Miss Honor Morten, who was a member of the London Educatiorr Board; Mr.Percival Clarke, Aldermen J.Sut.cliffe, Captain Bramch, Mr.Colling Wells, Mr.R.Bentick, Mr.E.Bramwell, Captain Branfill, Mr.J.G.Allen ct Croydon, and Mr.Peter Cockrino.ENGLISH COMMERCIAL CONDITIONS.The Members of the party chatted to the Star of the conditions that existed in’ England, both commercial and political, at the present time, although it was -a noticeable fact that there was à disinclination on the part of nearly all of them to discuss the great political question of the day—the fiscal policy, the pro- changes thereto.Colonel Sadler said that he was ‘Ty anxious to sound the feeling of Canada op the subject, and he was making the trin with this end in view.He was extremely interestod in the labour question aod would also devote some ume to the study of Canadian conditions in this re spect.Colonel Fadler sits for Middles- boro im the British House.Another member of the party scen hy the Star was Mr.Cumming Macdona.Mr.Macdona is the member for the Ro- therite division, one of the London constituencies, and is a staunch Unionist. He discussed the fiscal policy with more freedom than the others, and had a graso of the subject that made his iews 1-ter- Me Macdona, in reply to a query, gave it as his opinion that the .ecent ol: tion in Argyleshire, won by the Liberals was fought on local issues purcly, an could not be construed into a verdict of the le either for or against the prop scal changes.Mr.Macdona is going into the question exhaustively with eading Canadians, and will return to Eogland with a clear conception of th: preierential tariff from the point of view of the colonies.AGRICULTURE DECREASING.In regard to the industrial conditions .that pevailed in England at the presen time the members of the party were mo disposed to talk. The general opinion expressed in the general conversation was that one of the remarkable changes that bad come over the social conditions of England, was the exodus fom the country into the .big.ufacturing centres.Tiling the nds way an oceuvation that + was fulling into disuetude rapidly. It was impossible to get men to work on the arms, and agriculture in England seemed to be under a heavy cloud. The harvest Six of the prominent members, photographed ‘ori board the Dominion by t.there are Lord Lyveden, Sir Edward Clark, K.C.ughty, M.P., and ‘Mr.Pereival Clarke.ing from left to ri Sadler, M.P., Mr.was being gathered when the members of the party left E nd, and it would be urdoubtedly one of the worst harvests for years. The westher has been all against the crops and there was a feeling of discouragement in rural England.Veering round to politica again the possibilities of a general election in the near future were discussed, and the opinion of Mr.Macdona and others seemed to bp that an appeal to the country was one the “things that could not be delayed long. The Education bill would cut an important 4- gure in the coming elections; and there was infense fecling ‘among ibe Noncon- fermists who formed such a large portion of the population of the United Kingdom on the matter of Education.Lord Braye, who, after Lord Norfolk, \\ is one.of the leading Roman Catholic peers Of the realm, is a typical English nobleman.Unhke the majority of the party, he was averse to talking for publication, but intimated that One of the objects “of his visit was to try and interest the leading Roman Catholics of Canada in the effort being put forward in England to have the oath of accession changed. It will be remembered when King Edward took the oath there was considerable discussion in Great Britain regarding the wording thereof, and the reference therein to the Roman Catholic religion.Lord Braye was one of the prom- ment Englishmen who took part in the endeavours put forward at that time to change the wording of the oath, and although not successful there is consider able agitation going on in England at the present day to that end.Lord Braye pressed regret that the party was such x small one, as it was confidently expected that at least fifty members would be able to make the journey.party is, therefore, small in numbers.but large in anticipation, and each member is looking forward with pleasure to the coming tour through the length and breadth of the Domimio:, The British Parliamentarians paid a visit to the City Hall to-day and were received by the Mayor, Alderman Robertson, er, Payette, Robillard, Couture and others.Enquiries were made by the guests as to the mode of administrating the city's affairs, and the explanations were listened to with much attention.wag of the opinion that the” desired Ne « THE BRITISH PARLIAMENTARY PARTY.) , a Stan photographer. In the first row, read- , and Mr.Macdona, M.P.; Salonica, September 1.—Eternal vigil: supe ig the price of life in almost every section of Macedonia. The situation among the races ie vo complicated that Bulgar- jans, Greeks and Turks alike are unable to distinguish friends from enemies. In some Jocalities the Bulgarians and the Greeks sre fraternizing against the Turks. In other districts Greeks and Turks are banded against the Bulgarians, so in still other places Bulgarians, Greeks and Turks ap- peer to be mingling in mutual sympathy with the Turkish civil and military authorities, informing them of the designs of the revolutionists.Oppression has been the lot of the whole pouplation of Macedonia and the people cannot be expécted to be forever submissive, The disaffection of what seems to be a small element 2mong the Turks has ercouraged a group of revolutionary Ottoman leaders to start a secret campaign of sedition.A manifesto 13 being circulated detailing the evils of the Sultan's rule and requesting the Turkish inhabitants of Macedonia to cast in their lot with the insurgents.“Only thus,” runs this appeal, “can the Macedonian Mussulmans ever know liberty, just laws, pure administration and tranquility.Macedonia, with autonomy un- "der European control would pass out’ of the realm of chaos into the realm of order, and men, women and children could lie down to rest at night unaffrighted by the spectre of massacre. No Museulman peed fear that such condi tions would entail violations of the Ma- hemmedan religious conscience. The suzerain powers would guarantee civil and religious liberty.” These appeals, though aimed ai minimizing the trouble will probably bave the effect of producing a new ferment into the situation and of increasing the general anxiety. The consuls of the foreign powers are particularly disturbed by them since they fear that once a considerable body of Turks decides to aid the insurgents the assasination of consuls may be favoured as certain to provoke European intervention.WAR 1S IMMINENT.Sofia, Bulgaria, Sept.1 — Both in official and revolutionary circles the opinion is freely held that war between Turkey and Bulgaria is imminent, and can be averted by nothing short of a miracle.H is not expected that either Government will formally declare hostilities, but that the prevailing conditions will force on war, There is no question that large num- | bers of insurgents have recently crossed |.the frontier. An extensive outbreak in Northern acedonia is possible. The Autonomy prints a telegram from Constantinople, declaring that the Sultan, influenced by the counsels of Germany, now favours war with Bulgaria. The Furks bere, however, take an optimistic view, asserting that there is no danger of a war, as Turkey does not desire one, and Prince Ferdinand and the present Bulgarian Government are not in a position to force hostilities. The Bulgarian agent at Uskub reports that the detachment of Turkish troops sent to garrison the small towns in that vilayet have spread destruction along their routes, the villagers have been robbed and beaten, the women violated and the Christian population subjected to every conceivable outrage, while the local authorities appear to be hopeless to stop the atrocities. At the village of Drachevo.six miles from Uskub, the soldiers attacked all the peasants, without the gendarmes interfer mg on behalf of the latter. The Bulgarian agent specifies similar excesses in many other villages, and the position of the Bulgarian residents 1s reported to be terrible, as the cruelties committed by Turkish authorities exceed all limits.TO AWAIT EVENTS.Vienna, Sept.1—The suite of Prince Ferdmand are strongly against his returning to Nofis at present, aud they have recently formed, the amount pledged by each and the sum each has pald, and also to learn what action the company has taken in connection with the contract.Mr.Miller and his friends are sald to represent upwards of 20,000 shares of the company's stock.MONEY OUTLOOK.—Twenty-two clearing house institutions are to-day below their legal reserve, loans stand at the highest volume for this date on record, the banks are fast losing money to the Treasury, and the interior currency movement fa turning aggjnsp them, says the New York Post.” ‘ Monday's Bub-trea- sury return gives a loss to the banks of $208,000 since Friday, against a gain of $973,000 reported by them during the same period last week. This showing was in part due to the movement of currency to New Orleans.which threatens to continue longer than usual this year, owing to the unusual conditions obtaining in the cotton market. In this connection it in significant that the first faflure to oc- our in that market since the present movement began was announced Monday.-Whether this is indicative of the turn that must come ere long, depends on ae- tual trade conditions. But the market continued excited and feverish throughout the trading, under a heavy volume of business.R.R.STOCK SHRINKAGE —The New York Sun estimates that in 1893, on a capitalization of $4.668.000.000, the market value of United States rallroad stocks shrunk only $1,300.000.600, against a shrinkage this year of $2.650,560.00) on a capitall- ‘gation of $6.024,000.000.On the basis of representative issues rallroad bonds In 189 shrunk $567.480.000 as aeainst $500.430,000 this year. This makes the total shrinkage in 1883, a year of widespread financial trouble, $1,900,000 and in the few months of this vear $3.150.000,000, Dow.Jones & Co.issued a bulletin estimating the loss In market value upon thirty-seven railroads at $1.121.537.320, and on thirty-one indus- trials at $836,537.966, a total of $2,008,075.285.ed States Rapid Transit Company, which controls Manhattan.was not credited.Interborough stock on the curb was scarcely affected.only a small amount coming out ut a fractional advance.N.Y.STOCK MARKET.—The floating supply of stock in New York is apparently small, and the demand in the loan crowd would seem to Indicate that the short interest is still fairly large, and a strong bull leadership could force a further good rise.Until active interest is manifested by the public and the larger interests take hold, however, the market is likely to fluctuate within narrow Hm- Its.The threatened labour trouble on the B.and O.and the reports of rate.cutting by the Chicago Great Western are unfavourable factors.but are not likely to have much effect in the present narrow speculation.SMALL BANKS POPULAR.—A little over three years ago Congress authorized the organization of banks with a ca ital as low as $25,000.Since then there have been organized In the United States 1,065 such banks, of which Texas has 128, nearly one-eighth.There have also been organized in that period 576 banks with capital of $50.000 or over, and of these Texas has fifty-three, or nearly obhe- tenth.More capital went into minimum capital banks in Texas alone than in the twelve other Southern States.‘‘Theae facts indicate two truths,~ says the El Puso Herald, “First that capital is not afrald of Texas, and.second, that Texas has vast capital available for its own uses. Each little benk is something of a guarantee of stability and good sense In financial and commercial affairs. The street.when th® use of the label will be granted to a firm in the city employing in the neighbourhood of 1,00 hands.Co EH + sk EE EE OR SOU TR The proposal to create the position of city architect does not meet with upam- mous approval among .be arcaively ef the city.; The impression seems to prevail that the city would not be disposed ts pay a really first class man, and uniess this is done, the cost to the Corporation would likely become higher than it is at present for uty architects.; Severul alternatives are proposed in the interviews which have been given to the Star by architects in the city.MR.W.E.DORAN.Mr.WE.Doran considered that the cost to the city would be as great av it is now.i an architect is appointed, he will have to have a staff. That stafi will be idle a good part of the time, but wil) have to Le kept on and paid.Besides, the city will hardly secure a first clos man for such work, and when a high class building is 10 be erected the contract will have tu go outside of the city office.“I would suggest, though, while 1 am on the subject of city buildings, that the city employ a man, not necessarily on architect, but a good tradesman, to look after the buildings in the city.If such a man were kept and took care that whenever anything goes Avrong it would be repaired at once, much expense would be saved the people of this city, for the proverbial stitch in time would stop big con- trects for repairs.” MR.LUDGER LEMIEUX.Mr.Ludger Lemieux.of Macduff and Lemieux, considered that rt would be a good thing, from an aesthetic point of view, to have a city architect. This would secure uniformity in the buildings erected by the city.To-day one architect affected one style for a fire station.while the station next to it was designed in an entirely different style by another architect. It might be better to give the work to] an office in the city for a certain fixed price, although the members of a firm were likely to change often and the homo- genity in style would not be preserved.Of course the same thing might happen with the man who would be appointed by the city.If an architect is appointed, a good salary will have to be paid to get the best man.MR.MACDUFF.Mr.Macduff, of the game firm, shared bis partner's views to a large extent. If amavis lo pneu over à IS OWN STAFF ARCHITECT Propo Does Not ind Boron ote Eyes of All Mont ithe city pail a sufficient salary to secure a first class man it would be a step in the right direction to appoint such a man, If an architect were appointed by influence instead of by merit, the move would be a bad one.At the present time the work does not always go to the best architects, because it is secured by influence. If the city confided the work to a good firm of architects in the city, leaving them free to take in other work, they would gain by it in more ways than one.Not only would it cost less than paying architects’ commis- missions, but an architect who had no interest in commissions would advise against the drawing of unnecessary plans, such as often were made under the present state of affairs.MR.8.A, FINLEY.Mr.8.A.Finley, of Finley and Spence, said: ‘1 do not believe the city will be willing to pay the salary necessary for a first-class man, and if they did I do not see that it would cost the corporation less for its architects’ fees than it is paying at present. They could not get a firm to do the work at a fixed price, as that would not be allowed by the Architects’ Associ ation of the province.“I believe, however, that it would pay the city to engage a first-class architect in an advisory capacity. He need not draw the plans and superintend ths work on all the city buildings, but sthe plans would have to be ‘submitted to his supervision, and he could direct the architect who is charged with the actual work. This would make for uniformity in the civic buildings, and at the same time would prevent much useless expenditure whic is made at present.4 = THE BUILDING INSPECTOR.The building inspector is submitting a statement to the aldermen claiming that it would be cheaper and more satisfactory if he were given a couple of avsietants and allowed to do architects’ work for the corporation. It is not certain whether or not this proposition will be relished by the city fathers. At the present time any civic committee can give out corporation work and employ an architect for jobs not exceeding five hundred dollars.Beyond this amount all corporation work has to get the approval of the City last week, but it is fully up to last week's performance in quality.“The Fisherman's Daughter” tells a pretty story fairly well, but the story of the play after all sinks into insignificance compared with the clever work displayed in the specialities introduced by that old Montreal favourite, Miss Hilda Thomas, and Mr.Lou Hall, who is making his second appearance here under such favourable auspices. As Tom Tolliver, the unsophisticated but loving rustic, l.ou Hall gives a performance entitled to rank with the best.Never for a moment does he lose sight of hig role, and his very appearance in the last act is enough to produce uproarious laughter, while his antics and his songs were applauded and encored time and time again, while the crowd laughed so much that tears were running from all eyes.Miss Thomas proved fully up to her old standard. Her rendering of Maggie Manley was natural and skilful.while her clever impersonations of amateur eoncert singers were fully up to frhat was to be expected from the reputation which Miss Thomas already possesses.The.singing of the male quartette in the third act was very much admired.and.they too, had to respond to several encores. Some parts of the Fisherman's Daughter strongly suggest ‘Shore Acres’ and the characters of (apt.Ben Mauley.the old sait.which was particularly well taken by Mr.Alf.H.Hastings and Abner Parsons, another of the same variety, by DURING THE WARM WEATHER Even during ithe warmest.weather An: gier's Petroleum Emulsion is pleasant to take and agreeable to the stomach. For this reasop S'Manthy was fully up to the standard.Frederic Jarvis made a manly and ardent lover for Maggie, while the warm-hearted gentleman, Dr.Grigg, was well impersonated by Mr.L.Palmer Yeoman. The scenic effects aided mot a little to secure the enthusiastic approval which the performance received. The sight of the moving waves and Maggie's arrival in a boat were greeted with applause, but it was the scene when Maggie braving the villain and his accomplice climbed the hghthouse tower and lighted the lamps to save her lover's life that the portion of the audience, which occupied the higher regions, let themselves loose. The performance tlwoughout is clever and amusing and full houses should greet the com pany throughout the week. The Theatre E Francais.Lincoln J.Carter's famous old melodrama, “The Heart of Chicago.” is at the Francais this week with a cast quite equal to giving it a presentation ade- uate to please the Francais audiences.he fire scene, the fire engine, and all the other scenic and mechanical features worked smoothly and were loudly applauded, while some of the company were almost as well received.“The rcar of Chicago” has been seen many times in Montreal, but there is good reason to believe that its reception this year will bc as successful as in the past. The Royal. The Royal has another very good enter tainment this week in the Fay Foster company. They prerent a three-act musical farce-comedy called “The Dancing Missionary,” the title role being played by Walter Terry, a comedian whose legitimate comedy, places him far above the average burlesque actor. His eccentric dances are mew, and .they deserved all the recalls demanded. The Crawford sisters dance to Hiawatha” music, in jig time, is one of the best features. Then there is the bicycle act done by Mosher, Houghton and Mosher. In many respects it is the most daring and entertaining act of its kind that Montreal has seen.Jaw- rence Crane is as amusing as ever with Ty slight of hand work.Yule, Reno and Symonds are singers worthy of much praise. The production as a whole is much in advance of last year's burlesque and vaudeville shows, and it looks as though the association which now judges such shows on their merits is doing good work.In this case Mr.penbeimer bas arranged a neat, clean ormance:.some of the chorus work, Rant effects, costumes and scenery being good enougn for far more pretentious entertammments.Sohmer Park, For thé last week of the summer season the manegers of Sobmer.dl’ark.j arra one of the best bills they nave - way: “Twice during the summer months my baby was taken violently ill and was very slow getting over the attacks. His former diet of cow’s milk aloge ceased to agree with him, so I combined it with an expensive infant’s food, but he soon became very much constipated.“Then I shifted to Grape-Nuts food and found that this was just what baby needed, adding it to his milk after softening in hot water.Baby has thrived upon this food and je now healthy and strong and chubby as any mother could ask, which you know is saying a great deal.“It did not take me fong to find ont that a saucer of Grape-Nuts and cream is just what in needed by the tired nervous mother, and I have also proved to my own satisfaction that when the children are old enough to chew Grape-Nuts it is far better for them than oatmeal or any other mushy foods, for it develops their teeth and helps their digestion and their minds seem much brighter and more active too.Truly here is a wonderful food
