-Sources say a Cuban tran sport plane collided in the air with an Air Canada DC—8 jetliner with 29 people aboard Thursday night before crashing to the ground, killing its five occupants The Air Canada craft, leased to Cuba, made an emergency landing with a tom wing after the collision No injuries were reported aboard the Canadian craft, which was flying here from Montreal The Cuban aircraft, a Soviet made AN-24 turbo prop, was on a training flight, sources said The identities of the passengers on the Air Canada plane were not immediately known The DC—8 is one of two leased to Cuba for the recently-opened Montreal Havana route There was no immediate explanation for the collision The twin-engine transport, which sources said had three crew and two security agents on board, came dow n about a mile from Havana Airport Public service protests continue Announcement due on princess' separation LONDON (AP) Buckingham palace officials are putting the finishing touches to a royal proclamation announcing the legal separation of Princess Margaret and her photographer husband, Lord Snowdon, palace sources said today The announcement is expected to be made this weekend The sources said Lord Snowdon wants a divorce to end the marriage, but this was rejected because of constitutional questions it might raise, the opposition of the Church of England to divorce and the to the prolonged Canada-U.S border television war Representatives of television stations in Buffalo, N.Y., and Bellingham.Wash., conferred privately Thursday with senior officials of the Canadian Radio-Television Commission (CRTC) to offer the suggestion as an alternative to the existing CRTC practice of allowing cable television companies to strip commercials from incoming U.S programs.Neither side would reveal details but officials on both sides have confirmed that American broadcasters are willing to pay taxes, and possibly make contributions to domestic programming, on action, 27,000 French-Catholic teachers walked off the job.affecting 500,000 students throughout the province.Classes were also disrupted for most of Quebec’s 100,000 junior college students as 8,000 professors staged walkouts.At least 35 of 97 Protestant School Board of Greater Montreal schools were the target of 90-minute work stoppages, while English-Catholic teachers called a halt to their include job security, workloads and schedules, social benefits, class size and discrimination against women Hearst— conniving liar or not?SAN FRANCISCO (AP) — The jury in Patricia Hearst’s trial enter deliberations with conflicting portraits of the newspaper heiress—one by the prosecutor who insists she is a conniving liar, another by the defender who argues she robbed a bank to save her life.In final arguments Thursday, U.S.Attorney James Browning urged the seven-woman, five-man jury to base its verdict on the evidence.Defence lawyer F Lee Bailey stopped just short of suggesting the jury ignore it and rely instead on her own testimony U.S.District Judge Oliver Carter planned to issue final instructions and send the bankrobbery case to the jury today.The trial is in its eighth week Browning, his voice occasionally rising in an impassioned two-hour address, implored the jury to watch again the film of Miss Hearst robbing the bank, read her underground writings, listen to her development of Canadian programs OTTAWA (CP) — A relentless opposition attack on the government over allegations of cabinet interference in Quebec courts appeared to be losing steam Thursday In the second day following the resignation of Consumer Affairs Minister Andre Ouellet, one of the central figures in the affair, opposition members for the first time in more than two weeks began to question the government on other issues.It also was only the second day this week the opposition did not attempt to protest government handling of the affair by moving time-consuming motions that Parliament adjourn.Progressive Conservative Leader Joe Clark said outside the House, however, that his party will continue “plugging away at it.” Ed Broadbent, New Democratic Leader, said the opposition probably would use the question period for the next few days to clean up ‘‘odds and ends on the issue.” He said he thought the opposition managed to do serious damage to Mr Trudeau and his government over its handling of the allegations OFFERS RESIGNATION Public Works Minister C M (Bud) Drury offered to resign last Friday after a report from Chief Justice Jules Deschenes of Quebec Superior Court said a call by Mr Drury to a judge hearing a contempt of court charge against Mr Ouellet was improper Mr Trudeau refused to accept the resignation despite protests by the opposition He said Mr.Drury had done nothing illegal Tuesday, Mr.Ouellet resigned, saying the publicity surrounding the case made it impossible for him to function as minister He admitted he asked Mr Drury to call the judge to ask whether an apology would suffice for the outburst leading to the contempt-of-court charge Both the NDP and the Conservatives have urged the prime minister to call a public inquiry into the affair and have demanded he accept Mr Drury’s resignation SUGGESTS INQUIRY Conservative House Leader Walter Baker Thursday proposed the terms of reference for a judicial inquiry into the affair to be set up by Bora Laskin, Chief Justice of the Supreme Court of Canada Mr Trudeau, who has refused throughout to set up a public inquiry, gave no indication he had changed his mind The report from Mr Justice Deschenes quoted Mr Jastice James Hugessen as saying that Mr Drury called him while he was hearing the Ouellet case and suggested that “some quar ters in Ottawa” viewed the charge as a ganging up on a French-speaking minister Mr Drury said in the Com mons earlier this week that he did not believe there was any such ganging up Mr Drury also agreed he had suggested to Mr Justice Hugessen he was concerned about a confrontation bet ween the judiciary and the cabinet over Mr Ouellet’s contempt charge But he declined to say with whom he had discussed this possibility before suggesting it to Mr Justice Hugessen The government contended she was a willing convert to terrorism and Browning dismissed her defence as “too incredible to be believed.” He recited the major points in her defence, summed it up as though she were saying, “I didn’t mean it,” and then, leaning for ward over a lectern, he said “It ’s too big a pill to swallow, it just doesn’t wash.” The prosecutor, glancing at a prepared text, made only one direct reference to Miss Hearst’s Feb 4, 1974, kidnapping at the hands of the SLA.“I’m sorry that Patricia Hearst was kidnapped,’’ he said “I’m sorry anyone was kidnapped But can you assume that she was a kidnap victim for the next 19 months9 “Don’t be misled by the smokescreen the defence has raised,’’ he urged the jury “Judge this case on the merits.Judge this case on the evidence ” Bailey, discarding notes and a microphone, ham mered away at the kid napping and Miss Hearst’s professed fear of the SLA as coloring all the evidence against her “You have to resort to something besides the evidence in this case,” he said.“It’s riddled with doubt and always will be ’’ Bailey said there was no question that she robbed a bank “The question you are here to answer is why?” he told the jury “And would you have done the same thing to survive9 Or was it her duty to die to avoid committing a felony.” 'Area councils' may be set up Typhoid outbreak?QUEBEC ( CP ) — There is no proof yet that an outbreak of salmonella poisoning at St Gabriel constitutes an epidemic of typhoid fever, the national assembly was told Thursday Julien Giasson, minister of state for social affairs, said about 26 persons were being treated in hospital in Joliette for salmonella poisoning and residents of the area have been warned to boil all drinking water Joliette is about 40 miles north of Montreal Mr Giasson said there are about 1,200 varieties of salmonella bacteria, some of which can lead to typhoid fever but also to less serious illnesses such as gastroenteritis He was replying to questions from Michel Denis (L— Berthier ) who asked if the government had been informed of the possibility that 150 persons in St Gabriel might be suffering from typhoid fever QUEBEC (PC) Legislation was tabled in the Quebec national assembly Thursday that would enable the government to group municipalities under an “area council” in order to share a common land use and development scheme The bill would also give the municipal affairs minister power to grant subsidies for research in town planning, bursaries for students in the field and financial aid to municipalities for the scheme The bill stipulates that the area councils would be composed of mayors of municipalities and country wardens Only municipalities that do not already form part of an urban or regional community are subject to such grouping Area councils must prepare their budgets before Nov 15 each year and send copies to the municipalities involved, specifying what each is called upon to pay The municipalities can apply for a revision of the budget to the Quebec municipal commission The area councils are responsible for drawing up plans for land use and development and also offer methods of financing their implementation Municipalities under the sway of the area council must then adopt a master plan for development, zoning and subdivision bylaws that coincide with the broader plan used by the council The bill stipulates that the Quebec Superior Court may.on a motion from an area council or any other interested person, order a halt to all land use that is not consistent with the council plans Hydro walks out Monday OTTAWA (JAA) — Some 250 plus Hydro Quebec employees will walk off their jobs over the weekend and will demonstrate on Parliament Hill Monday protesting the Federal government's wage freeze The Hydro employees have been in a legal strike position for at least the past three weeks.It is ex pected that they will be supported by non union technicians who work in regional distribution centers.Our sources refused to speculate on the length of the strike Quebec in focus Fish dangerous QUEBEC (CP) It is dangerous to eat fish from Quebec waters more than twice a week, Claude Simard, provincial minister of tourism, fish and game, said Thursday.Responding to a question in the national assembly from an opposition Parti Québécois member.Mr Simard said he had information about mercury levels in Quebec fish, obtained from the federal government, but the in formation was confidential The PQ member charged that high mercury levels may cause serious illness in persons who eat large quantities of fish.Oil fraud uncovered MONTREAL (CP) The Quebec Provincial Police Thursday arrested 13 persons suspected of being involved in the fraudulent retail sale and distribut ion of heating oil.They also seized nine oil trucks.Lieut Jacques Marquis of the economic crimes squad said the suspects are being questioned at Quebec police headquarters in Montreal The alleged crime consisted in the use of special equipment designed to recycle oil back into the tanks of delivery trucks By turning a valve, the driver is able to activate a mechanism which siphons the oil back into the tank at the same time as the meter is running Private sub-contractors that do companies are the main culprits, said Lieut Marquis They overcharge customers for the actual amount of oil delivered and, at the same time, develop large reserves of unsold oil which are sold at lower prices to independent companies Olympic Village MONTREAL (CP) The Gazette says the provincial government plans to take over the Olympic Village the same way it gained control of other Games’ facilities last November Quoting unnamed sources, the newspaper says within two weeks, Quebec will make an offer to buy the village from Les Terrasses Zarolega Inc, the consortium building the $84 million structure which will house athletes during the July Olympics.The Gazette says Zarolega would have to accept the offer or face expropriation The newspaper says the government began paving the way for a takeover earlier this week when it made Liberal backbencher Robert Malouin responsible for village construction Until now, the facility had been considered a private development.Plans had been drawn up to convert the facil ity’s 980 units into condominiums and sell them after the Games The homes and offices of Zarolega officers and others were raided last November by federal and provincial police searching for documents concerning alleged fraud and questionable business practices The Olympic organizing committee holds the $62.6 million second mortgage on the village, but The Gazette says through a clause in the agreement between the committee
