the work on the wharves has not yet begun.The undersigned have heard a good deal of evidence bearing upon the question of the trade of Montreal, and after $ caretnl consideration of the matter, in all arings, are unanimous in makin \u201che following recommendations: Plan No.6 should first be proceed- od \u2018with, but, as above shown, the average surplus revenue for the immediate future would not warrant an expenditure of more than $2,000,000 and the plan, as originally designed, could not be completed for that sum.The guard pier, which is an essential feature jof the scheme, should first be completed;
