\u2018êtres semblables à lui.Il en est de même pour une communauté, voire une municipalité.On ne peut envisager qu\u2019une municipalité fasse des changements radicaux sur son territoire sans demander l'avis des villes voisines.Que dire d\u2019une route qui traverse une telle ville et qui n\u2019a plus les mêmes caractéristiques lorsqu'elle passe dans la ville voisine?Cependant, l\u2019autonomie municipale est possible dans la mesure où elle n\u2019entrave pas la notion du bien commun.La municipalité de 1964 est-elle en mesure de fournir toute seule à sa population tous les services publics et ce, efficacement et économiquement.Peut-elle, a elle seule résoudre des problèmes tels que l\u2019approvisionnement en eau potable, l\u2019épuration des eaux, les services de police et de week Sunday in the international speedboat races sponsored by the Lakeshore Kiwanis Club in Lachine.Hébert won both heats of the B racing Hydro class and thus went home with the Labatt trophy as the day's top winner.While Hébert told the SUN he was not able to run his boat at top speed due to rough water, he did hit around 75 miles per hour at times.Noel has been a professional boat racer for four years and an amateur for three years.He presently holds the Valley- field Regatta speed record and came fifth recently in the World Championships at Atlanta, Georgia.At trial runs in Norrisburg, Pa., some time ago the Ville de Léry racer clocked in at 86.miles per hour.He next participates in the B and C Hydro class races in the International Races at Melocheville on July 12th.These races are
