Ottawa, November 19.— Major Sam Hugues, M.P., was in the city yesterday on his way back from San Francisco, where he had been on business connected with his patent for car ventilating apparatus, which, after a trial, be hopes will be adopted.Speaking to a Star correspondent he said: "'l see the Btar has been commenting on my action in regard to dis- missaly of civil gervants.1 think it only fair that in explanation of my conduct they should state that I only asked for two dismissals.Une was of an assistant postmaster, who was guilty of opening letters, and therefore liable to prosecution. In that case, | consented to a condonation on the understanding that he should never enter the office again.Three weeks afterwards he was again in charge and complaints being renewed to the inspector, he was removed. The other case was one of defrauding the revenue by receiving and distributing mail matter without charging. The mail matter was sent in from the Canada Post Printing Office.1 take back nothing.” I did not endorse, nor do: 1 now, the view of my leader. My stand is this: Civil servants who take an offensive par:isin«hip part in politics, who vilify opponents, or in anys other way are offensive, should be dismissed after fair trial, but no civil servant should be dismissed for simply exercising his rights as a citizen, even to the extent of speaking, provided he is not offensive, and oct not neglect his duties.” THE BLIND WILL SEE.Edison Is Now Interested in the X Rays Experimenta.New York, November 19.—A few /days ago a despatch came from San Kran- cisco stating that a blind boy had been enabled to distinguish objects through the medium of the cathode rays.Dr.Elwert, of this city, who has just returned from San Francisco, states that while there he visited the German hospital, witnessed some of the experiments and actually saw the blind see.Thomas A.Edison has now made the following startling anpouncement: “The blind—that class that cannot see, but whose optic nerves are still intact, will be made to see, and that within three years.I do not mean that they will be enabled to read, but it will be possible for them to distinguish persons and thi Rd The electrical wizard has just concluded a series of experiments on two men who have been blind for years.By means of the X-rays, held before the eves of the men, they declared that for the first time ' since they had been stricken they had been able to perceive he light.Edison says he shall now devote his time to producing an X-ray that will answer this purpose properly.PROTESTED TWO ELECTIONS.The Charges in South Brant, and the North Bruce Case.(Special to the Star.) Magog, November 18.-If the opinion of half a dozen university professors and of a dozen of the best known hydraulic, mechanic and mining engineers.counts for anything, then the invention of Mr.C.il.Taylor.which utilizes compressed air for mechanical purposes, aml as a motive power for running machinery, is one which will bring wealth to ithe inventor and fama to Montreal, his native city. The McGill students of “Science "97" ‘also have their opinion regarding Mr.Taylor and his invention, which they are perfectly willing to ventilate upon the slightest excuse, for did not the inventor and his fellow-directors arrange a free trip to Magog and an excellent dinner at the Park House, tu whioh they were all invited ¢ Although, of course, the plant installed at the mills of the Dominion Cotton Millis at Magog bas been throughly tested lung ago, yet the experiments and the operations of the cumpressor yesterday may be considered a fair and thorough test of the efficiency of the plant.Thw whole seven printing machines in the mill were running at the one time, and the fourteen engines were driven by the compressed air at a ler- rific rate.As one of the best means of ascertaining how far the new invention was successful, several of tbe prominent citizens of Montreal who were in the mill, took each of the foremen of the seven machines aside, and enquired of them as to the benefits, if any, which they derived from the use of air instead of steam.men were unanimously in favor of Mr.Taylor's method, which, they said, made it much easier to regulate the engines, while giving more than the necessary power, and in addition would be a great boon in the hot summer mouths, when the "additional heat from the steam under the old conditions has been almost unbearable. The management of the mill are as enthusiastic with regard to the new plant as are their men, for the annual saving on coal alone under the new conditions will run over $7000 a year. The plant.some description of which appeared yesterday, was not installed without great di fieulty.Mr.Taylor having to contend with hardships which had been altogether unforseen before the aft was sunk.Crumbling earth, quicksands, rock and concrete sand were struck in layer after layer, and when the water poured in, time after time it seemed as though success would never reward the efforts the inventor, When at last the shaft was sunk and the test was made, the m ment of the mill was as surprised as it was delighted.; .A most remarkable feature of this system is, that notwithstanding that the air is compressed by tlie Weight of the water and in actual contact with it, the air so compressed is delivered in the Air-Chamber and thénce to the transmission pipe, drier than when drawn in from the atmosphere. That its value to mining communities will be.great, cannot be doubted, for the use of this invention for supplying dry air in mines, and power to work drills will be readily appreciated.uring the afternoon, Mr.Taylor gave: some interesting information’ regarding the discovery of the plan which he has utilized.‘Some six or seven years ago was building a dam near Buckingham,” he said.* The water was chasing us very fast and we were obliged to work day and night to get finished before it would be on us.We bad just finished, and | was standing watching the water fall.regularly over the dam to the low level, where it cut a straight line in the ice which had formed on the still water below.I noticed the air going down, and then, at some distance out, it would force its way up torming great globes of the thick ice, and now and then breaking through.I thought tbat this air going down with the water might be utilized, and that evening 1 thought it over, and made a rough model.“The matter was not followed up at that time, but some four years later I was al work with a 1nechanical compressor, and I was struck with the idea that the model at home could be improved upon.I made a new one, and unproved on that again several titnes, finally submitting my latest design to Professor Nicholson, of McGill Univer- eity, who, as you reported most favorably upon it.” Mr.Taylor states that the plant at Magog is not as perfect in detail as he might desire, but that, as it does nore than was contracted for, it is not necessary to change anything in connection with it.Future plants will be installed, with the bottom tank enlarged, by which means he expects to increase the efficiency from twenty to twenty- five per cent., Among those who accepted an invitation to be present at the inspection were lessrs.S.Carsley, president; "J.R.Fair, vice-president d managing director; R.W.Sutherland, secretary;Chas.Morton, Robert Archer and November 19.—Cuban leaders here have received information that the insurgents have just won in a conflict with Weyler, one of the most important battles fought on the island during the war.The battle was in Pinar del Rio, but no details are given.Havana, November 19.—The insurgents are said to have four factoriesin operation between Sorroa and Gabanas in Pinar del Rio.Nevertheless reports are received of scarcity of arms and clothing. The comstant rifle volleys which have been heard since the invasion of Pinar del Rio by Captain-General Weyler have frightened the cattle and they have hidden in the mountains where it is diffi- cuit to secure them for food.Madrid, November 19.— A despatch to the Imparcial from Havana says the state of Cuba may be judged by the fact that there are no longer any neutral inhabitants in the districts where military operations are proceeding.Only combatants are to be foun:l.New York, November 19.— (Special) —There are reasons for the state of affairs reported in the Madrid despatch; for General Weyler has issued a proclamation that depopulates a whole pfo- vince, if the mandate is obeyed, says the World. It will swim in the blood of men, womeniand children if the order is disobeyed. The people of Pinar del Rio province are officially doomed.General Weyler says that all non-com- batants in this western end of Cuba must at once move, into tho Spanish garrisoned towns.ose who do not.and are found in their homes, will be “regarded as rebels.” The order is im- ible of compliance. In plain words, Eeneral Woyler's edict ineans the miserable death of hundreds of peaceable men, timi1 women and innocent children. They may choose between starvation, plague or butchery. The order will not be generally obeyed, the paper says.e Cuban farmers greatly prefer to stay in their homes and amid their fields than to go to death in the plague-smitten towns, with- oul money and without food. They, prefer rather to take to the busb upon the approach of each Spanish force, when they see it in time, and to risk uick death if they do not.drid, November 19.—Official despatches from Havana say the insurgents are rapidly becoming demoralized through want of provisions and their incessant pursuit by General Weyler.Maceo's forces are dwindling by reason of continuous desertions, and Maceo is peeking to conceal himself Bernier With Being the ‘Assassins of Their Race-National Regeneration Necessary.- Hon.J.I.Tarte, Minister of Public Works, has sent another letter to his paper, Le Cultivateur, published to-day, on the standing of his French-Canadian compatriots in Manitoba, in which he says: ‘Size up the situation in Manitoba. We have about 12,000 French-Canadians and French Metis out of a total population of £60,000.Alongside Winnipeg, a city of 40,000, you see St.Boniface, a place of less than 1600 souls. And still it was the French who were the first to settle in this acil of the West. For the last twenty-five years we have lost ground continually and to-day we are completely swamped.I regret to say so, but the time has come to speak the bare truth—our element no longer cuis any figure in Manitoba. Why?A false policy, a policy of isolation has brought about this deplorable atate of affairs.St Boniface has long remained surrounded as it were by a wall.On the other side of the river, Winnipeg was open to all who wished to settle there.To-day it is one of the prettiest cities of Canada. When one is French and Catholic, it iz with a pang in the heart that you look upon Bt.Boniface.The same causes produce the sams results. And these results will be still more disastrous in the future if we do not change the system immediately. Our compatriots in Manitoba must enter into tho path of intellectual and commercial progress. For this purpose they need education, whieh is the modern arm of civilization.“The most intelligent among the French-Ca understand the si- tion quite well.Up to to-day they have n powerless to cope with the retrograde element which has thrown our compatriots into decadence. Our compatriots bave been bled to death hy the nefarious personages o are still interested in keeping them i\\Nignorance and servility. The newspaper Manitoba is the organ of this element of misfortune, whose days, however, are numbered.Believe me when I tell you that I have seen enongh to be sire that there is an immense desire in public opinion for a change, and legitimate emancipation from the yoke under which the population has been kept by Tory- 18m and its works. The good people who see their English neighbors prosper and grow are wondering, and with reason, why they bave remained so small and so weak, ahd why their influence has not come their way.yals, Larivieres and Berniers hav ebeen here the veritable assassins of our race. Those of the Catholic clergy who were inspired by them must their share of responsibility -for our disasters.Unless we turn over at once to new ideas, the fate of the French groups in Manitoba is sealed. This isa what I have been told by enlightened men in whose company 1 have been during the last few days, and these men are right. The situation cannot be judges except on the spot.À courageous policy can.on the other hand, transform everything here in a few years.Let us in, first of all, by reorganizing public education.Let us prepare for our compatriots another future than that of drawers of water and servants of other races. It is to this work of national regeneration that 1 vite all men of gbod faith who will read these lines.” ' THE BICYCLE LICENSE.There has been no bicycle license taken out since the sixth of the month, and it "is not likely any more will be this year. The
