should be composed of representatives of : the company, of the employes, and committee appointed by the City Council Page 10.) be arrived at within a few hours, and the miles of lines ordinamly operated by the Montreal Street Railway will once more be in motion.~~ The offer made hy Mr.R.Forget.as an intermediary, which embraced a ten per cent.increase in wages to motormen and conduc tors, permission of the men to belong to a union, and take back all men who had been discharged without a stated reason since the first of the year, will, according to the M.2.R.officials, be acceptable to them, and would form a busis of settlement. What is desired and expected is that a meeting taking in the civic deputation, a the ‘ deputation of the men and the officials of he company will be arranged for to-day, WILL ABIDE BY DECISION.and the officials of the company state this In this court the company is willing to abide by the decision of the civic delegation ; after the matter has been threshed out | between itself and the employes. The tone of the offer mude by the company would seem to indicate that concessions will be made of sucb a character f Ax the City Hall, a special meeting of (Council is deliberating over what is to be done regarding the enforcement of the pen- ‘alty -elseas,.which _provades.-for .a- certain service to be given by the company to the eitisens. It was supposed by many that the men would accept the valuable concessions which the Street Railway Company offered upon the conclusion of the conference held last evening between the company and its Tepresentatives, and the officers and legal advisers oi the union. These concessions practically granted, with one exception, all the demands which the men had made. They granted a ten per vent.increase in wages; that men dismissed without cause recently should be taken back, and that the fact of an employe belonging to a union should not be used to his detriment, or dismissal should follow.RECOGNITION WAS REFUSED.The recognition of the union,‘ however, was firmly refused, and while the crowd outside of the Street Railway building weem- ed inclined, at first, to accept the terms thus proffered, upon second thoughts and after the judgment of various meetings throughout the city had been taken, it was decided that in the best interest of the striking employes it was advisable to remain firm, and demand the recognition of the union as well as the other demands | which the strikers were contending for.STAND PROVED POPULAR.This stand proved very popular with the strikers throughout the city, and to-day, st fe the general opinion that the Street Railway Company must recognize the or- | gsnization of t men if an agreement is to be reached.Citizens as a general rule were to-day somewhat more accustomed to the novel eonditions which have prevailed during the past two days.| Long lines of business mon duly filed down the various avenues to the lower portions of the city. Many teams were this morning brought fato requisition and big manufacturing con- eerns, in this manner, conveyed their ployes to work.AN INTERESTING DEVELOPMENT.In the eastern part of the city, one of the mout interesting developments of the strike was the happy adaptability displayed by the market gardeners and farmers, who weed their rough vehicles asa temporary “buses and gathered in a rich harvest at five and ten cents a trip. The city on the whole presented a fairly orderly appearance last evening.Disturbances were the exception.Various gatherings of workmen were held.but on the whole strikers are to be congratulated mpon the moderation which they displayed.lt is expected that while an arrangement may be made to-day by which the strike will be settled, that several days may be eonsumed in rettling the details. In the meantime it is understood, that the cars will be set in motion immediately after the settlement.Owing to the cessation of traffic, and the filling up of the rails by snow.it will be some litle type, however, before the service is in good running order once more.em- This Morning's Developments. If the men now on strike prove willing to discuss their grievances with the offi- morning that should such a deputation re- | presenting the varinus interests he brought together, the strike should he over betore night and the cars in operation. The plan is that the civic committee act as an impromptu court. That the arrangements between the company and the men be made before the members of the civie committee, and let them be the jurdges as to whether the obligations taken by the two parties are proper: ly carried out.The official of the company stated that it would probably take some days to work out all the details of a settlement.but in the meantime they were ansious that the street cor serviees.- LL “If the men would appoint a committee, there ia no question.” said the M.S.R.official, “but that a working agreement can be arrived at in a few hours’ time.” TRYING TO MEDIATE.The civic delegation which it is proposed shall act as witness to Any agreement ar: rived at between the men and the company, and which met the M.S.R.afficers and the stmkers yesterday, 15 coYnposed of the Mayor.Ald.Laporte.All.Ames and Ald.Vallieres.This or anv like committee would, the M.SUR.oflicials intimate, be acceptable to them.and as practically all the demands made by the men are conce led in the document presented to Mr.John Bumbray by Mr.R.Forget last evening, nothing lies in the way of a settlement. The point that Mr.R.Forget has no status in the controversy 18 not well taken, the officials state, as it is well known how closely Mr.Forget is allied to the M.S.Rand the men may rest assured that any offer he might make as intermediary would Le acceptable to the company.HSE DHDSE LS 48-20 DIF DS EDO @ © e CIVIC COMMITTEE © Lu REPORTS THE RESULT © + OF ITS LABOURS.The members of the civie depu- & ww tation, as structed by Council, call.© « ed upon both parties and tendered © ® the good othces of the Council to.& % wards bringing about an mmediate © w settlement of the strike.© %# The management où the Company + «declared their willingness to receive € + a deputation of employes in good © ro standing and to discuss with them «@ all grievances; and has consented to leave the dispute to the of beard of six jurists of which one half will be American.which the Americans simply cannot low of they have decision It is a case in a good claim. Thus it follows with Jeadly precision that if the American Scnate will not trust the affair to even this well protected risk, it must be very thorouchly afrand thatats con tentign will not stand the Tizht of day.For the light of day is all it will have to stand. No American jurist will his country unless the evidence is so cleuriv tie] against opposed to the American contention that he could not find for it-and continue to look his fell>ws in the face.It :s not a mat ter of having an impartial fore:zner con- vineced by those “awful Canadians.” convie- tion must be carried to an American jun-t, chosen by the American Government, before the Amer.can claim can be set aside, If the American Senate fears to nsk this, it will confess that it 1s standing guard over 8 usurpation why h it would not undertake to defend betore even an American citizen with some notions cf hononr.Such a confession could hardly be paralleled in modern history.Ite Republic France came in for some criticism over the Dreyfus case, but evenly it respected pyblie opifion and revised the verdict—an sister af Æct of national courage not sufficiently appreciated as yet.But the American Senate will, if it takes this amazing step, have so little regard for public cpimon that it will fly from even a simple board of enquiry into its title to territory 1t now holds by force.lt is possible.of cour-e, that this talk of Senatorial rejection of the treaty 15 only intended to distract publie attention from the very mild form of arbitration it provides. They muy reason that if the people hear that tbe Americans are almost on the point of refusing to accept the treaty, they will conclude that it must be very hostile to American interests, and thus, if the com- the pronounced.mission supports the American victory will be all the more case, The American Senate is quite capable of such guilefulness. But we will bave the action of the Senate before us cre long; and then we will know whether it 19 an astounhing confession of a weak case coupled to a bold usurp.or if it been a cheap effort the world into the behef that wn granting this really gonceded a great deal in the interests of harmony, and something they reluctant to finally grant, ation, has merely to hoodwink *arbitration ” the Americans have were very OUTSPOKEN MR.CHAMBERLAIN.It is now being generally recognized that, apart from his hopes of foreign interference, the main factor an the daring attempt of Mr.Kruger to substitute Dutch for British control in internal South Africa would not bave been made had he not relied upon a general outbreak in Cape Colony.Amid the many outspoken statements made by Mr.Chamberlain since his armval upon the scene of the recent war none have been more striking than lis allusions to the serious view which the lume Glovern- - ment takes of the preremt attitude of the larger section of the Dutch politicians in the Cape Colony; When iy Opposition it was a Liberal principle that the by-elections should be brought on promptly and in the order of the vacancies occurring, as is done in England. In power the Liberals have no regard whatever for this principle.A batch of by-elections was brought on some weeks ago.Now the writs have been issued for another batch, North Grey, in Onturio, and Two Mountains and Terre- bonne, tn Quebec.ull Liberal seats. The writ for North Ontario, where Hon, Mr.Foster pu been nominated by the Conservatives.1s held back.‘The reason given 18 that the time is inconventent for the men in the woods, but if this ts applicable to Nurth Ontario more than to the other constituencies, which we do not believe, there Is no good reason why the writs for the other constituencies should not have teen delayed till the time was convenlent for all.Terrebonne, Yor instance, has been practbcally unrepresented for two years, and woyld have stood the strain for a week ur twy longer. The true reason 18 that North Grey, Terrebonne and Two Mountains are Liberal constituencies, while North Ontario is Conservative, FONDS OK STOCK?(Toronto Sun—Ind.) It had been announced from several quarters that the ald required by the promoters of the Grand Trunk Pacific would nut be in the form of a subsidy or or land grant.but would take the form uf a Government guarantee of bunds. The bonds issued by a rallroad are In- viriably sceured by a mortgage upon all its property ; hence, if the Government guaranteed the bonds it would, in the event of having te make j(s guarantee good, be entitled to take over the line and equipment under the mortgage A leading journal now proposes that the Government become not «a guurantor of the company's bonds, but a holder of ity stock. The difference between a bondhoid- er and agtockholder is à striking one.The bondhaldgr of the Grand Trunk Pacific wduld hol a first mortgage on the road ; next in order would come the creditors with claims unsecured by mortgage .last of all would come the stockholders, whose interest in the roud would be subject to the claims of all its creditors. The proposal now made amounts.then, simply to this — that the Government, instead of ranking first on the assets of the company, should rank last.In fact, it would not he a creditor at all.Its prospect of getting anything back would depend upon the road becoming a dividend paying concern.* .I VV VU EV CW WW WON Oe A WEEKLY TOPIC.Pr PN pra re nt Mntto for the Week: We often fui! because insteud of touching February 7.- The Cabinet met yesterday to discuss the busmess of coming parliamentary session. It x tolerubly easy tlus year to forcast the chicf features of Tegistative programme to be embodied in the bill. All three men hive mere hiberal views about Ireland and its ddis- tress than they are usually credited with, and in Ireland it is fully believed that the Lill as drafted is a good one.The land purchase candidate, Dr.Keignt- Iv.has been beaten in South Autram bv 4,561 votes for Mr.Craig, Unionist, to 3.615 and the English Unionist press is joyful over what is regarded as a big defeat for Mr.T.W.Russell.leader ot the compulsory land purchase movement. The leader writers of the English papers overlook the fact that it was the vote of the Orangemen in Belfast and Listsuru, who are pot interested in the land ques tion, that turned the scales in favour of the Ministerialist candidate.Mr.Russell 18 not disappointed. He secured the bulk of the farming vote, and is more determined than b
