Québécois budget for an independent Quebec is absurd was blown out of proportion b\ the media party officials said Wednesday Campaigning in Chicoutimi.115 miles north of Quebec City for the Oct '29 Quebec general election party leader Rene Levesque and economic adviser Jacques Parizeau both criticized the way the media have covered the Parti Québécois budget Or Donald Armstrong a McGill University management professor, said earlier this week the proposed budget for the first year of an independent Quebec is absurd because it does not allow for any interruption of economic growth because of independence Prof Armstrong said he and his graduate students have done surveys leading them to the conclusion an independent Que bec would lose about 25 per cent of its jobs in construction corporate and regional head of flees and the convention busi ness A violent separation could increase this loss to 50 per cent Mr Parizeau said the budget had been discussed sensibly on recent French language television programs b\ university professors and wondered why French language reporters did not cover what they had to sav McGILL IN OPPOSITION Mr Levesque asked how French language economists could qualify to receive news paper coverage Meanwhile he said, the Parti Québécois i> up against the English estab lishment of which McGill is the intellectual arm The Parti Québécois stand for Quebec independence in an economic association with the rest of Canada continued to dominate campaigning Wednesday In Chicoutimi Union Nationale leader Gabriel Loubier said some elements in the PQ favor anarchy and the establishment ot a military government in Quebec Mr Levesque in an interview on English language television station CFCF in Montreal said negotiations on relations between a separate Quebec and Canada would have to be between two equal partners Asked if a vote tor the PQ was necessanlv a vote for mde-pendence he replied Well it you're in your right mind when you do it I guess eventually that s what you're voting for Premier Robert Bourassa B>ok his Liberal party campaign to St Jerome.30 miles north of Montreal where he was met by about 30 demonstrators protesting the jailing of the province's three top labor leaders He told about 100 persons his government is not anti union but had to enforce respect for the law during a labor crisis The province's three top labor Heavy fighting reported on Egyptian front By THE ASSOCIATED PRESS Israel said it destroyed 90 to 100 Egyptian tanks Wednesday in a fierce battle that continued into the night along the Suez canal Egypt said the Israelis suffered heavy losses in tanks and armored cars. The Israeli drive into Syria still was bogged down about 21 miles from Damascus The Syrian front was reported quiet through the night after heavy Syrian shelling Wednesday Elsewhere in the Middle East crisis, the Arab oil countries pledged to cut their production five per cent a month and to increase the cut five per cent each month as long as Israel holds on to the territory it seized in the 1967 war They hope their West European and Japanese customers will press the United States into ending arms shipments to Israel There was intense diplomatic activity in Washington and at United Nations headquarters in New York aimed at ending the fighting. But no sign of progress was apparent Israel said Us forces fought all day Wednesday in Sinai to contain Egyptian counter-attacks Maj -Gen Haim Herzog, the state radio's military commentator, said it was the biggest armored clash in Israeli military history Chief-of-Staff David Elazar said “We are now calling the tune But he added: This is not Israel's major offensive BATTLE LINES STATIC The Egyptian command said fighting was continuing Wednesday night in the central sector of the Sinai front, but neither side reported any change in the battle lines 2*2 to 10 miles east of the Suez canal It was the second day on which the Israelis had reported destruction of a large Arab tank force On Tuesday they reported knocking out 105 Syrian and Iraqi tanks, while Syria that day reported its forces destroyed 80 Israeli tanks.Elazar said Israeli forces were initiating the attacks on both sides" of the canal An Israeli spokesman said the commando task force that crossed the canal Tuesday still was in Granby newspaper stops publication GRANBY (CO — Granby’s daily newspaper ‘La Voix de l’Est’ did not publish this morning. The daily, owned by Power Corporation, was shut down shortly after 2 p.m yesterday when the 36 unionized reporters, secretarial staff and commercial printers went out on strike. The employees voted more than 75 per cent in favour of strike action, according to union spokesman Alain Gazaille Shortly after the legal strike the newspaper s president.Eric Farrat.said the newspaper would not publish until the conflict between management and the employees, members of the National Communications Federation, is settled Mr Ferrât said he would do nothing to aggravate the situation and he remained willing to “negotiate seriously as Tetly on CKTS show SHERBROOKE (CCl - At last the English-speaking population of the Eastern Townships will have a chance to participate on an open-line radio program During recent days all government leaders have held radio programs on Sherbrooke’s two French-language stations. However, William Tetley, Liberal minister of financial institutions will host an openline program on CKTS radio this afternoon It will start at 4 p.m.Egypt, continuing to sabotage missiles and artillery But an Egyptian general said the force has been destroyed Israel said its air force bombed military installations near Port Said, the Egyptian city at the northern end of the canal and anti-aircraft missile batteries It said 10 Egyptian planes were shot down Egypt said that its air force shot down four Israeli planes in one dogfight while ground fire downed 12 Israeli planes and five helicopters It admitted the loss of one plane An AP correspondent on the Syrian front said Arab artillery was continuing to blast away at Israeli columns bogged down on the road to Damascus Elazar.however, said “everything is fine in the northern theatre of war A Syrian communique said that “on the northern front, our armored forces and artillery foiled an enemy attack on two of our forward positions and forced the enemy to retreat The communique said Syrian tanks and artillery destroyed three Israeli rocket sites, four artillery batteries at least 40 tanks and 39 other armored vehicles The Syrians said their air defences knocked down five Israeli planes raiding civilian targets and one helicopter The Israelis said they downed five Syrian aircraft Israel reported fighting with Jordanian tanks m Syria for the first time in the war Tel Aviv radio said Israel now is holding 832 prisoners of war from Egvpt.Syria and Iraq % of them officers soon as the union wanted to.” The employees, after going out on strike, seized local radio station CHEF, a 10.000 watt AM station which offers FM service.Order was restored a few hours later. The radio station is also owned by Power Corporation. The newspaper, with a regional circulation of approximately 12,000 daily, was founded in 1943.It is the first strike in the newspaper’s history.Through a press release the employees denounced the poor attitude shown by management at the negotiation table during the last 15 months. They reacted against final management offers which they claimed would have made the employees “slaves of Power Corporation for three more years.” The areas of dispute are wages, both retroactive and current, as well as vacation policies. The last conciliation meeting was held last Friday.Among the disputed clauses are the 40-hour work week, obligatory overtime, employees being unable to take more than two consecutive weeks vacation and salary conditions described by the union as “10 years behind salaries paid at other regional newspapers.” The employees are also seeking job security .Bazaille cited some salary discrepancies which exist in the chain of newspapers owned by Power Corp A beginner at La Voix de l’Est’ earns $90 a week while at the Trois-Rivieres Nouvelliste, a beginner makes $104 a week and $125 a week at Ottawa's Le Droit. Also a four-year man in Granby makes $110 a week while his counterpart in Trois-Rivieres draws $174 and in Ottawa $192 weekly.according to Gazaille.OBJECTIVE NEARS — Operation Univestrie closed in on its objective with a $750 cheque from Roger Smith, centre, vice president and general manager of B E.Goodrich.Cellular Products Division.Waterville.The donation represented the company's second payment of a $5.000 contribution to the fund Antoine Turmel, right, chairman of the campaign, announced that over $2.5 million has now been subscribed representing 73 per cent of the objective. At left is Dr.J.M.Lalancette.vice rector, research, at the University of Sherbrooke Parliament resumes hanging debate OTTAWA (CP> - The Commons resumes debate today on which types of murderers should face hanging As early as tonight, but more likely after considerable extended debate.MPs could decide the fate of the government proposal to establish another five-year ban on hanging for most types of murder Virtually all MPs expect the voting tonight and in the future to be close The Commons will have extended hours until the issue, brought before Parliament in January, is decided No other business is expected to be transacted The House moves to capital punishment after giving approval in principle Wednesday to proposed increased family allowance payments That proposed legislation, supported by all parties, will raise allowances to a monthly average of $20 from the current flat rate of $12 It also will make benefits taxable for the first time since the program began in 1945 NO PARTY TIES All capital punishment votes are free, meaning MPs vote according to their consciences without partv guidance < In the spring, after prolonged debate, the bill to limit capital punishment to murderers of police officers and prison guards for another five years received second reading by a vote of 138 to 114 The vote was good enough for Solicitor-General Warren All-mand to propose that hanging be banned altogether in favor of longer prison terms The idea was defeated in committee At the end of today's debate.MPs will vote on two amendments which would include more murderers in the bill An amendment by Albanie Morin (L—Louis-Hebert » would apply the rope to persons found guilty of murder following deaths resulting from rape and kidnapping HIJACKERS CITED One by Allan Lawrence (PC Northumberland-Durham i.former Ontario attorney-general calls for hanging of aircraft hi jackers who cause death and to second-time murderers At 10 45 p m there will be formal votes on these two amendments and possibly on whether the Commons should report the bill as having passed through detailed committee study Assuming MPs agree to report the bill, debate will start on third and final reading This debate could last a week, with all sittings extended until the bill is dealt with If the majority vote against reporting the bill, it will die The first five-year ban on most hanging ended last December Since then the old law which says those guilty of premeditated murder face hanging has applied The government has commuted all death sentences to life in prison since the last hanging in 1962 Some retentionists say the whole capital punishment debate is an exercise in futility because the Trudeau government never will permit a hanging Same name—but that’s all! MONTREAL (CP) — The name is the same but the party affiliation often is different for close relatives of prominent Quebec politicians taking part in the Quebec election campaign A few years ago.the names Johnson and Bertrand were synonymous with Union Nationale but in the campaign for the Oct 29 election they are more likely to mean Parti Québécois Marc Johnson and Jean-Francois Bertrand sons of the late Union Nationale premiers Daniel Johnson and Jean-Jacques Bertrand have become major warm up speakers at Parti Québécois meetings They say the party's independence stand is the logical extension of the philosophies expounded by their fathers as provincial premiers between 1966 and 1970 Jean-Francois Bertrand s sister Louise, has been nominated to run for the Union Nationale in the traditionally Liberal riding of Montreal Notre-Da me-de-G race Fernand Levesque, brother of Parti Québécois leader Rene I^evesque is running for the Parti Creditiste in Montreal Maisonneuve while his brother seeks a Quebec national assembly seat in Montreal Dorion In Montreal Outremont Lise Trochu-Cloutier.sister of Education Minister Francois Cloutier, is running for the Parti Québécois against Justice Minister Jerome Choquette, one of her brother s colleagues in the Liberal government of Premier Robert Bourassa è budget coverage leaders were imprisoned earlier to ignore back to-work in this sear tor contempt of court junctions during a 1972 province after advising hospital workers wtide public servants strike l PREMIER BOURASSA .spent a couple of hours in Sherbrooke yesterday Bourassa addresses Sherbrooke Liberals SHERBROOKE ((ill > Premier Bourassa attacked the Parti Québécois platform while at a public assembly yesterday at the Church of the Immaculate Heart, in the East Ward Bourassa ridiculed the pequiste’s proposed budget, saying Rene Levesque could never finance all the projected plans for Quebec independently He played effectively on the Canadian tmancmg of the 1976 Montreal Olympics The mam point of Bourassa s talk was that a Parti Québécois majority would careate a lull in the economic growth of the province, if any was left what would it !>«¦ woith he asked. If all the liquid assets in Quebec were drawn out because of an uncertain future “Money is important.he said “It provides security and creates jobs Bourassa told the nearly 150 mainly Liberal supporters at the assembly that if the Part1, Québécois were elected and r< weak economy resulted no joljs could possibly be created The Premier promised to make the Eastern Townships region a tourist centre He claimed that if Quebec businessmen collaborated with organizers from the regf.on the project could be ( easily undertaken Bourassa proclaimed his industrial program as nev and realistic He plans to continue building and créa'mg employment “This election on Oct 2'* is important to each and ev cry Quebecer, he concluded Loubier here today SHERBROOKE HO Gabriel Loubier.wbo arrived in Sherbrooke late last night, is barnstorming through the city today Already today Mr Loubier.Union Nationale leader, has taped a television show, participated on a mid morning open-line talk show and visited employees at Lowney’s.Among the activities scheduled this afternoon are a meeting with striking employees at Combustion Engineering and another open line show on radio station < .1RS between 3 and t p.m Mr Loubier has scheduled an important press conference for later this afternoon before heading off to a civic reception at city hall At 7 p.m Mr Loubier will he visiting the new (’arrefour de I'Estrie shopping centre where he will mingle with the crowd. At 10 p.m.he is scheduled to visit a downtown night spot litsidu today BIRTHS 8.DEATHS 10 CLASSIFIED S COMICS 2 EDITORIAL 4 FINANCIAL 10 SPORTS 11 TV 2 WOMEN 6 6 Today s Chuckle For eight cents.Americans deserve a postage stamp that tastes better."Good morning Teh me, has the furniture been moved out of my office?,, S v L t - base to bring his income up to a reasonable level can buv land without taking any real financial risk Mr Whelan said in a recent speech Most proponents of the plan emphasize the advantage to struggling farmers and play down its effects on the declining farm population The 1971 census showed the numbers of farms had dropped to slightly more than 366 000 from 416 795 five years earlier and nearlv 500.000 in 1961 And a recent review of the small farms program by two agriculture department experts says between 125.000 and 150.(XX) farm families, about one-third of those remaining, require the kind of assistance offered by the adjustment plan It is expected that many of these would find better opportunities outside agriculture, sociologist Mongi Mouelhi and economist Walter Bruns write in the bi-monthly Canadian Farm Economics publication The writers say the farms sold under the program average 195 acres, of which 106 are under cultivation Average age of sellers was 57 and more than half had reached retirement age About a third of those who sold farms took other full or part-time jobs and about one-quarter took advantage of a special feature of the program to retain their farm homes after selling their land Buyers had an average age of 39 and ranged from 20 to 58 years old Average value of their land before they took part in the program was $30.433 and after.$43.859 Size of the average farm increased to 223 from 142 cultivated acres Buyers are only given special credit if they have less than $60.000 worth of assets and they do not have to mortgage their land as security when buying another farm Down payment on sales of $20.000 or less is $200.plus a $10 registration fee A buyer, to be eligible, must already operate a farm Mr Mazankowski says this is a particularly offensive shortcoming The real vacuum in agriculture is the lack of any incentive that encourages young people to get into the business There s no incentive to the new farmer in this or any other program Sellers, on the other hand have ample encouragement to leave the land The program offers eligible owners of small farms a grant of $1.500 plus 10 per cent of the sale price to a maximum grant of $3.500 if they sell Sellers, however, lose the right to the government grants, if they sell to others who either continue to operate the farm as a separate, uneconomic farm unit or who use the land for non farm activities All the federal-provincial agreements, established for five-year periods also allow the farm Credit Corp which ad ministers the program to buv land itself if there are no other available buvers At 25 the youngest parliamentarian in the Commonwealth he was following in the footsteps of his father Hector, who had long represented Ste Mane in the House of Commons At that early age Mr Dupuis was already building a reputation as an effective orator He frequently infuriated then-premier Maurice Duplessis.who once called him le petit jeune —the little youngster Mr Dupuis shot back a reply calling the premier le petit vieux —the little old man Some even in the premier s own party chuckled But Mr Dupuis was defeated in the 1956 provincial election and left Montreal for St Johns where he turned to federal politics.Defeated in 1957.he won his seat in 1958 In his 1963 campaign against Social Credit, he aped Mr Caouette s style in a senes of television broadcasts similar to those Mr Caouette had been producing for six years At meetings Mr Dupuis often mimicked Santa Claus Caouette whose proposals for distributing more money to consumers would he said lead to the kind of runaway inflation Germany suffered after the First World War He ridiculed the Social Credit financial platform In his current campaign for the Oct 29 Quebec general election Mr Dupuis style is little changed He has only s** itched sides A new element, however iSi his attacks on the press His antagonism toward re porters may have beer: prompted by the ordeal of his resignation and trial, which he calls a three-year injustice In any case it was apparent from the beginning in Defi.which he boasted was the only journal without journalists And it continues today He attacked the newspapers at the convention which chose him provincial Creditiste leader and he opened his current campaign with an attack on the press Peace prizes OSLO ( AP) — U S.State Secretary Henry Kissinger and Le Duc award would be shared equally by the architects of the truce, who conducted 42 months of on-and-off negotiations in Paris before reaching agreement in January In a brief statement.Mrs Lionaes said the
