third of the entire civic electorate because of imsbility to pay the rates, is arousing much interest in CIVIC circles and throughout the city generally.As will be seen by the following inter: views many members of the City Council think the city is in duty bound to lower the water rates, and to make a profit on other things rather than water.Ald.Carter, a well known lawyer, anid a member of Council, who has given the water rates question much consideration, says: \u2018I think the Star is right in endeavouring to get a reduction of the water rates.It w quite evident the rates, at present, bear very heavily on small housebolders.If it 1s necessary to charge a high price for water those who are using it for manufactunng purposes should be called upon to shoulder the burden.In ro on, the city 1s charging house- olders more for water than what manufacturers are paying.On the Iace of it this.is not just.f know the city badly néeds reventie, but I think the taxes could be distributed in a manner that would prevent the making of a big profit on water.\u201d ADMITS WATER RATES ARE HIGH.\u201cI admit,\u201d said Ald.Ekers, a member of the Finance Committee, \u2018\u2018that the water rates in Montreal are high.At the same time what can the aldermen do to get in sufficient revenue 3n order to properly administer the needs of the city\u201d It\u2018 might be possible to get landlords to pay the water rate and collect the same from tenants.This course is pursued in many cities; at the me tme tenants would be paying the tax just the same but in monthly instalments.1 do not say it is unpossible to remodel the taxes in a way that the city might afford to lessen the price of water.The whole project »s one that would require careful consideration.You see the people are kicking against the condition of the streets, and now we are getting applications from the schools for an increased grant for educational purposes.Nevertheless if we can find a way to reduce the water rates I will as ust in every way.\u201d RATE IS ILLEGAL.Ald.L.A.Lapointe : \u201cCertainly the water rates should be reduced.It is a preposterous thing that the corporation should make a quarter of a million of a profit every year on water.The Star was right when it said that Mr.Roy, consulting city attorney, gave an opinion to the effect the city was committing an illegality in making a profit by selling water.It was I who asked that an opinion be given on this subject.There were other city attornevs who did not concur in the view of Mr.Roy.but I believe he is perfectly correct in his decision.Those who favour the present high water rates contend that a lot of the profit, made on water, has to gn to paying off the interest on the debt for the building of the water works.This sounds all right.but it is only a matter of sound.It is true the debt for the establishment of the water works has not been paiu off vet.But what is the reason?I will tell you.The aldermen instead of taking the huge profite on water and paving off the de ave been spending the money for other causes.I say that if.since the erection of the water works.we had tried to pay off the debt.by the profite which have been made, we should owe nothing for our water plant to-day.Owing nothing for the plant we should be in a position to rell water very cheaplv.If we go on as we have been doing the debt will never be paid off: the result will be the continuing of the big water rates.Just think of disfranchimng an entire third of our citizens because they cannot pay fancy prices for water! The Star is certainly right in its campaign against this injustice.\u201d SHOULD TAX OTHER THINGS.Ald.Nelson: \u201cYes, I think the water rates should be reduced.That the city needs all the revenue rt can get in.goes without saying.What the aldermen should do is to tax certain things which to-day do mod pay a cent of revenue, and which aré taxed in other towns, For instance.it would not be a hardship if a small tax was levied on those who are handling stocks.Why should not a man who is engaged in handling stocks mot have to pay something towards the city\u2019s support the same as the man who puts his money in real estate?I am a business man myself, and know that capital more and more 18 being invested in stocks rather than in real estate; it is a good business move, men like to escape taxation as much as possible.I do not think it would be a very gredt hardship either if there was a slightly increased tax put on real estate.Then, if the revenue 8 to be increased and the water ratea decreased, there should be something done to lessen the amount of ex property in the city.It is no wonder we have not sufficient momey for administration when we are good enough to exempt forty millions of property in the city from taxation.In bref, I think if the taxes were remodelled the city wand be in a position to lower the water rates.THE PROBLEM OF 'ADMINISTRATION.Ald.Lariviere\u2014\"If we reduce the water tax we are at once brought face to face with the problem of how to get sufti- ciegt revemue to administer the affairs of the city.At the rates reduced if some feasible plan could be thought out.It might be possible to levy taxes on certain thingy \u2018which go untaxed at the present Ald.Walsh\u2014*]1 certainly would like to vee nt action in the Yaar rates; at presen ar very heavily on e people.In pearly all cities wate is Told at cost; this should be the case in Montreal.I am also of the opinion that it might be possible to make a redistribution of the taxes in a way that would result in making it possible for us to reduce the.of water.\u201d Sadler\u2014\u201cIf an outside company was charging as high for water as the as to the efficiency of the Fire Department, and as to t fire apparatus connected with the deyert- .Some time ago two extra fire engines were ordered.One of these has just arrived.Mr.Champagne, boilèr inspector, stated to the committee that the fire engines mow belonging to the department would give the city a total pumping capacity of 8.000 gallons a minute.n- tinuing, Mr.Cham said: In the opinion of .Champagne the big ines should have an assistent engineer; also thought two engines should pump for the water tower instead of one.A pew captain was appointed to replage Captain Bishop, of No.13, who is retiring May lat.The fortunate man is C.Carson, foreman of No.10 ladder.Fireman Arthur Mann was unanimously promoted to be foreman.A delegation of carriagemakers was heard.They wanted the city to abolish the shops in which the apparatus of the department are repaired and constructed.Chief Benoit was not of this opinion.He informed the committee better work could be done in the shops than the commission will not be a unit as to a policy, as hardly any two men who have studied the question to any extent can now be found to altogether agree upon it at the present time.À canvae of men well known expert on inland water ways said this morning that to his mind the great need was the deepening of the Welland canal from 14 feet to 20 feet.\u201cThis,\u201d he said, \u201ccould be done for twenty million dollars and would allow of grain carriers of a very large mize coming down as far as Prescott, where the grain would be transshipped into the smaller craft auitable for the lower reaches of the St.Lawrence canals.It would be ure- less trying to deepen the canal below Prescott to twenty feet.and, further, it would not pay to lock the larger Jake vessel further down owing to the necessarily larger number of locks in use.A ROSY CALCULATION.\u201cWith the Welland Canal deepened, 1 calculate the rate from Chicago to Prescott at 11-2 cents per bushel, as against one cent from Chicago to Buffalo.This would place Montreal out of all reach of competition for the rate between Prescott and this city is lower than can ever be expected between Buffalo and New York.The whole trip \u2014 Chicago to Mont- real-\u2014could be made for less than four cents per bushel, while the route via New York would cost anywhere from 25 to 50 per cent.more.\u201d ; This gentleman went on to scene, which is particularly gond, while Mr.Brymner has upon the walls a number of pastels and water colours which are worthy of more than a casual glance.Among them is a Venetian water colour, painted while that artist was visiting Venice last year: another is a small head in pastel, and a third.a good siped water colour of a young girl, the same being a pinkish effect.Mr.R.G.Mathews has a full length paste] of the Countess of Minto, a pastel and crayon of Lady Eileen Elliot.a crayon of Mark Hambourg, mussclan, and a pastel of Zelie DeLusson.Mr.Mathews\u2019 work is attracting a great by Clarence Gagnon.The effects produced by the red, yellow and gray are extremely good, and altogether, the work fs most praiseworthy.SIX HUNDRED INTENDING SETTLERS LEAVE FOR WEST.Another special train of twelve cars left the Windsor street station yesterday with six hundred intending settlers for the North-West.They were pretty nearly all English and Scotch, and were a superior class of
