groups and the variety of the nation's ethnic communities.Commenting on the wide range of resolutions approved by the convention, Mr Lefebvre said there was a recurrent theme of Canadians reaching out to one another and wanting to respond to the needs of others.There were measures to encourage travel and exchanges among Canadians, suggestions from the richer regions to promote expansion in the less advantaged areas, and strong pressure for a fair and rapid settlement of Indian land claims and entitlements.\"And more significant perhaps to the future of this nation\" Tom noted a \"broadened support for better constitutional arrangements to help us live together in one country and a solid desire for official language rights expressed in the constitution and imbedded in our education systems.\" Emerging from the convention as the policy of the Liberal Party, said Tom is the need to make government more efficient by reducing waste and inefficiency in its spending.The convention out to the commanding General by the conservation officers, that E.B.Eddy does uot have the authority to permit training in the area and in future, such authority would have to be obtained from provincial officials.At Bryson on Sunday, Tom Lefebvre presented the following explanations: BACKGROUND During the latter part of January 1978, the Canadian Armed Forces conducted a training exercise in the Quebec Pontiac area in preparation for NATO exercises now being held in Norway.Part of the preparatory training exercise was to practice the creation of road blocks.In Norway, during the winter, lakes are used extensively as roads and one method of denying access of the roads to the enemy is to blow holes in the lake.Brucellosis regulations 14 Agriculture Minister Eugene Whelan has announced that I new regulations designed to eradicate brucellosis from I Canadian cattle herds come into effect on April first.The regulations will place tight controls on sales and movement of cattle, and require co-operation of livestock owners.To implement the program cattle require blood testing to guarantee they are not carrying the disease prior to movement from one area to another, to another farm, a public sale, auction or market, or to a show or exhibition.SITUATION: On the authority of one of the regimental commanders, members of the pioneer platoon placed light explosive charges on top of the ice of two lakes to demonstrate the method of denial of passage.The explosive broke the surface ice but did not go to any great depth.\tZ Quebec conservation officers complained of this activity and n~ Cattle from brucellosis free listed herds are exempt from this testing requirement, as are dairy cattle less than 18 months old, beef cattle less than 24 months old, cattle for immediate slaughter, steers and spayed heifers.In instances which require animals to be tested the sample must be taken on the farm by an accredited veterinarian or his technician, at the expense of the animal owner, and the blood test carried out by either a provincial or federal laboratory.The cattle breeders of Pontiac County have had certain problems in their efforts to maintain the elite status of Brucellosis Free Listed Herds.The terms under which this status is established allows it to be granted to herds in which the test animals have proved negative to two tests for brucellosis at least six months but not more than twelve months apart.Breeders are required to have these tests carried out by an accredited veterinarian, but in Pontiac they have been unable to obtain the services of either Dr F.G.Rogers or of Dr M.Charboneau the two resident accredited veterinarians, due to the work loads of their present veterinarian practices.This situation was made known to Tom Lefebvre, MP for Pontiac, who so informer1 the Minister of Agriculture.It was especially stressed by the County of Pontiac Agricultural Society , in a letter to Mr Lefebvre, that the program of herd testing should be started immediately as Pontiac County has a very high concentration of Purebred R.O.P.and classified herds.Lefebvre then supported the request for additional veterinarian services in a message to the Minister, assuring him that the producers of this County were willing to pay a fee for the testing service if they could have a qualified veterinarian to do it.The Minister replied that if the veterinarians now in Pontiac could employ technicians to conduct the testing it would be possible for owners to have their herds certified under the Brucellosis Free Listed Herd Program.He also said our meetings to explain many different things to us and more such meetings are already planned.We have had a meeting with the local Provincial Police and set up a system of co-operation with them.I should also be noted that this was a community of young families, with eighty percent of the Heads of Household under fifty years of age.Between 1862 and 1867 the children of these families established households of their own in this area, a natural development which is not always mirrored in the Land Grant records.Any study of early settlement patterns in the Upper Pontiac is hampered not only by the loss of most pre-1900 civil registers, but also by the discrepancies evident in documents which are still available.Some of the confusion is doubtless the result of inaccurate
