not take place. The legal fight is postponed until September 13.time the temporary injunction In the mean- holds, the strikers will continue striking, and Socicty Brand will remain struck they have mostly In Canada our Courts do not regard them- created for the assistance of slave-driving employers who wish to sweat their workers.LOW WAGES CURSE Out of all this turmoil there will come brighter days for the clothing workers and, when they come, there will likewise come brighter days for their employers, because one side can not gain without the other side prospering also. That is the lesson I waut to drive home in these strike articles.Low wages do not pay the cmployer who pays low wages. They depress the standard of living and prevent the workers who are paid low wages buying the products which all employers as a class want to sell. The greut residuum of buying power is with the workers of any country.Rich people spend very little money in reality. But the workers as a class spend practically everything they earn and re- celve. The more they earn the more they spend. The less they earn the less they spend. The less they spend the less the merchants take over their counters. The more money they earn the nore the merchants take over thelr counters. There is an elementary lesson in economies that every merchant and storekeeper ought to lenrn and profit by.A TERRIBLE STORY Over.and above all is the moral issue involved in the present strike.Let me here relate a story of something that happened to myself in the early days of the present strike.I received a telephonco message one morning.A woman's voice spoke.“Why don't you send one of your reporters to sec me and I will tell him of worse things than any you have printed yet?” Such was ler factory.“Sometimes,” she said ,“I have noticed a girl and with a woman's cyes have been able to discern her trouble.A little later she would not tome to work any move, and I knew that before long she would be a mother.that shame was upon her head and had come to her family through her.But it is somebody else,’ she said, vehemently, “that should be made to feel ashamed, not the girl.‘ THE SOCIAL EVIL This woman worked in a contractor’s factory where work is done that is farmed out by bigger factories and had herself been compelled to give up her job because of the low wages paid. The moral conditions resulting from the low- pald conditions of the girls employ- in this factory were shocking.shall not attempt to describe those conditions here, but she told me enough for me to know that one of the underlying causes of that great cancer in the community that we call ‘(he social evil,” is this very underpayment of girls and women.I don't think there is a decent man amongst us who wants to encourage any employer of labor in the Lusiness of making women of the streets out of women of the factories. For that reason I know beyond ull peradventure and doubt that when the really worth while men of Montreal know all that is involved in the present strike of clothing workers they will make short work of any pretensions of employers in the clothing trade who claim the right to sweat their workers as Society Brand has done.Hundreds of Buyers’ Pledges are still coming in.I ask everybody reading this article to keep up the good Mackenzie King are forever, especially in elections, making charges azainst him on account of his war | record, stating that during the late war he left Canada and ! went to work in the United States and did not play the part in the war that he should have done.It must not, of course, go ! unrecognized that the Conservatives of Canada have always than it is the Liberals’.FLAG WAVING 1 atriotism does not consist of fag-waving.As Dr.Johnson said, it is often ‘the last refuge of the scoundrel,” and the Conservatives have often taken refuge beneath lis ample folds. It is one thing tu vave the British flag to win elee- tions, it Is another to do something practical to cement the Motherland to Canada and Canada to the Motherland. The Liberals established the Dritish Preference, giving a lower duty on all goods entering Canada from Great Britain and, in the last Parliament, with the Lib- «rails in power, that British pref- crence was extended.‘ The Conservatives, on the other Land, -have bitterly opposed the british Preference always and would repeal it tomorrow if returned to ‘power and they were true to their election promises and threats. No question of loyalty to the British flag when the friends of the manufacturers want to repay the latter for the campaign funds they put up for Mr.Meighen and his cohorts. Most people prefer the Inyalty that is expressed in deeds rather than the lip-loyalty that finds-its highest expression in flag- waving.desecrating a gloriouseold flag to selfish, party purposes.INDUSTRIAL RESEARCH Here is what Mackenzie King dd in the war.In June, 1914, raark the date, before the war had broken out, he.was invited to |! accept a position |?on the staff of |# the Rockefeller |” Foundation directing a great| WEE movement of In- |: Gels dustrial Re- professed to be the ulcru-loyal party of Canada, claiming a nio- nopoly of patrictistu, and that their chiet argument in every election is the British flag, which is no more theirs to wave materkils, as well as upon the heroic efforts of the men who were fighting at the front. The Governments of the different countries recognized that to be the situation. The Government of Great Britain established, shortly after the beginning of the war, a Reconstruction Committee, which subsequently became the Ministry of Reconstruction in England, with a subcommittee on relations between employers and employed, to deal with the problems of industry as they arose during the war, and were likely to arise during the period of reconstruction. The Government of the Unitod States appointed a National War Labor Board, and the Government of Canada—the present Government—appointed the Reconstruction and De velopment Committee of the Cabinet, with a labor sub-committee.The work of all these bodies was to study the problema arising out of the relations between Capital and Labor with a view, if possible, to avoiding industrial controversy in essential! industries during the war, and finding means for the rapid development of peaceful and helpful relations in the period after the war.MUCH NEEDED SRRVICK “The work ! was doing for the Rockefeller Foundation, both in its purpose as research and in its practical effort, was identical with the kind of work which was being done by persons associated with these bodies.Every man associated with any of these organizations was regarded by his fellow-coun- trymen as rendering a much-need- ed war service, a service for which he was specially qualified. My selection by the Rockefeller Founda- search. That work was not to interfere with Mr.King's citizenship of, or! residence In, Canada; this was Hea.Chan.Stewnet explicitly stipulated by Mr.King before he took the work up for the Rockefeller Foundation.During the war the work of that Foundation became lérgely concerned with war activities.First in the United States to send relief to the Belgians, its funds were also used to help the other suffering peoples of the allied cause and it gave millions of dollars to Red Cross and Y.M.C.A.work overseas. Now let Mackensie King tell his own story of that war work under the Rockefeller Foundation.Speaking In the House of Commons on April 20, 1920, in reply to attacks on his war record, be said: — “The war had not proceeded very far before it became perfectly apparent that the wianing of the war depended upon the successful co-operation of Capital aad Labor in the industries that were engaged tion had been made, among other reasons, because of the eircum- stance that during a number of years I had held a position in the Department of Labor of this country as Deputy Minister of the Department, and subsequently as Minister, and during that time had had considerable to do, at first hand, and in a practical way, with industrial problems. It was believed that, with that experience and with the opportunity the Foundation afforded, a useful service might be rendered.” To show the: value of Mackensie King's services to ‘the aliied cause du- ing the war the following extracts from a letter from Mr.F.G.Grace, President of the Bethlehem Steel Company of South Bethlehem, Paare in order:— Gecrge “] think it is mow well reeog- in the production of munitions and nized that if it had not been fer the self-governing Dominion of the British Kmoire, so full of glorious possibilities for our future growth aad development and the achievement of our high destiny, every true and sincere lover of Canada will want to know and understand the most outstanding Canadian of the day, who Is leading the Liberal Party in the fight for the preservatiop of Canada's constitutional rights.CHAPTER V.fleged to give to the Allies previous to the entry of this Government in the war the result might have been different. In reflecting the eredit for the achievements of this company, which is shared by every one of our employees who contributed to the result of the outcome, I cannot in this connection refrain from calling to mind with much appro- clution the great work to which you gave your time and talent during the world's crisis.“At à crucial time, when we were contending with an unprecedented industrial unrest, your counsel and advice in the construc- tlon and development of a plan which, when installed, proved most conducive to promoting cordial ro- lations with our employees during the emergency, resulting in the obtaining of the maximum efficiency in the production of war munitions, constituted, I felt, a real service.not only to this country, but to the Allies, during the war.” In clostng this defence of hia war-time record, Mackenzie King said : — ‘There remains the statement that I was young, and a bachelor.I am now in my fortf-sixth year. When the war commenced I waa in my fortietn .: year.Shortly before that time my father, a barrister and 06 licitor, and complicated by double pneumonia, developed tuberculosis and was obliged to give up the practice of his profession and for the greater part of two years to spsnd his time in a sanatorium.Later, he and his wife and little children took up permanent residence in Colorado. There was nc one left to share the responsibilities of our home under these sad and trying circumstances but my married sister and myself. My married sister had.as well, her own family to consider.HIS MOTHER'S DEATH “On April 4th, 1815, within the first few months of the war, mv unmarried sister died. That left my father and mother alone.Oa August 30th, 1916, my father died. After spending a few weeks with my invalid brother in Denver, and two or three months with my mare ried sister, my mother came to reside with me at the Roxborough, here in Ottawa. My mother was critically ill most of the year she was with me, and on December 18th, 1917, she, too, died.“As I look back upon those years of the war, so full of poignant suffering for the whole of manktind, I! cannot but experienne a sense of gratitude that in that world ordeal it was given te me to share in se intimate & way the sufferings of others, aad, n BARON BYNG ACT CONSTITUTIONALLY ?If it be conceded that His Majesty’s Representative is not greater than the King he represents and, that, therefore, a Governor-General of Canada must follow the precedents established by the customs and practices of the British Throne in its relation to Parliamentary institutions, then Baron Byng acted unconstitutionally in refusing to dissolve Parliament on
