was used simply to indicate that this commission was formed of citl- zens, not municipal employees, and not elected representatives.In actual fact this commission was formed under by-law 586 of Chateauguay Centre.Article 6 of the bylaw states that the Come mission should have a President, Vice President and a Secretary- Treasurer as officers.It appears that the members of the Commission felt
