Brome County NEW Tuesday, August 16, 2011 I PLUMBING YOUR WATIR TREATMENT SPECIAUST plomberiegoyercom 450 263-2226 ISO Sherbrooke St., Cowansville ,CMMTQ ‘Mistaken’ invoices for garbage pickup withdrawn TBL town manager issues an apology By Frank Nixon Tpwn Manager and Treasurer Jean Bourret said that invoices sent last month to numerous Brome Lake commercial enterprises for “garbage pickup” were sent by mistake.“Please accept our sincere apologies concerning the invoice for the garbage collection that was erroneously sent to you,” said Bourret, in a letter dated July 11.“We have taken the necessary measures to ensure that this type of mistake will not reoccur.” On June 27, a public notice, using town letterhead, was mailed to TBL businesses, under the name of, “Services sanitaires Brodeur.” The letter read, in part: “As the environment is a constant concern and to maintain our beautiful surroundings, we must all contribute to services offered such as garbage collection.Accordingly, garbage collection, transportation and processing are costly matters; therefore, to continue receiving a quality service, you will be invoiced shortly." One small business owner showed Brome County News an invoice dated July 1 in the amount of $569.62, where he was billed “retroactively” for the period “2009-2010 and 2010-2011,” for garbage pick-up.Several business owners called town hall shortly after receiving the false billing statements seeking an explanation.Bourret did not say in his apology letter what steps were taken by town hall to ensure this mistake will not reoccur.TBL projects in a state of uncertainty No firm pricing or completion dates for any of the projects By Frank Nixon TBL Council is expected to pass “borrowing bylaws” for $6.55 million in 2011, $3.0 million in 2012 and $1.4 million in 2013 for a total of $10.95 million, to finance various strategic projects, according to the TBL 2011 budget unveiled on Dec.20, 2010.However, council has yet to provide firm requirements and pricing, including start and completion dates, for any of the major projects.Mayor Gilles Decelles recently provided a “progress report” on six strategic projects.The projects include the development of the Foster-Douglass Beach linear path, replacing the Blackwood [Mill Pond] dam, moving the municipal garage, replacing the Douglass Beach building, replacing the bridge on Lakeside Road and installing a new sewer system for Foster and Rock Island Bay.Foster-Douglass Beach linear path: “We haven’t spent any money so far this year," said Decelles.“Plans for 2011 are to resurface the path from Victoria Street to Trestle Cove and to resurface from Trestle Cove to the bottom of Fisher Hill and to free the access from Foster Road toward Knowlton, such as cutting branches etc.” The mayor added that the town expects to spend just $50,000 on paths this year.At the May 28 public consultation meeting on the strategic projects, plans for the path included $798,000 for bridges, walkways and culverts, $190,000 for trail development of 8 km, and $12,000 for “foundation consolidation." Blackwood (Mill Pond) dam: Work on the dam has been put on hold until further notice.“It is not on the agenda, this year or next,” said Decelles.Replacing the dam was originally scheduled FRANK NIXON Jean Bourret, town manager and treasurer, said that the current municipal garage "does not meet safety standards and the town could be fined." for August 2011 and then moved to the spring of 2012.Three options were presented at a public consultation meeting held on May 28.Option 1 involved total reconstruction of the dam and to dredge 10 per cent of Mill Pond at a cost of $1.8 million.Option 2 involved lowering the dam and to rebuild the structure within a ten-year period, at a cost of $2.9 million ($900,000 short-term plus $2 million over ten years.) Option 3 involved removing the dam entirely and returning the area back to its natural state at a cost of $2.9 million.The options were taken from a document prepared by a private firm - SM Consultants, based in Sherbrooke.Municipal Garage: “We have revised the plan and reduced the size of offices in order to shrink the costs,” said Decelles.The mayor added: “Construction was scheduled to start in the fall, but we’re running out of time.” Jean Bourret, town manager and treasurer, said that the current facility “does not meet safety standards and the town could be fined."
