Manchuria Is Contracting Daily, and Their Position for a Battle Steadily Improves.Tokio, June 29, 3.30 p.m.—It is unofficially reported that the Chik-Wan- Shan, Chit-An-Shan and So-Cho-Shan forts, south-east of and part of the Port Arthur defences.were captured on Sunday after an ali-day fight, beginning with an artillery duel.80-Cho-Shan, it is added, was first eaptured and the other forts fell soon sftarwards. The Russians retreated wast, leaving forty dead or wounded."The composition of the Japanese force has not been ascertained, beyond the fact that it is said to have consisted of all branches of the service. The Japanese lost three officers and a hundred men killed or wounded and captured two guns and a quantity of ammunition. The officials here do not confirm the report.BRITISH EXPERT EXPLAINS SITUATION.Special to the Montreal Siar.London, June 29.-Spenser Wilkinson says: “‘“Kuropa‘'kin's official telegram of June 27 illuminates a campaign which is now nearing a decision. The Japanese on Monday were In a position to advance from the east of Liao Yang with something like §0,000 men and to move with one hundred and twenty thousand from the line of Kal Chan and Ten Shiu toward the Nine of Tashihchia-Ohsimacheng.The time during which Kuropatkin can etrike one of the emeny's armies, In isolation, is now reduced to a few days. The Japanese front, which a week or two ago stretched from Hai Yen Sien to Sellsze, nearly two hundred miles, was on Sunday reduced to half that length from Ta Tien to Kal Chau, and as each army moves forward this front is reduced. But which force is Kuropatkin to attack? He dare not advance to the south lest Kuroki should meanwhile destroy the railway in his rear and take position astride his line of retreat; but if he moves off to attack Kuroki the Japanese may either move over the mountains to re- inforee Kuroki or attack and destroy the Russian rear guard.“It is jost possible that the many movements of Japanese troops reported by.the Russian right -ving-ere-in the nature of a decey to keep Kuro- patkin near Lai Cheng until ready to! make a decisive move, for the Japan- plan is to attack Kuropatkin’s left rather than his right and drive him south rather than north, but the same result would be obtained if, while he Is attacked and held at Lal Cheng dy the Japanese left wing, the Japanese right wing should take Llao Yang or mow down Kuropatkin’'s rear.” RUSSIANS AWAIT THE NEWS.St.Petersburg.June 29, 1.30 pm.— The whole city is awaiting with breathless interest news from the opposing armies in Southern Manchurla, grappled in the decisive battle of the campaign. But those fully appreciating the almost impassable country through which the Japanese columns are advancing and the difficulty of moving large bodles of troops into position hardly expect the battle to begin in earnest inside of several days, although admitting that heavy fighting between the advance forces may now be in progress. The papers, with the exception of the army organ and the Novoe Vremya, are unanimously of the opinion that a pitched battle 1s now certain. The former Is silent on the subject, which may be significant, especially as General Kuropatkin's movements are shrouded in mystery. The Novoe Vremya says: “The time for strategy is passed. We ar» now on the eve of tactics. Not knowing the exact position of our forces, we cannot state what General Furopatkin intends te do.It is possible he may consider it untimely and unprofitable to enter upen a decisive engagement -¢ all His forces in which event, while engaging the enemy, who is pou:inz troops down upon him, he may retire northward to met his reinforcements.” The tone in both public and official circles has greatly improved, The report that the Port Arthur squadron thas successfully put to sea and that no ship has actually been sunk seems to have removed the despondency, and developments by land and sea are looked forward to with Increased cheerfulness.Confidence is manifested in the influence the navy will have upon the campaign, and many people are inclined to attribute the Japanese pre- cliptancy to get at Kuropatkin to the fact that the squadron at large threaten: the Japanese armies’ sea communication.fipécia’ ‘espatches say it was Major.General Mistchenko's division which has been engaged in constant fighting in the vicinity of the mountain passes over which the Japanese are advancing.COUNTRY ALMOST IMPASSABLE.‘One despatch says the country in almost impassable, Mistchenko retiring only when the enemy appeared In overwhelming numbers. The eorres- pondent considers it doubtful whether General Kuroki will advance all three columns, as this would disunite his force-.He lea more likely to push home bis attack from Siu Fen upon Ta Tche Kiao, exclusive of General Oku.The correspondent figures, that Kuroki has 70,000 troops, the Japdpere commander be!ng im personal command of 25,000 men at Dalin Pass Genert1 Kuropatkin has issued an army order.insisting on the kindest and mos* humane treatment of Japæn- ese prisoners And wounded, notwithstanding tue tales of atrocities com- mittel dy .ne Japanese, The order, which directs that the same respect and honours be paid to the brave foes as It they were Russians is most fav- oradbly commented upon by the Novoe Vremza, which says SAYS JAPS ARE SAVAGES.…‘’Fhe Japanese apparently are un- _ able tb restrain their ipstincts. As ‘ 154 the miltary operations develop and our reverses multiply they seem to become more savage.God grant Japanese ba-barisn may not influence our sol- dlers to give way to feelings of ven- gealjce, but that they will preserve the good reputation which always has distinguished the Russian soldier.” The Emperor to-day inspected the condition of the ships of the squadron destined for the Far East.High Admiral Grand Duke Alexis, Commander -W.P.Buncomb, of the Churc was given to submerge the boat without first properly closing the manhole. The result was that the vessel sank CHRISTIAN CHAPLAINS FOR JAPANESE ARMY.lal to the Montreal Star.Toronto, June 29.—The secretary of the Foreign Missions Committee of the Missionary Society of the Church of England in Canada, Rev.F.H.DuVer- net, has received word that the Japanese Government has given permission for twelve Christian chaplains, six English and American and six Japanese, to go with the armies to Manchuria. These are to receive officers’ tree Montreal Star Correspondent, Tokio, June 29.—Fierce fighting took place in the rear of Port Arthur Sunday, June 26.A simultaneous attack was made by the Japanese troops on the hills, which were strongly fortified. After an overwhelming bombardment the Mikado's men advanced and drove out the Russians.Gen.Kuroki has been equally successful in his advance on Kuropat- kin's position.Finding Fen Shui Mo- tien ando Ta passes not very stubbornly held, the Japanese took possession of them and thus won the mountain ridge covering the general position of the Russian army betwen Liao Yang and the sea.Surprises attend the operations on both sides.Hap- plly for the Japanese, they are always surprised at Russian weakness; whereas the Russians are always surprised at the Japanese strength. The Military Council never expected to capture Fen Chui Pass at the small cost of 100 casulalties. It regarded l'otien Pass as probably too strong to be taken except by a flanking movement on a large 8 Ta Pass appears to have fallek without serious fighting. These velopments under ordinary clrcumstan would leave no doubt that General Kuropatkin appreciated the necessity of a comprehensive retirement, and would convince the Tokio authorities that he felt able to accomplish the operation without subjecting his eastern and southern outposts to heavy losses. The Japanese, however, have grown to reckon'all Russian ‘rateæy as Indeterminable. They think General Kuro- patkin mhy still cherish some of his original contempt for the Japanese, and may gather his forces about him for a desperate struggle In the relief of Liao Yang and Hai Chene Before such a battle is joined the Mikado's commanders will endeavour so to contract and strengthen their encircling arc as to defy any attack in.force on some particular point.…- z Yap vl Vessel on the Rocks.Che Foo, June 29, a p.m—Chinese arriving from Port Arthur report a large vessel, presumably a ‘Russian vessel, on the Briton.who knows that the Colonies exist and ia satisfied with his knowledge, is aecus- tomed to do.: SHOULD REVIEW OUR POSITION.“It is time.obviously time for us to review the position of the Colonies and the relations between us and them.If we do not make an effort sow to understand them better and to make them understand us better, we shall find that it is too late.and the undoubted fact that they will find it too late also.and that their loss may be greater than our own, would be poor consolation.NEED TO HEED CHAMBERLAIN.“We have as a nation to go to the schoe!, to which were dark days for the little band of British soldiers that were forcing their way slowly toward doomed Khartoum.Surrounded by an enemy whose numbers were constantly being augmented, harassed by night attacks, and forced to fight altpost foot by foot the advance made during] the day, the column found its movements more and more hampered by ita ever-increasing number of wounded men.Nothing was to be galned by taking them through the perils and difMcul- ties which must be surmounted before Khartoum was reaghed and much might be lost by the check their presence placed upon rapid movement. It was accordingly &ecided, after mature deliberation, to send a small convoy and the wounded back .0 Gakdul Wells, where not only would they be sale, but also in a position to receive the careful attention many of them needed. That it would be a perilous trip, no one dwled, and that the little body of soldien who accompanied the wounded would be able to do little more than sel their lives as dearly as possible if the Dervishes got wind of the expedition was equally beyond question. The command was given to that young Cappain who had already d's- tinguished Mmself by his courage and ingenuity ak death of Gordon, with its consequent derangement of plans and necessity for daring de- spatch-riding through a country where Mahdists were everywhere present.Again Lord Dundonald volunteered for this dangerous duty. After a ride in which death in its most horrible forms confronted him at every turn and bank, he safely reached General Buller, who, in turn, forwarded the news to Korhi, from whence the whole civilized world learned of the massacre. The strain of this last ride, coming after the hardships of a protracted campaign, and the extra exertions and responsibilities he had tal ken upon himself, brought on a dangerous attack of fever from which Lord Dundonald was long recovering. For his services, however, he was made a brevet Lieutenant-Colonel for dis- tinguisbed service in the field, and received the war medal and the Khe- dive's bronze star.1904.OUR FINISH LASTS.8222awti MANUFACTURERS HIGH GRADE ELECTRIC FIXTURES.Gr St.SULPIOE ST & boating, tennis, etc.Ties.Tie bow effect to the twenty years’ .ontract with the Montreal Light, Heat and Power Company for lighting the streets and to the awarding of the contract for the construction of À fire station in the north ward.: According to the former contract, which terminates the long legal battle between the municipality and the Cjti- zens' Electric Company, now controlled by the Montreal Light, Hest and Powe.er Company, the town will have 70 are lamps of 800 candle power, bésides incandescent lights, costing $7) per an- num, with the benefit of such reductions In price as may be accorded ton ; by the town engineer: and Will pay a fine of 50 cents per night on each lamp, which fails to {illuminate during five (5) consecutive hours. All the company's property, budld! A plant, poles, etc.are exempt f taxes, and in return the town will have the use of its poles to support the wires of a fire alarm aystem. The company will have exclusive rights in the municipality and contracts with other companies are terminated.Councillor Gladstone asked the Mayor if there was any Hmit to the lue of the property which the company might hold in he town free of taxes? He asked the questiop because if there was no limit the company might du more extensive works than would be required for merely local purposes.Mayor Gelinas replied that no limit had been placed on the value of the propert® which the company might hold in the town.He did not think ft was necessary to limit the value because the Coupcil always had the right to tax all property.and it would b for the company to show that'’the ez- emption Trom taxes was claimed under the strict provisions of its contrac.) Missis- quoi, Is also in the camp at Laprairie. At revellle to-day, the drip of the rain on the tents was not at all an encouraging sound. The men turned out with a will, however, and there was great activity. Many of those in the camp were at Three Rivers in past years.and, so far as they comment at all, their comment is against the site chosen for this year's camp.as compared with the high.sandy ground of Three Rivers. The Laprairie common has been used as a pasture ground, and the cows are grasing in all directions even now.Pools of water were In various parts of the grounds even yesterday.but to-day the C are the rule.At Three Rivers, the sandy soll sucked the rain right in.The horses, too, have every reason to regret the change. The stables on the exhibition grounds at Three Rivers wers utilized during the camps at that spot.At Laprairie, temporary sheds have been erected for the horses. While these have been fairly well put up, they are, after all, only makeshifts.BAD ARRANGEMENTS.The quartermaster’s staff has been on the ground since Monday.Considerable delay was occasioned in putting up the tents by the faulty survey of the land for the camp. The front of the camp faces the river, yet the kitchens and offices were placed In that portion of the camp.instead of to the rear. While the kitchens have been moved back, the tents of the officers of each corps are situated next to the kitchens. The camp of the division officers is situated to the west of the general camp.some distance nearer the river, while the field hospital and bearer corps are ‘still nearer the river. The brigadier of the cavalry, Lt.-Col.Whitley, is quartered at the main entrance to the camp, in the centre, while the A.D.Q.M.G.Lt.>Col.Harkom, is across the road from him.The joke of the camp is the presence of two musketry instructors, Lieut.John Carion, RC.R.I., St.Johns, and Lieut.Septime Laferriere ,of the 64th Beauhar- nois, whereas there is no place to practice musketry, La this year, instead of at Three Rivers, the officers simply shrugged their shoulders, and declared there must be some reason for it.‘They Would not undertake to éx- plain the reason. The people of Lapral- rie, howevsr, are ‘not so reticent. It fe openly stated that Mr.Dominique Monet, M.P.for Laprairie-Naplerville, threatened the Government that if there was no camp In Laprairie this are supplied with good large ranges. This improvement is due di- rectiy to Lord Dundonhald.Last year at the Three Rivers camp he noticed that the 6th Hussars had a range, and having himself observed that the cooking was much linrproved thereby.he proposed to supply ranges to all the camps, to the great satisfaction of the cooks and the delight of the men.FIRST DETACHMENT.The first detachment to second.Dr.F.Pickell was ser- æeant of the Cowansville-Sweetsburg section, and he was about the only sergeant who had a full complement of men in his section. It was stated by some of his men that he had refused several young men who were anxious to come into camp with him.Nearly all the sections of the squadron aro well filled. The men are, as a rule, owners of thelr own horses, and are a fine body to look at.The natty unforms ject of favourable comment. The officers wore on thelr caps the Dundonald crest, which will be distributed throughout the regiment. The bright scarlet tunics, with the wide yellow stripes OR the riding breeches, presented a pleasiag contrast with the famillar and seryjce- able blue and white of the 6th, 7th and 11th Hussars. Most of the squadrons of the seveml regiments are considerably under strength. This i= not due in any way to lack of enthusiasm for the militia, but to the delay in starting the camp. The haying season is about on.The farmers, while they would like to take in the annual training, do not feel disposed tol sacrifice their hay crop.PERSONALS.CONTINUED FROM PAGE FIVE Miss Simms has returned from Wal- laceburg, Ont.Mrs, F.H.Mundle is
