Foiled again!” Because, just in time for the Christmas market, Richard Clé-roux published Official Secrets; the Story Behind the Canadian Security Intelligence Service.And right on its heels came Spy Wars: Espionage in Canada from Gouzenko to Glasnost by Grantatstein and Stafford.Cléroux’s book points out that CSIS is so hugely incompetent that it probably hasn’t yet noticed the Who’s Who By Tadeusz Letarte cold war has ended.It is too concerned with its sibling rivalry with the Mounties’ new Security Intelligence Directorate and the super-secret Communications Security Establishment.Spy Wars covers the entire sorry history of Canada’s incompetence in international intrigue: from Igor Gouzenko’s 1945 defection to the 1985 Air India disaster.CSIS was born in 1984 in the wake of revelations that the RCMP had tapped Warren Allmand’s telephone, compiled dossiers on thousands of innocent Canadians, stolen dynamite and burned a barn southeast of Montreal — but it was composed mainly of the same old police officers.“What the Mounties had been doing illegally,” Cléroux writes, “the new domestic spy agency would be able to do legally, provided it had the approval of a Federal Court judge.” One year later, the agency was caught flatfooted during the siege at the Turkish embassy in Ottawa and the bombing of the Air India jetliner.In 1986, it tapped the tele- j phones of Sikh terrorists and recorded them planning to attack a visiting Punjabi minister eight days later on Vancouver Island.CSIS then kept this information secret, the minister was shot as planned and the incriminating tape recordings subsequently erased.And last January, the Department of External Affairs heard disturbing hints of the involvement by Gerald Bull and his Space Research Corporation in supplying weapons to Iraq.Those suspicions were passed on to CSIS, and Iraq launched a three-stage rocket capable of carrying a warhead 3000 kilometers.David Ryan, head of export controls at External Affairs, wrote a letter to Michael Tashereau, a CSIS official (later made public in the press) that said in part; “the involvement of a Canadian or a Canadian company with this missile project could be very embarrassing.” In March, Gerald Bull was murdered outside his Brussels apartment, probably by Mossad, Israel’s secret service.Michel Bull, Gerald’s son and heir, was subsequently interviewed by CSIS agents but claims they neglected to ask him anything about missile technology.Then came the Mohawk crises at Akwesasne, Kahnesetake and Case of the sleepwalking slayer THE SLEEPWALKER THE many people, Parks was acquitted by a jury who accepted the defence’s argument that he was sleepwalking the night he killed Barbara Woods and attacked her husband, Denis, who eventually recovered from defence been used successfully in a murder trial in Canada.June Callwood, the well-known Toronto writer and civil liberties advocate, has written a fascinating book about the bizarre case.ALL ASPECTS The Sleepwalker reaches beyond the case’s sensational aspects to examine not only the aberrant act but the impact it had on the people whose lives it changed forever.Callwood's examination of the judicial process leading to Parks’s acquittal is thorough and well documented, although much of the testimony from sleep experts is a dry read.The book is at its most engaging when Callwood draws the reader into the world of Ken Parks and his wife, Karen.The young couple’s high-school romance blossomed at a local shopping mall — a relationship that, in Callwood’s description, is striking for its ordinariness.Clearly, Callwood wants to build a case that affirms the defence lawyer’s conclusion — that Parks had no reason to want Karen’s parents dead.Indeed, the pivotal issue during the trial was not whether Parks was sleepwalking but whether he was legally responsible in that state the night he exploded in violence.The Ontario Supreme Court jury apparently agreed with defence lawyer Marlys Edwardh’s theory that Parks’s behavior was triggered by the strain of a crushing gambling debt and the despair he felt about letting the Woods down.Kahnewake and once again CSIS was caught completely by surprise.All this incompetence, coupled with the collapse of the Evil Empire and the destruction of the Berlin Wall, might logically have resulted in a leaner, meaner service when budgets were slashed to control the federal deficit.Incredibly, the CSIS budget for 1990-91 was increased by a whopping 20 per cent, a brand new headquarters building was constructed, and newspapers across the country carried want ads for secret agents.?Meanwhile, reacting to glasnost, there were serious suggestions in the United States that the CIA turn its massive resources from spying on the Evil Empire for military secrets to spying on allies for industrial secrets.After all, with peace becoming a serious threat, what is a military industrial complex expected to do?Not to worry.The CIA, which Bill Moyers calls The Invisible Empire, is as resourceful as CSIS is incompetent.It found new opportunities in Nicaragua, El Salvador and later, Guatemala.The invasion of Panama, where there are still 10,000 U S.troops, brought a heaven-sent opportunity to set up a secret government in the form of the Council of Public Security and Defense.Endara’s controller general just informed the Washington Post with some surprise, “evidently we don’t pay for that.” Book sheds new light on the KGB’s activities By Dean Beeby, the Canadian Press Deep in the archives of KGB headquarters near Moscow is a file on a mole who tunnelled into British military intelligence during the Second World War.The dossier, on the linguist and scholar Leo Long, is relatively thin.Written in large letters across its cover is his KGB codename, Elli.Using information from the file, Christopher Andrew — author of the new book KGB : The Inside Story of Its Foreign Operations From Lenin to Gorbachev — appears to have solved a mystery that dogged espionage experts for more than 40 years.It began in Ottawa in 1945.In September that year, the Soviet cipher clerk Igor Gouzenko defected from the Soviet Embassy and warned of two British moles working for Moscow.Both had the codename Elli.ONE IN OTTAWA One was quickly identified as Kay Willsher, a secretary with the British High Commission in Ottawa.She was caught, tried and sentenced to prison.But the identity of the other Elli perplexed western spycatchers and sparked a series of wild goose chases after phantom moles.Andrew’s apparent resolution of the Elli question is the result of research by a sharp-eyed and hard-working assistant.His name is Oleg Gordievsky.a KGB defector.In the mid-1980s, Gordievsky held the KGB’s highest post at the Soviet Embassy in London.He also secretly worked for British intelligence for more than a decade before fleeing Soviet interrogators in Moscow in 1985 and escaping to the West.IN KGB ARCHIVES Among his many duties for the KGB was the compilation in 1980 of a highly classified history of the agency’s foreign intelligence operations.He was given unrestricted access to KGB archives and pored over Leo Long's file among many others.KGB: The Inside Story was written entirely by Andrew, a respected historian at Cambridge University.The style is sober, the language spare, the judgments balanced.But the sheer volume of new information supplied by his collaborator Gordievsky gives it real sizzle.The section on the Elli mystery occupies barely two pages of this 704-page compendium.Other sections shed new light on literally hundreds of other espionage episodes.SOME HIGHLIGHTS Among the more important: • Former MI-6 officer John Cairncross is identified as the elusive Fifth Man, completing the ring of five Cambridge University students who penetrated British intelligence for the Soviets.The others — Kim Philby, Guy Burgess, Donald Maclean and Anthony Blunt — have long been known, but the last of the “Magnificent Five” has remained a mystery, giving rise to a cottage industry of mole-hunt books.• Paranoid Kremlin leaders in 1981 ordered a worldwide quest for intelligence showing that the West planned a nuclear first strike against the Soviet Union.Harried Soviet agents found little to support the theory but sent corroborating evidence to Moscow anyway, which further inflamed fears.KGB: The La Presse Alain Trudel, trombonist THURSDAY, JANUARY 31, 8:30 p.m.RESERVATIONS: 822-9692 THÉÂTRE CENTENNIAL THEATRE Bishop's University of holes or perforations per 2 cm.In order to determine the perforation of a stamp, one counts the holes, divides them by the cm, and multiplying the answer by two.For example, the enlarged stamp was originally calculated by stamp guage to be perf.13'4 x 13'/2.If one counts the holes, including the half holes at each end, there are sixteen.Divide that by 2.4 cm and it comes to 6.66 perfs per cm.Multiply that by two, and it comes to 13.32 holes per two cm rounded off to IS'/z.Vertically there are 14 holes, including the half holes at each end.The stamp measures exactly two centimeters vertically.The overall perf.is 13'/2 x 13.I've brought this to your attention because in 1988, Canada Post began issuing a new definitive issue entitled Canadian Mammals.The issue continued with new deno-minations in 1989 as the postal rates went up.It’s these three denominations, the 44 cent walrus, 59 cent musk ox and the 76 cent griz- Seafood Buffet Group Facilities Open 7 days RESERVATIONS: 868-2052 295 Principale West MAGOG zly bear, along with 1990 issues of the 45 cent pronghorn antelope, 61 cent timber wolf and the 71 cent beluga whale that have stirred quite a bit of interest from those interested in perforation varieties.In the same letter from Mr.Cannon.he asked if I knew anything of a perforation variety related to the 78 cent denomination.An enlarged photocopy of three different perforation varieties was enclosed.Although I had seen an article on the matter.I had not remembered where I put it; but, ensuring the gentleman that as soon as it was found, I would send it along.Being somewhat occupied.I put the matter of the beluga stamp aside for the time being — yet never so far aside as top be forgotten.Not long ago, I started thinking seriously about the issue, and dug out the pamphlets the post office releases giving the history of the stamp.In the case of these six denominations, they were printed ho-rizontally, measuring 32mm x 26mm and perforated 13.At that point I decided to go through what mint stock I had.These were purchased from the local post office on the first day of issue.To my surprise, all the beluga whales I had were perf.14.36 x 13.84.Rounded off, it translates to 14'/2 x 13%.The catalogues list them as H'/a x 14.The booklet panes are 12'/2 x 13.All this took place around New Year's day.1991.Intrigued, I began to wonder if this is the case concerning the 78 cent stamp, what of the rest of the issue?Well, I’ll give you a guess on how I spent Jan.1.You’re right: I was buried knee deep in stamps looking for all I could find of the Canadian Mammal series.From the stamps that I managed to find, all indications seem to lead to two printings of the sheet stamp with different perforations on at least three denominations.It would seem that the pronghorn antelope.the timber wolf and the beluga whale were first issued perf.14'/2 x 14 and later appeared as originally advertised, perf.13.There are two stamps in this series that are difficult to come by in used condition.They are the 44 cent and the 45 cent denominations.These were used for postage to the U.S.and therefore would be plentiful to U.S.collectors.It is hoped that between several of us.we will be able to get an answer from the printers as to why these stamps were issued in such a manner.In the meantime, you are hereby offered a challenge.If anyone can shed a little more light on these stamps, please feel free to write me at: P.O.box 688 Richmond, Qc, JOB 2H0 The Beluga: the one on top is perf.Id'/i x 14, while the one below is perf.13 x 13. TOWNSHIPS WEEK—FRIDAY, JANUARY 18, 1991-5 B.U drama fest offers both light and serious fare By Avril Benoit LENNOXVILLE — John Rolland will see his play lor the first time next Wednesday night—from backstage.Rolland volunteered for stagehand duties for Thea-treactiv.Bishop’s University’s annual drama festival which runs Jan.23-26.The play he wrote as an assignment for one of his courses, ffi Daddy, will be among those performed by his peers during the festival.It’s being directed by fellow student Michael Medland.“I haven’t seen what he’s done with it,” Rolland says, laughing at his own jitters.“I didn’t want to get on his nerves by peering over his shoulder during rehearsals.nerve-wracking to think that / might blank out onstage.But what can you do except just get on with it?' “I don’t even know if I want to be in the theatre on opening night!” The one-act play is about two young women who 'mentally change places.” The actual plot, Rolland says, only reveals itself in the last page of the script.“I wrote it in one night: it w'as deadline city," he says.“I was in desperation so I threw out all the stuff I’d written up to that point, and came up with this.” Hi Daddy will be performed by Sally Colwell and Maureen McNeilly as part of a Theatreactiv program that also includes a one-woman play called Beatrice.WITHOUT A NET Being onstage alone is old hat for 21-year-old actress Stephanie Nickerson.Last year’s theatre festival featured her in a monologue, too; but it was much shorter, only 15 minutes.Beatrice, the reflections of a woman coming to terms with the death of her mother when she was 12, takes about 45 minutes."It’s nerve-wracking to think that I might blank out onstage,” Nickerson says.“But what can you do except just get on with it?” Nickerson will not only be looking to captivate the audience with a strong performance.She wants to impress her professors.She undertook the play as part of her B.A.Honors thesis — the first acting thesis that’s ever been done c at Bishop’s, as far as she knows, s Most senior students choose to di- £ rect or stage manage.“I hate to direct; it’s not my £ thing,” Nickerson says."And I can g relate to this play because my i father died when I was 12.” Nickerson co-directed Beatrice with her roommate, Sarah Clarke, who directed her last year as well.No one else has seen it."We rehearse here at the theatre because we can’t get anything done at home,” Nickerson says jokingly."But I don’t want anybody to see it until it’s ready.” The head of Bishop's drama department, Jonathan Rittenhouse, suggested Nickerson try doing Beatrice after he’d seen it performed at a Quebec Drama Festival.NO TYPE-CASTING HERE That suggestion wasn't the sole extent of Rittenhouse’s involvement in Theatreactiv.He’s been cast as a stuck-up, perfectionist principal in a comedy called Barely Passing written by awardwinning playwright George Rideout.The play is about teachers who make fun of their principal.Curiously.one of the teachers is played by Bishop's acting coach Jo-Jo Rideout, whose husband wrote the play."It’s your typical banana-peel kind of humor," says 20-year-old director Chad Barclay.“I have a feeling teachers will find it hilarious.” This is another play that the cast and crew have kept under wraps — nobody but them have seen it.“The twist in the end is worth keeping secret,” Barclay says, confiding that the ending reveals dark episodes in the principal’s past.Another skit, If Men Played Cards as Women Do, will appeal to audiences who like lightweight comedy.Actor Michael Kuhnert, 20.plays the host of a card party which seems to evoke in its male participants all the catty behavior stereo-typically reserved for women “As soon as I leave the room, they all start backstabbing me,” Kuhnert says."The guys show all the cliches of gossipy housewives sitting around over coffee, spear-ding dirt from around the neighborhood.” UN MASKING TRADITION One of the more visually dazzling plays to be performed during the Theatreactiv drama festival is The Mask of Hiroshima, featuring rice paper masks created at Bishop's by MaryAnne Sherrer, Katie Warlund, Norah Hyndman and Katie Curtin.“I first learned how to make masks when I was travelling in Bali, Indonesia.” says Curtin, the play’s director."I'd been told about this mask maker and wras determined to work with him — so 1 did."
