turned to steam.“It was during these periods of deficient cooling that extensive damage to the fuel elements occurred,” the report says.The agency says the March 28 accident crumbled and twisted the Rondeau, ever the political animal, wanted one last fling at his personal brass ring — a chance to be re-elected.Mr.Rondeau must either be naive or completely out of it all to expect he would be returned by the Shefford electorate.Assuming the wildest of possibilities, that of his being able to carry the seat, leads to other considerations.The Commons would have to review his case and decide whether or not he would he allowed to remain as a sitting member.If he was ousted following a successful election he would have the additional years credited to his pension fund.Personal greed, and let the public be damned JOHN McCAGHKY Power play Is Premier Levesque speaking for the Quebec government or the Parti Québécois when he throws his support behind Social Credit leadership heir apparent Fabien Roy?Roy has been encouraged and heartened by Levesque’s statements that the former Beauce MNA ‘revitalized’ the party which best represents the interests of Quebecers, especially since those statements carry with them the party’s tacit blessing for any PQ member or organization to support Roy and his Socred candidates in Quebec.In an election governed by new laws which make a large volunteer force an essential part of any victory.Mr Levesque’s backing could well be worth more than all the dollars and all the resources the Liberals and Conservatives can muster.Not only that, but it encourages Mr.Roy to play up that aspect of his party’s platform which has argued since 1971 for the right to self-determination for all provinces — especially Quebec.The best the federal Liberals could have hoped for in this election was the neutrality of the Quebec government.By endorsing Mr Roy and the Socreds relatively early in the campaign, before the Socred convention even takes place, the premier has given hope to a large number of would-be Socred candidates to step forward in ridings where only two weeks ago.they stood next to no chance.So far.it's been a pretty quiet campaign, with just the leaders exchanging shots and little happenings on the local level.Here in the Townships, the parties without party organizations are being prevented from advertising their nomination meetings, since the new law' doesn't allow electioneering before April 22.But Mr Roy doesn’t have to worry about advertising now.Mr.Levesque jusi saved him a whole pile of money JAMES DUFF self through learning another language and a minor ity’s fear of losing its identity if it adopted the majority language instead of its own, he explained It used to be thought that learning two languages ra ther than one would confuse and retard a child, he said For half a century until his own studies in the early 1960’s, investigators generally concluded that bilinguals had a lower I Q., suffered from various so- cial difficulties and were behind in school However these studies took no account of the children’s social class, which is so closely related to measured intelligence and to success at school, and they were none too careful about their classifications of who was bilingual and who was not (One investigator determined children’s bilingualism simply by looking at their names.) Lambert and his asso- ciate.Elizabeth Peal, made sure that their two groups of monolingual (French-speaking) and bilingual ten-year-olds in Montreal were matched in socio-economic status, as well as sex, and they also tested them carefully to determine which ones were, in fact, bilingual Fully expecting to find a deficit in the development of the bilinguals, they wanted only “to pinpoint what the intellectual components of that deficit were, in order to develop compensatory education programs ” But there was no deficit.Instead, they found that the children who spoke both French and English scored higher than the controls in every way: They performed better on both verbal and non-verbal tests of intelligence; they were far more advanced in school grade and also did better in school work; they are doing it in a spectacular way.Hundreds of thousands of peasants have been marching from their remote hamlets to New Delhi, Bombay, Poona and other big cities demanding a better deal from the government Charan Singh, a 75-year-old peasant leader and a top politician belonging to the ruling Janata Party, says “peasant power has become a reality.” “No government in New Delhi can survive if it is not prepared to attend to the problems of the poor farmer in our 600,000 villages ” To demonstrate his hold on the peasantry, Singh recently appealed to farmers to march on the capital.An estimated two million peasants descended on New Delhi from various provinces in northern India WELL CONTROLLED NO CLAPPING PRAYING HANDS?HEREUES ( \jnwX) The peasants were extremely disciplined.They held a massive rally near parliament and dispersed peacefully after hearing an hour-long address by Singh and other peasant leaders Said a senior police official: “Thank God, these rural people were an entirely different attitude towards speakers of English While the children who spoke only French evaluated the personalities of French speak ers more favorably than those of English speakers, the them South Africans who learned Afrikaans as well as English, for example, would not need to worry about losing their English roots as a result “If you start with the higher-status language, you have no fear that it will be eroded,” he explains “You have the attraction of adding another language, and nothing to lose But Spanish-American or French-Cana-dian children who learn English in school face the opposite situation a great likelihood that their own language will be eradicated.” The fear of losing part of their identity could in itself prevent minority students from making progress in the majority language, Lambert believes For more than a decade, he and Robert Gardner of the University of Western Ontario have been trying to understand why some people can learn foreign languages quickly and expertly, while others, given the same opportunity to learn, fail From the beginning they expected it would be something more than “a knack” or “an ear” for languages Everyone learns a of assassins has been watching for a chance to upset the peace and turn the triumph into tragedy Ironically, these grim plotters may actually have helped to bring Israel’s Prime Minister Menachem Begin and Egypt's President Anwar Sadat together But they haven’t abandoned their attempts to murder the men who in their view, have betrayed the Arab cause The story goes back to the summer of 1977 when a team of terrorists allegedly carrying Libyan documents, slipped into Cairo They had murder on their minds The details are shadowy; the Central Intelligence Agency still hasn’t pieced together the full story.But high on their hit list, our sources say, was the name of Anwar Sadat The American ambassador in Cairo, Hermann Eilts, was also marked for assassination The mastermind behind the plot, according to intelligence sources, was Libyan dictator Muammar Qaddafi Early in his political development, he had come under the spell of the charismatic Gamel Nasser, the late Egyptian leader, who raised the banner of Pan-Arabism in Cairo Nasser's death.Sadat’s succession and Qaddafi s coup only strengthened the fierce young Bedouin’s determination to make Nasser’s dream come true Qaddafi tried to unite Libya with Egypt as the first step toward creating one great nation Intelligence reports claim that Qaddafi even lived for awhile in Sadat's home But the dream somehow turned sour The uncompromising Qaddafi felt that Sadat had betrayed the Nasser ideal and had become a traitor to the Arab nation Sadat developed an equally unflattering opinion of Qaddafi.“Magnoun,” he called Qaddafi, meaning crazy.The Libyan leader, meanwhile, opened his country to Palestinian extremists Intelligence reports claim he helped to organize some of them into an assassination team The reports vary on whom he had in mind for targets.One reportedly was his former Cairo host, another the American ambassador in Cairo.In any event, Israeli intelligence got wind of the plot and tipped off the Egyptians The contact was made through Morocco.where Israeli foreign minister Moshe Dayan made two secret trips to see Sadat’s confidant Hassan Tohamy According to one report.Sadat confirmed the Israeli tip.rounded up the culprits and registered his displeasure with Qaddafi by sending his armed forces to blast Libyan border outposts The United States handled the threat against Ambassador Eilts in a quieter manner A top State Department official simply called the Libyan charge d’affaires.Shadan Gashut, and notified him that the United States had full knowledge of the plot and Qaddafi's backstage role in it I looked up Gashut in Tripoli He con firmed that he had received the dramatic call but denied that Libya was involved in the plot to assassinate Ambassador Eilts In Cairo, meanwhile, the assassination tip is said to have persuaded Sadat that he could deal with his old foes, the Israelis Thus Quaddafi’s alleged plot may have had a different result than he had intended Now Israel and Egypt are at peace, freeing combat divisions to move from the Israeli to the Libyan border But in the Bedouin tent that Qaddafi has pitched outside his palatial headquarters in Tripoli, he tersely denied having anything to do with the plot to kill Sadat.“How is it possible to believe such a thing?” he asked me “Sadat will be exterminated by the Egyptian people That is the correct “It shocks us to realize that Seneca.Vergil.Livy and Cicero — those we read as models of the Latin lang uage — learned Latin only as a second language It seems that when the social setting demands it, people master a second language no matter what their aptitudes might be What then is it to have a knack for learning a foreign language?” The key to learning a foreign language, they concluded.lies in being “psychologically prepared to adopt various aspects of behavior which characterize members of another linguistic-cultural group.” The more ‘avorably a child views foreign people in general and hat group in particular, the iiore successfully he or she will learn their language The more “ethnocentric” the family is, however, the more likely that the child will do badly in the language In both cases, the child’s own orientation is developed at home It is all too easy for minority-group families to become fearful about the inroads of the majority language, says Lambert, speaking from years of experience in French Canada Emotions often run high, with the general attitude that “They’re moving in on us! Many of our kids are going over! We must shore up every hole in the dike!” French Canadians who felt swamped by the English-speaking majority of the country have now gone to the extreme of demanding that French become the only national language of Quebec Province.The best way to counteract such extremism and to allay French Canadian fears, in Lambert’s opinion, is to increase the bilingualism of the English-speaking majority — a trend which has made surprising progress in such cities as Toronto and Ottawa, as well as Montreal, in recent years.This new bilingualism is the direct result of a radical approach to teaching foreign languages: “Immersion” programs, a sink-or-swim method in which nearly all subjects, such as math, science or geography, are actually taught in the foreign language.It is generally recognized that the standard method of teaching foreign languages as a separate subject a few hours a week is largely ineffective.After “taking” such a language for years, students often cannot carry on the simplest conversation with a native speaker But few people realize how successful the new immersion programs have been The best-known example of such “immersion” in a foreign-language bath is the St.Lambert experiment, which started in 1965 in a suburb of Montreal The St.Lambert parents — all English-speaking — wanted their children to learn enough French to be able to communicate with French Canadians.They also wanted to start their children’s training early enough to take advantage of the time when languages are absorbed most easily.So despite much opposition from local school administrators, they set out to offer new classes in which only French would be spoken from kindergarten through second grade.From grades three to six, different subjects would be taught either in French or in English.It was a daring move for them, especially since the local school principal, an English reading specialist, warned them that it might damage the children’s English development.What would happen to children who did not have the usual reading-readiness programs in English, he asked0 What would happen when they learned to read in French before learning to read or write in English0 The parents turned to Lambert and his colleagues at McGill University for support Lambert had long encouraged individual French-speaking or English-speaking families to place their children in schools that used the other language, at least for the elementary grades He was deeply interested in this larger scale “home-school switch”.Through Lambert, the par- ents also met Wilder Pen-field.the renowned neurosurgeon w ho had done pion eenng studies of brain function while operating on patients at the Montreal Neurological Institute Penfield had learned that after damage to the left hemisphere of the brain i which controls language in right-handed people) the right hemisphere often took over its functions in young people, allowing them to speak again; but this never happened past the teen-age years Therefore he felt that the brain was particularly receptive to language learn ing during the early years of life, and that it was important to capitalize on this plasticity Eventually Lambert was called in by the school system to make a running evaluation of the St Lambert program His detailed report (Bilingual Education of children, by W E Lambert and G R Tucker, 1972) shows that while at the end of the first grade the children in the immersion classes did somewhat more poorly than other English-speaking children in English read ing and writing (which had not been taught in school at all) and were still far behind native French-speaking children in their French skills, they soon forged ahead in both areas, as well as in other subject matter.By the end of the fourth grade they could read, write, speak and use English, as well as youngsters who had gone to standard English schools.At the same time, quite painlessly, they had developed a competence in reading, writing, speaking and understanding French that other English pupils could never match.They also did as well as both the French and English controls in math.And they became far less biased against French Canadians; by the end of grade five, the children seemed to think of themselves as being both English and French Canadian in outlook As news of these results spread, programs modelled on the St.Lambert experiment have started in many other parts of Canada and in a large number of cities throughout the world.They have been remarkably effective — at least with middleclass children of a dominant culture who learned a second language while losing none of their own.(Of course it is not clear how much their parents taught them at home.) It would seem logical, therefore, to use the same kind of “home-school switch” with minority children whose native language is not English, and to put them in English immersion programs where they would have to speak nothing but English in the first grades of school But Lambert does not see it that way — and neither do the supporters of the Bilingual Education Act.Historically, nearly all immigrants to the U S.were put into English immersion schools, with mixed results So were the American Indian and Eskimo children who attended federally sponsored boarding schools, often with disastrous results.The whole purpose of the Bilingual Education Act of 1968 was to give special assistance to children whose home language was not English.It was said that Puerto Rican and Mexi-can-American children did so poorly in school because they simply did not understand enough English to keep up Therefore bilingual education was designed as a transition — to offer classes both in English and the child’s home language until his English improved to the point where he could continue in English alone In an attempt to reconcile these opposite views about immersion programs.I^m-bert makes a sharp distinction between the needs of people who belong to the dominant culture and those of the minority There are two reasons why French Canadians, for instance, could not be expected to put their children into English immersion classes willingly or on a large scale, he says: 1) As a minority, French Youngsters at a classe d'accueil: Bilingualism is painless as long as it's not an end in itself Canadians feel both inferior and threatened, and cannot bear to give up a shred of their linguistic identity.They believe that their children will learn enough English outside of school anyway, if only from American TV shows; and 2) French Canadians also downgrade the kind of bastardized French that is com monly spoken in their area Therefore they depend on the schools to teach their children proper, European style French The “guiding principle” which Lambert derives from all this goes as follows: Any community which decides that it wants a bi lingual citizenry must give all its children a chance to have their early education in the language that is most likely to be by-passed — that is, the lower-status lang uage In Canada, that would be French, and English would be added around the third grade In many American cities, it would be Spanish.Wherever families from the dominant culture do this, they put their children on an “additive” route, giving them the benefits of a second language and culture But such training is even more important for children from minority groups, Lambert believes, as it can save them from a “subtractive” route which would otherwise lead to school failure in all languages and subjects When Lambert told his Teachers’ College audience about this guiding principle, the students seemed somewhat skeptical.“It may be all right in Canada, where you have only French to worry about,” said one student, “but what about New York City, with its Italians, Greeks, Haitians — which language are you proposing that all the high-status people learn?” Lambert admitted that this would have to be thought out Another student objected that “Basically, you’re talking about segregated schools or classrooms, where different groups will be taught in different lang uages.” By way of reply, Lambert told them about a recent experiment in the villages of Ma daw a ska and Caribou, in an area of northern Maine (the St John Valley) which juts out into Quebec and New Brunswick Most of the people in this valley are descended from French Canadians, and although they have lived in Maine for three or four generations they still speak a sort of mangled French at home, mixing French and English in such phrases as “le coat’, or “pas de ‘sweat’.” At school, however, they have had a traditional American curriculum The local teachers would often threat en to wash the children’s mouths out with soap if they spoke one single word of French.Then in the early 1970’s, some schools in the area began to offer about one-third of the elementary curriculum in French Meanwhile a control group of children of similar intelligence and background continued its schooling in English.After five years of the partial-French program, the children in the ex perimental group were found to do consistently bet ter than the controls not only in French, which was to be expected, but in English language skills as well, in grade placement tests, and also in math and science, which they had learned partly in French “This means that they now have a much better chance to compete with other Amer ican children in enterprises that call for educational abilities,” reported Um-bert.“They apparently have been lifted from the typical low standing on scholastic achievement measures that characterizes many ethno-linguistic groups in North America ” Lambert attributes this sudden change to the young sters’ new pride in being French and to their realization that their language is as important as English as a medium for education The in English, but does not con sider himself fully bilingual He is married to a French woman who was a teacher in a French lycee in Mon treal, however, and their two children, who attended this school, are unquestion ably bilingual “I see myself as a psychologist who happens to be interested in language,” says I^ambert.“Language became a research interest ever since my two children began to talk, for they al most naturally, it seemed, used English with me and French with my wife.From my children I learned that two languages and two cultures come naturally and easily if given half a chance, and that more than one of either makes life much more interesting He firmly believes in the rigorous, old fashioned training offered by tradi tional French schools Since their years at the lycee, everything has been easy for his children, he says His daughter, now 25, is working on a PhD in psycholinguistics in Scotland, she taught herself Spanish during summer jobs as a French teacher in the University of North Carolina He has been a professor of psychol ogy at McGill since 1964, the year his first book came out: Social Psychology, an introductory text which he wrote with his brother hates to talk about it “I never want to touch the Spanish exam pies in my lectures,” he says, “because so many of these programs are just mickey mouse projects— taking the kids on bus trips or hiring
