Beauharnois - Valleyfield and surrounding District.\u201c 11th YEAR, NO.34 .24 Pages BEAUHARNOIS, WEDNESDAY, MARCH 30, 1966 CIRCULATION: 18,700 HIGHWAY 3 & 4 TO BE 4 LANES Kennedy Obtains Concrete Government Action Mr.George Kennedy, M, P,P.for the county of Chateauguay stated at a press conference at his office in Chateauguay last Saturday morning that, following a meeting with the Minister of Roads, the Hon, Bernard Pinard, early last week, the plans to make highway 3 & 4 into a 4 lane highway have been advanced by, three months and that tenders for the job will be called at the end of April or latest May 15th, The decision to make a 4 lane highway was taken after it was found impraeti- cal to put into operation a lighting control system as suggested some months ago or to make the road a two lane highway, because of the heavy load of traffic, A traffic survey has indicated that some 16,000 cars and trucks use 3 & 4 every day with 10,000 branching of towards the Chateauguay, Beauharnois and Valleyfield direction and 6,000 going towards Ste.Martine and Hunting- don, At his meeting with the press Mr.Kennedy pointed out that al- théugh he was not lookihg for excuses in any way, except for some 1, 000 ft, from the corner of St.Francis Blvd., the stretch of road in question belongs in the Laprairie- Napierville county where Mr.L.Baillargeon is the M.P.P, Mr, Kennedy said that his Interest and intervention ar e based on the fact that \u201cthe users of this road live in Greater Chateauguay and are the people most directly affected by its inadequacy\u201d.- In the meantime the Member for Parliament announced that from now until construction gets underway a Provincial Police patrol car will be given the exclusive duty of patrolling this section of road during the peak periods of 7 AM.to 9 P.M, and 4 P.M.to 6 P.M.The speed limit is to be reduced from 60 MPH to 45 MPH at all times, and Police authorities are determined to enforce very strictly the traffic regulations._ At his press conference Mr.Ken- \u2018nedy asked the population to accept these additional safety measures and bear with them until the widening is completed, The Caughnawaga Road will also be improved to help relieve the traffic load, Once construction gets underway the road will be closed on one side at the time, The work will not be completed before the end of the summer.Another very interesting factor that came out of the meeting with Mr.Kennedy is that the widening of 3 & 4 will be carried out along Blvd d\u2019Anjou as far as the approaches to the bridge accross the Chateauguay river.Mr.Kennedy also promised that a white double line, dividing the Highway into 2 parts temporarily, will be made this week.Thenew41lanes will increase the traffic capacity of the road by some 50 per cent.In discussing the cause of accl- dents on highways in general Mr.Kennedy said that the police had told him that 90 percent of the accidents are caused by the negligence of just one party.Public Patience ends With Latest Highway 4 Triple Death Accident Une latest accident on Highway 3 & 4,kdlling 3 people and involving 3 cars and a truck, has cau sed the cup of *Public Patience\u201d in Chateauguay to overflow and several hundred Chateauguay citizens attended a protest meeting last Saturday morning at the Chateauguay Centre Municipal Hall where they told the attending M.P.P.for the area, Mr.George Kennedy, what they thought of the situation.Mr.Kennedy explained to them in detail what the Provincial Roads Department plans are (see elsewhere on this page), but the main public complaint is, why do such obvious inadequacies as the traffic situation on 3 & 4 have to lead to numerous fatalities, injuries and property damage before the seemingly rusty wheels of government administration begin to turn, One of Mr.Kennedy>s sme § i TE ST TE ENP SEAL a : 9 ON BPinng » VUE CARS es ACT oo SEND THE PI Laon py, WA 05 DEATH =) yr TRAP Ae ; æ -
