CHICAGO, Ills., August 14.— Invader was the winner of the third of the races for the Canada’s Cup yesterday, but there was small glory in the victory, for it came to her by the virtues of the judges’ decision, and not through faster sailing. The claim of foul by Cadillac was allowed and the contest ended at the starting line, before it was fairly begun.Invader having the right of way, grated her bow against the stern of the Cadillac and then luffed off.The damage was done, and before the boats bad gone 1,000 feet the ‘Thistle, carrying the judges, came down and held a short conversation with skipper Thompson and Cadillac came about ond left the course. The Milwaukee, the boat that was nearly selected to defend the cup, was out, and was to weather of Invader when Cadillac quit, and took up the race from that point going round the triangle and doing her prettiest to beat the Canadian, only to come in over six minutes astefn, getting a good licking for her pains.Skipper William Hale Thompson took ges’ decision much to heart and pi Ide his side of the question should have been heard, before a decision win rendered. He believed.too, that he had been fouled deliberately by the Invader.and quoted in defence of lis position, sec tion 4 of chapter 28, of the rules of the Yacht Racing Union vf the Great Lakes, arguing that Invader had deliberately come out of her way to compel Cadillac to cross the line when the gun was named.Said Skipper Aemilius Jarvis, of the Invader: “It was a pity to win a race that way, but I don't see how it could be helped. However, 1 am glad to have had an opportunity to defeat the Milwaukee.” Pie are sorry that it happened,” said Commodore Gooderham, owner of the Invader,” and so are all Canadians. But I think that Mr.Jarvis was perfetely right.1 regret that the race was not sailed on its merits, as I believe we should have won.” The position of affairs is now good from our point of view; one more win and the Canada’s Cup is ours, and if we get 2 light day to-day or to-morrow we wifl- Should we get two heavy days Ca ee fhe has the call, but the chances are more than favourable to Invader. It is only fair to the boat to say that Cadillac with a skipper of Jarvis’ ability would have done much better.Yesterday Thompson was outgeneralled at every point, and to see the way Jarvis worked Invader out of the bad position she was thrown an- to on account of the foul ve the prettiest bit of work done during series. In fact, William Hale Thompson, Cadillac's skipper, presented Invader with the third race of the international yachting match for the Canada’s Cup by fouling the Canadian boat at the start, in full view tators.: Captain Aemilius Jarvis, of Invader, declined to his protest flag, but the judges en] after Cadillac and notified Captain Thompson that they had dis qualified his boat, whereupon Cadillac was gibed around and left the race.Invader railed over the course, and was raced -by Milwaukee, the Oshkosh boat, that so hotly contested with Cadillac the Donour of defending the cup, and the match was followed all around the triangular course of twenty-one nautical miles by Invader beat the Oshkosh boat handso ly at all points of sailing in a light wind.Captain Jarvis said, after he got ‘ashore, that Phe felt no satisfaction getting a cup | race in this wdy, but that he was pleased that his boat had had an opportunity to beat Cadillac’s rival, the Milwaukee.Captain Thompson declined to say any: thing, except that the judges had disquali- fled his boat.’ To impartial spectators it peared as tho the Canadian skipper bad outwitted Thompson, and that the , when he found he was caught in a trap the United States who sized pp Shamrock I, properly before the last America's Cup races, says: A consideration of all the facts in connection with this year’s international vacht races shows that Sir Thomas Lipton has more chances of lifting the cup than any other challenger has had in all the long series of races that have been held, save only Valkyrie I.So nearly matched were Valkyrie 1.and Vigilant that Vigilant's second victory was duc to the tearing of Valkyrie’s spinnaker, not to any notable super- jority in hard weather like that prevailing on that race day And it appears from the experience of the two Shamrocks in their preliminary racing and from the various trials of constitution with Columbia that the ravers of this year—for Constitution is sure to be chosen—will be so closely matched that trifling incidents will turn the luck to one or the other. In proof of this is the fact that the designers on both sides of the water have been drawing toget er steadily since the year that Mr.Watson brougnt out Thistle for the Scotch thread-spinner.Year by year the British models have been changed from the pot-bellied hull with huge displacement —the so-called “safe” model—to almost a “ekimming-dieh” breadth and depth of hull, such as the Yankees have built for time out of mind.Meantime the Yankees, after a little flirting with a narrow model in Defender, have seen that their original breadth of i beam wus best and have adopted a fixed-in-place centre-board (called a fin keel) to bold.the lead ballast as far below the hull as convenient. The important fact about these changes made on both sides of the Atlantic is that the designers in every @ge wore able to prove by mathematical demonstration in advance of construction that each change would give an increase of speed.DESIGN A MATTER OF SCIENCE.And that is to say that the designing of a racing hull has come to be—especiall since the days of Vigilant and Valkyrie —more and more a matter of science.Necessarily, then, the designers, in approacn- ing the scientifically correct hull, ave approached each other.the nearer the ulls approach one work of which she is capable.may not be brought out of her at all.At’ any rate, with Shamrock II.doing far =u- perior work to that of Shamrock 1, while Constitution is in all probability but a few minutes faster than Columbia, the New York Yacht Club has no ‘““cinch” in defending the cup this year.0 a conservative observer of yacht races, it ie not a little ominous that Denny, the builder of Shamrock II., and all others cou- nected with: the challenger, save only her owner, are in no case oustful. They all came singing “The Flagon of the Green”; two years ago, but failed to lift the flagon.Modesty may be the handmaid of worth this year.Last of all is the probability of accicents. In races hitherto the loss of races by accident has always fallen on challengers, save goly in one case many years ago.LKvery- y remembers the ill-luck of Valkyrie I.and Shamrock I.But the margin of safety was, and is, just as small on one side a2 the other. Our defenders have suffered from many accidents in their trials, if not in the international races.= A bobstay may alacken, or a dolphin striker bend, or a pre- venter stay may fill, or a spreader may break, or a jib sheet may render around ix cleat.Even so small a thing as a bit of twine around a spi naker may lose a close race, for if the challenger sets his balloon quickly, while ours could not be broken out, the delay might easily lose ue a close race, A lead of one second at the home line is enough.Of juck when the wind is full of flukes, nothing need be said, for every one knows about that. All this has been written to show that Shamrock II.has more chances of lifting the cup than any challenger has had, save Valkyrie 1., but it 3s by no means to say that the chances arc in her favour. There are sound reasons for believing that Constitution is the superior racer, but it should he kept in mind that yac ht racing is, of all sports, most uncertain. The best boat is defeated in many a regatta. In previous years where luck has prevailed it has come our way, and helpcd the better boat.‘Il’ his car it may go over to help the plucky 3 om.It would greatly surprise the PARK AND ISLAND SYSTEM.— Of Extension by the Montreal Street Railway — A Proposal to Remove the Western Hospital to Westmount Being Considered — Permission ta Run a Steam Engine, It was first intended that no meeting of the Westmount Town Council should be held during the month of August.Owing, however, to the urgent need of attending to a couple of important matters, a spe- clal session was convened last night by assistant-secretary A.D.Shibley.Mayor Lighthall was in the chalr. The other meme bers present were Counclllors J.H.Rede fern, J.R.Walker, H.Lawlor, T.C.Bul mer and W.M.Knowles.The first question taken up was that of the closing of Westmount road and the running of a mountain electric raliway this autumn.Councillor J.H.Redfern, who has this matter in hand, said that he had been speaking to Mr.Wanklyn, mane ager of the Street Rallway, during the day, He had asked Mr.Wanklyn whether he thought Westmount would have the upper railway this autumn, and he had replied, “I do not think you will."”” Mr.Redfern had then asked whether it was likely that tho ‘railway would be given the town next year, Mr.Wanklyn.had replied that he did nut like to reveal any state secrets, but that ,he thought that the road would work in with the development of the Park and Island Rallway at present being rtudied “by the Btreet Railway Company.Mayor Lighthall at this point asked the members what they would think of an offer from an outside syndicate to run a two cent fare, If the town were to lay the tracks.Awaiting a letter from the Street Railway the matter was referred to the Road Committee.Councillor Walker.wanted to know why the extension of West mount avenue was not pushed forward, At the western extremity ail the ‘roprietors had agreed to the offer made by the town, and he thought that the town's jugal a .vise ers had been mqre of a hindrance than a help in this matter. He did not think it was necessary to wait until all different proprietors bad signed the documents. They had already agreed to the fine and the assessment, and this, he thought, was sufficient. This avenue had been started two years ago, and it ought to be finished as soon as possible, On taking up the discussion of a cone tagious diseases hospital, Councillor Laws lor asked that the special committee ape pointed to look into the matter be dise missed. They had considered the practicability of using the town land on Selby avenue, near the Canadian Pacific tracks, ond as it had been found that the ground could not be used, there was not any further use of the committee.Mr.H.A.Hodgson, one of the directors of tive Western General Hospital, was present. At the last meeting of the governors the question of a new hospital had been requirements of the fast growing p-pula- tion of the western ecction of the city. The plana that are now being considered and seem to meet with the favour of the majority of the Governor would result in the crection of four large wings joined to one another by covered passages; in order that if found necessary any one of the wings could easily be completely isolated. It wae primarily intended that the large lot of vacant land surrounding the present building at the corner of Dorchester street and Essex avenue would be used, but laterly | some of the Governors have thought that as this ground has become very valuable, owing to its very central location, it would perhaps be better to sell it, and get cheaper land elsewhere, and the money thus sv) ed might be put into the building itself.Westmount was at once talked of as a very suitable locality. The governors, however, decided that although a large number of their patients came from St.Henri and Ste.Cunegonde, it would not be advisable to purchase any land in Westinoant situated below Dorchester street.Although several éites have been talked of, nothing has been done yet in this part of the matter. At a more recent meeting.it was decided to try to get the Westmount - authorities interested in the erection of the hos- ital in question.he town, as is well nown, has for, some time past been considering the erection of a contagious diseases hospital, and as nothing has been definitely cided, the governors considered that it might prove a very feasible undertaking to have such an hospital built in connection with the Western, and subject to the supervition of its médical board. With this end in view, Mr.H.A.Hodgzon, mount Council, and placed the matter Le- fore them for consideration.A meeting of the Board of Governors will be held at the hospital to-morrow afternoon, a, which Mayor ighthall, Councillors J.R.Walker, TR edfern and Buimer will re- enn Re rn.The matter will be thoroughly gone into, aa several of the Governors have expressed the desire that a new hospital may be started as soon as po THE PAYMENT OF DUES IN ARREAR, SHIPPING CONFERENCE WRITES TO THE BARBOUR BOARD.- And Stirs up its Anger by Asking it to Collect Dues for Which the Shipping Agents Are Responsible—The History of the Arrangement for Collecting of These Dues. The ire of the Harbour Commissioners was stirred to the depths to-day when a letter signed by the secretary of the Montreal Shi ping Conference was read.e letter was as follows: The attention of the Conference had been drawn to the large accumulation of arrears of wharfage up to the end of July from which it ap + that à good many firms are considerably behind Land in their payments, and I bly been instructed to request you to bring some pressure to bear upon exporters so that there may be no arrears at the end of the season.(Signed) A.E.WOODWORTH, Becretary. The Chairman and some of the other Commissioners.thought that the letter was to say the least impudent.“Who and what is this Montreal Ship- ing £ erence?’ remar Senator Mac- suy; “I never heard of them and the Sec retary has been unable to find out anything about such an organization.” Messrs.Torrayce and Reford both stated that the organization existed all right enough aud that it represénted the shipping firms of the city. The Chairmen then explained that the present arrangement had been made en- tireyl at the solicitation of the ship ping men themselves, and the Commis sioners had agreed to it in order to accommodate the shipping trade. The commis sioners had done their best to make these collections promptly and effectively, in fact the employes of the Harbour office had nt a great deal of valuable time over | t e matter and here was the thanks they received for it.In order to facilitate the departure of veesels the shipping men by special argree- ment, become responsible for the collection of harbour dues on out oing produce. The shipping men would rather become responsible for the uncollected dues than hold their ships until they are collected, As the matter now stands the shipping men are responsible and the Harbour Office together with the Customs Department make the collections. The collection of the dues by the Harbour Office is convenient for the shipping men from more than one point of view.It seems that {he shipping agents came to the -Recretary of the Harbour Board and made representations as follows: ‘Say, Seath, Messrs.—— and B—— owe $200 in barbour dues for which our firm is responsible. Now like a good fellow send around and hound them to pay up.They are good customers of ours and if we did it they would be offended.” It seems that last year when navigation closed there was something like $8000 short which the shipping men were obliged to make up.Naturally they are not anxious fo have a repetition of this and hence the etter.EDUCATIONALISTS IN CONVENTION, ONLY A SMALL NU NUMBER
