determined that the flooding by Japanese products of \u201csensitive a- rcas of the Canadian market shall cease.In a specch in Brantford he indicated that quota controls imposed by Japan on some goods shipped to Canada have not succeeded in preventing undue penetration of Canadian markets Textiles, in which our Valleyfield area has such a vital interest is one of the most important items to which Japanese export restraints are supposed to apply.Finance Minister Fleming pointed out that in goods which are highly competitive with Canadian production, increase in Japanese sales should be
