Residents of this small community 50 miles northeast of Montreal began cleanup operations early today following a double tornado early Thursday evening that killed at least three persons and injured 45 other Heavy equipment and civil protection personnel worked through the night to clear debris and it was reported early today that fallen trees blocking roads had been cleared Mayor Jean-Paul Pepin said early today he estimates damages to his town at between SI12 million and $2 million and he plans to approach the Quebec government for assistance in rebuilding.The three victims have been identified as Mrs.Denise St.Laurent, 32, and her twin children Patricia and Patrice, both two months, killed when the mobile home they were in w as hurled into the air by the tornado.The first tornado hit the town of 1,000 about 6:30 p m.EDT and lasted until about 6:45 p m Another twister passed over the town again about 15 minutes later.Quebec Provincial Police (QPP) had earlier reported 15 persons were killed and 75 injured in the storm but they revised those figures after further investigations.The early figures, they said, were based on information from townspeople.The storm destroyed between 75 and 100 structures, including the local Roman Catholic church, the rectory, the town’s water tower and a school.Witnesses said the path of the storm was five miles long by V^-mile wide and the village’s main street section was almost totally destroyed MOST HOMES HIT Most homes and barns in the rural town were also heavily damaged or destroyed and one source reported only three homes were left undamaged About 300 people were left homeless in the disaster and some were put up at a nearby monastery while others went to stay with relatives.Work crews from Hydro-Quebec and Bell Telephone began early today to restore services to the town.All communications, power and gas in the village were cut off almost immediately after the storm began The nearby town of St.David also got some of the storm but no details were yet available as to the extent of damages.One resident here, Etienne Labonte, said she had just started her family’s supper when the storm hit “I had just put my forward to a flight to Houston, Tex., their Grain sale to USSR concluded by Canada WINNIPEG (CP) Another multi-million-dollar grain sale to the Soviet Union was announced Thursday by the Canadian wheat board, adding to hopes of a banner year for Prairie farmers.The board said it would be delivering one million long tons of durum wheat to the Soviets between November and August, 1976.The sale is valued at roughly $226 million, although the board itself would not place a price tag on the order.The sale follows an announcement last week of a contract for two million long tons of Canadian wheat to the Soviets valued at more than $300 million and major sales of grain by the United States and Australia.Commenting on Thursday’s announcement, A.M.Runciman, president of United Grain Growers, said the sale would have “a very significant effect on the Canadian economy.” The Prairie region has already escaped many of the economic problems facing the rest of Canada, he said, adding: “This is directly attributable to the high grain sales and high grain prices of the last two to three years.” Together, the two Canadian sales to the Soviets are expected to lead to further increases in export wheat prices.Manitoba Pool Elevators President Harold Sneath predicted earlier this month that export prices could eventually rise to $5 or $6 a bushel.Since that time, the Thunder Bay Nations Association in Canada called on the federal government Thursday to reconsider its decision to seek postponement of the UN conference on crime In a statement the association said the Canadian decision raises doubts about Canadas continuing commitment to working through the UN on international issues “This action is not easily seen as contributing to the strengthening of the world organization and could seriously damage Canada’s international reputation and credibility.” It said the government should have proceeded with the conference, which was scheduled for Toronto in September, with the proviso that members of the Palestine Liberation Organization ( PLO » known to have personally participated in terrorist activities would be banned from the country Such a decision would have been acceptable to Canadians and “would have avoided placing Canada in its present embarrassing position of.in effect, refusing to host a major UN conference for internal political reasons ” ASKED POSTPONEMENT External Affairs Minister Allan MacEachen announced Monday that UN Secretary-General Kurt Waldheim has been asked to postpone the conference until after this year His announcement came as a climax to a controversy over whether the PLO should be allowed to enter the country to attend the conference Mr MacEachen said the conference would not be a success anywhere in the world this year because international politics are intruding into purely technical conferences He said the PLO may enter Canada on ministerial permits to attend UN meetings and at the invitation of kidnapping that have already, through one way or another, been made public.She was in the bath tub when the door bell rang the morning of June 24.Mrs Blanchet said, continuing to testify how the
