will have to be as comprehensive as those now applicable to highway vehicles and their drivers.And it might as well be sooner.It is regrettable in one sense, that public authority had to step into w'hat was not so long ago an untrammelled paradise for amateur sailors, whoo were nearly all responsible enough to handle their craft sensibly and without danger to others.But the need for a mandatory code of behavior grew steadily more obvious, in step with the tremendous increase in numbers of small craft on Canada\u2019s inland waterways.This has been recognized by the law-makers and the sketchy rules of a few years ago have been augmented from time to time.A new regulation this year requires that all boats with a motor of 10 horsepower or more must be fitted with a plate stating the maximum load, including passengers and all equipment and the top engine power permissible.A great stride forward was taken when all the rules to date were assembled clearly in the pamphlet \u201cSafety Afloat.\u201d This is \u201cmust\u201d reading for all small-boat operators.But there arc still gaps which should be filled.For instance, a minimum age for operators should be laid down.At present, there is nothing except parental vigilance to stop a small boy tearing around alone in a powerful outboard craft.Thanks to the educational efforts of the authorities, water safety officials and boat clubs, a great many New Brunswickers have come to recognize that safety depends on obeying the laws.But there is still that minority which prejudices the common safety by irresponsible conduct.To curb this, the regulations need yet more tightening - up, and more RCMP patrol-boat crews are needed to enforce them In the more populous parts of Canada the fact is already being faced that the waterways brink of bankruptcy.It is cheerful but unimportant.The drain on the fund always declines in Summer when employment is higher.And nothing whatever is Wonder whether the increase in average use of electrical energy by residential customers during 1961 was due to the use of more electric can openers?Last year 187 kilowatt-hours more were used, bringing' the average residential consumption to 4,012 Kilowatt-hours per year.L C1 Kncyclvpodla Britannica proved by figures showing the fund rose from $19,851,-162 at May 31 to $28.643,838 at June 30, which was normal progress for this month.What is abnormal is that the fund should ever have fallen to a level of $19,851,-162.A committee of inquiry will soon report to the Government on the state of Uie unemployment insurance program.While it will be able to report on the good use of the insurance fund it should also report on its misuse.The fund did not drop from $925,000,000 in 1956 to that dismal $19.851,162 only because there was an increase ;n unemployment.It dropped because the period of seasonal benefits was increased and more people were brought within the scope of insurance.It dropped because unemployment insurance benefits came to be regarded by a good many people as a normal part of income, not an emergency aid to survival.How' many are there in winter who collect beneftis without a serious effort to find work, and are resentful if anyone suggests they are doing more than collecting their just dues?That is the most cruel blow to the fund\u2014the all too gen- eral feeling that anyone who has paid for unemployment insurance is entitled to collect benefits to the limit, in fact should do his utmost to collect these benefits.What the fund needs is understanding and more protection.It is neither a relief fund a retirement fund nor a packet of savings on which a government can draw in emergency.It is insurance for which employers, employees and the Government pay.It is not being treated as in-surance, the protection against a rainy day; it is being used as if it were mad money.Given a reasonable chance the fund can stay afloat through a period of fairly high employment.But it has been asked to do too Belgrade-Moscow relations, coupled with another announcement that Tito himself is considering a \u201cvacation trip\" to (he Soviet Union in the near future.Speculators also point lo the fact that last February Yugoslavia and Russia concluded a long-term commercial treaty, and that a delegation from the Yugoslav parliament last June made a tour j of the Soviet Union.Some western observers suggest that these moves indicate that Tito may be plan-} ning to settle his differences j with the Kremlin.TITO'S VACILLATIONS Ever since Yugoslavia broke j free from the Comintern in 1948, however,
