session and last.The three public papers which have been suppressed are the Bialr memorandum, the petition in which Mr.C.M.Hays embodied his first proposition for a transcontinental railway, and the were not legally subject to the approval of the Minister of Militia at all.The Minister had properly no power except that of initiative in matters relating.to the expenditure of money.The military command and discipline of the militia rested with the commander-in-chief.Rut in any event how could a document be regarded as confidential when the man who wrote it asked that it de published > Even matter.Under such circumstances, the people were entitled to know what had happened and the reason, as a matter of fact the document was never treated as confidential, as the discussion clearly showed that it had been communicated to other than the members of the Privy Council.Another document which had been kept of the Grand back was the original offer Trunk with regard to the Col.Whitley's letters were referred to at all, they should have been produced.since it was quite clear that they were written by the colonol as to his superior and related to public affairs.The Government had Ordnance AON numbering 106.there are only 20 officers and 86 men.In the former (corps of Guides), one-third of the corps are officers.In my wretched imitation only one-fifth are officers.\u201d Lord Dundonald\u2014* The facts are that officers of the Corps uf Guides are only called and paid when required.Ordnance officers are permanently paid, and given pensions on retirement.\u201d \u201c What about the case of the 2nd Dragoons, and the minister's remark that on the 12th June Major Glasgow will be commanding officer of the regiment, etc.which called forth the observation from Colonel Hughes : \u201cThe minister (Sir Frederick Bordon) has yet to make the statement that Major Glasgow has properly qualified for command,\u201d and the minister answered, 1 make that statement deliberately.He is officially qualified.\u2019 ?\" \u201cThe truth is,\u201d Lord Dundonald remarked, \u201cthat Major Glasgow is not qualified for the command of the 2nd Dragoons.In the order passed by council, No.1, of January, 1904, the following paragraph appears: * No person shall be appointed or promoted to any commissioned rank or appointment in the militia, unless such person has the qualification which.from time to time, may be prescribed for such rank or appointment.\u2019 Mllitia order No.69, of March 23rd, 1904, founded on the above Order-in-Council, clearly lays down that majors who desire promotion to regimental command have to pass a qualifying examination.\u201d \u201cThe Minister of Militia states that General Hutton altered the situation of a battery some three years after the site had been selected by the defence committee, and that you further altered the site.\u201d \u201cThe proposed battery.so-called,\u201d sald Lord Dundonald, \u201cwas a small affair, and did not much matter whether the site was altered or not, as nothing had been done to construct the battery.\u201d * The Minister of Militia says: \u201cIs it any wonder if the poor perplexed Minister of Miltia, having three different sets of advisers, is somewhat in doubt and inclined to hesitate before plunging the country into the expenditure of hundreds of thousands of dollars What about that ?\u201d Borden as follows: \u2018In consequence of there being no provision for a central camp this year, I consider that it is in the interest of the service that there should be two special courses of instruction for fleld officers at the Royal Military College in September.I forward herewith a draft of a proposed militia order giving the full details of the courses in question and recommend that you approve of the expe::diture that will be involved.\u2019 I received my recommendation back with the following answer: \u201cThe General Officer Commanding: \u201cThe minister regrets that he is
