUBLIC until the Premier had prepared his election manifesto, aitounciug the grounds on which he was to appeal to the people.The ‘sanction of the Governor-General to the whole proceedings was also necessary,before anything could be said on the matter by the Premier or his colle es.to do something with the Manitoba school question.There are now two points before the Cabinet in reference to the Manitoba schools.There is, in the first pince, .the petition presented on Saturday by Archbishop Duhamel and Rev.Father Allard, askingthedisallow clause in the Mani Act of amend- the School Act of 18680, which Jroventa any municipality collecting funds for other than public school purpbses.A ee ‘Tha principal matter, however, before the Government is the question of remedial legislation.Some action is necessary in’ reference to this before an election is brought on.Having this in view, the Government decided to appoint eo of the Tuesday, Febru 28, to hear the appeal of the Roman Catholics for remedial legislation.e ap will be heard at eleven o'clock atthe Privy Council Chamber.The Manitoba Government bas, therefore, been notified by the Dominton Government to be on hand, but it is very doubtful if Premier Greenway will send a representative, owing to the attitude WHICH HE HAS ALREADY TAKEN, causing a ph to be inserted in the 8 hof the Lieutenant-Governer from the Throne, saying that his Government wonld refuse to pass any remedial legislation, if asked to do 30 by the Federal power.The hearing of the appeal would be preliminary to this step.John S.Ewart, Q.C., Winnipeg, has also been notifled by the Government to be in attendance on behalf of the Roman Catholics.The date of the elections will not be given before the appeal is heard, and probably not for some time afterwards.he more time which the Government can gain in not letting the Opposition know for certaih that there is to be dissolution, the better it will be for them.ere are always certain things which a party leaves undone, until they know that the writs Ty WAS concerned.Mr.John McKergow said that without refrigerators it was utterly useless to try and ship butter to Europe in summer.Mr.W.I.Ware opposed iton the principle that à Government bonus WAS WRONG.AND INIQUITIOUS, At this point Mr.Warrington said that it was questionable whether Canada made butter which would meet with the approval of the best trade in England.Prof.Robertson, Dairy Commisbioner of Ottawa, arrived at this juncture and was greeted with applause.He was ked by man to give bis.ex planations ns be saw nt.The Professor stated that the object of the present attitude toward the butter industry was one of emergency, that an emergency had arrived in the way of a stagnant, ruinous market, orno nrarket at all, and the Government had started to combat it.We want to encourage the farmer,” he stated, ‘“to make butter after the cheese season is over, and we must find him a market.The burden on the Government will not be so large as would at first appear, as only 1000 tubs have so far come into my hands.’ The object is to help the farmer, and I will tell you candidly that the butter merchant isa secondary consideration, This is straight to the point, and unfair as you probably think it now, it will eventual be for your benefit as well as theirs.” The professor then went over the whole question in which he stated incidentally that the eheese indus had at different times been helped in a substantial manner by the Dominion Government and the Provincial Governments of Ontario and Quebec.The speaker declared that to a great extent the butter and cheese industry of Canada had been a speculative business, rather than a solid commercial business.It was proposed to obtain a large refrigerator in the city .in which to store cheese, pre) tory to shipping, and that he hoped in ten years to see Canada shipping $5,000,000 worth butter per year.The Government had no inten- Lion of going into commerce, but intended to develop the natural resources of the country.It was a function of the Government to resist commerce and not retard it.It was better that the Government lose four centa a poundon a few thousand tubs of butter than have the whole trade paralyzed which would surely occur when spring butter began to come in on top of the immense amount which -is now lying in storage awaiting consumption or shi ment.Prof.Robertson closed his remar by thanking the Association for their atten tion and stating that he wished to make it all as plain as pcasi- ble.That Prof.Robertson had created a favorable impression was apparent and a number of membersof the Association did not appear to look at things in quite the same ight as they did before his explana: tion, Mr.Alexander said that he .WAS PERFECTLY SATISFIED = ‘approval of the | methods in force.Mr.F, Duckett and Mr.D.A.McPherson: also took occasion to state being favorably impressed with the turn of affairs.The original motion was then put and carried by a vote of seven to five.A resolution was then passed thanking Prof.Robertson for attending the meeting.The resolution will be sent tothe Hon.& R.Angers, Minister of -Agricul ture- at - ttaws THE SUBURBS.— Joseph “Adamson, a “resident of st Antoine street, St.Henri, vas fined $2 and ce dumping ashes and refuse on the mount side of St.Antoine street.The Ste.Cunegonde fire brigade called out about o'clock last night to “the corner of Atwater and St.James, but the alarm proved to be a false one and the est- | brigade returned tu the station in disgust.new reel carrying 1000 feet of hose has been added to the St.Henri fire station.The reel itself was made by the men of the station, the frame and runners only were built by & carriagemaker.A panoramic entertainment under the auspices of St.Gabriel Court, No,185, C.O.F., i will be given to-morrow evening, in the Church Hall at the corner of Laprairie and Centre atree TO MEET THEIR IR EXCELLENCIES, The reception | in bon honor of Their Excel- Jencies Lord and city, which is to take lace this evening in the A assembly Hall ot" the High School, mises ‘to important eir Excellencies will arr arrive in the alt;
