I smiled, But he wasn\u2019t joking, The Archbishop had agreed to speak to the combined Rotary and Kinsmen\u2019s clubs of London, Ont, Admittedly, there were 450 other men present, but we did have lunch with the Archbishop of Canterbury! paper in the United States recently carried an Editorial in three parts under the heading \u2018\u2018What is Unemployment?\u2019\u2019 As unemployment in-Canada is a problem at least as serious as it is in the United States it seemed to us that the articles bear quoting, in particular as many aspects of it can be applied to the situation in our own country and secondly because we are in wholehearted agreement with many of the observations.The Christian Science Monitor quotes as its source Samuel Lubell, well known traveling interviewer who came to these conclusions after an extensive investigation.Many of the situations that are lumped together under the heading unemployment are no more alike than apples and oranges \u2014 or even bananas, tomatoes, radishes and peanuts The Labor Department statisticians ( and in Canada also the Bureau of Statistics) do as good a job as they can, but even with a lot of expert advice they face a situation so complex that a great deal of understanding beyond mere figures is necessary.The label \u2018\u2018unemployment,\u201d\u2019 Mr.Lubell observed, is applied to so many different situations that the statistics create misleading pictures of the extent of joblenessss and of the human hardship involved.This impression is bome out by other students of the problem.The bulk of current unemployment, he concluded, \u201c\u2018is not in the mainstreamof the nation\u2019s economic life.\u201d\u201d There are areas of real hardship, of played-out industries, and persistent unemployment of family breadwinners.But these are a small, hard-core portion BIGOTS OR Canadians are either imbeciles or hypocrites or a combination of both.Let\u2019s not split hairs about the rule of the BNA or the abominations of the Durham Report This is e country that in all honesty has two basic languages.Whether your native tongue is Portuguese, Arabian or Swahili, the two languages of Canada are French and English.The French speaking people had the country first then the English speaking came and it has generally come to be understood that these are the two languages of Canada.Why don\u2019t we speak them?Are we some race of congenial idiots that we can\u2019t speak of what is classified as unemployment.That classification included also persons who could get off the unemployment compensation rolls by taking jobs that pay a little less than they care to work for; men in construction or other seasonal occupations who make a good annual income; women who \u2018\u2018like being off a few weeks for a vacation\u2019, husbands and wives who take tums working and collecting idleness pay.(Many similar violations against Unemployment Insurance regulations take place in Canada every day of the week although continual checking by U.I.C.employees have made it somewhat more difficult.) So, if the term \u2018\u2018unemployment\u2019\u2019 stirs pictures of the kind of mass misery that it represented in the depression of the 1930's, that is a misnomer \u2014 not in all cases but in most.For Mr.Lubell found a wheat farmer drawing unemployment compensation while his son worked the farm, various jobless workers doing extra jobs on the side which they did not report, and newly retires workers collecting 26 weeks\u2019 unemployment pay before going on social security.; These and other items call for some distinction between various types of joblessness \u2014 if they can be classified into types \u2014 and for some discernment in basing public policy on \u2018\u2018unemployment\u2019\u2019 figures.We agree with the Christian Science Monitor that \u2018a \u201cdrastic overhauling is needed in the nation\u2019s thinking \u2019\u2019 and also in the whole Unemployment Insurance structure.The Liberals said they were going to do something about it.We suggest they do it fast! convey to her his greetings, The world is a very small place indeed and we felt that as members of the Anglican Communion we belonged to a worldwide family, a great family, with kindred ties that span national and racial boundaries, This is the same impression gained by other people form St, George\u2019s who had the privilege of attending some of the public meetings of the Congress, These were that, for the third consecutive year, the NES will recuite the necessary iworkers for apple picking in the Franklin Centre to Hem- mingford area of Huntingdon county.Last year, the NES recuit- ed 500 apple pickers who gathered in 500,000 bushels.This year, it is expected that the crop will reach 600,000 bushels and that over 600 pickers will be employed.Mr.Deserres advised also that his service
