alternative No matter who wins the election today, there is no doubt now that Ottawa is going to have a particularly tough time in the next year with Quebec and Jean Lesage.In his budget speech on Friday, the premier served notice that the federal government must hand over more of its direct taxing powers to Quebec, or else he would impede double taxation on this province\u2019s residents, and blame the federal government for having to do so.At the same time, he showed that he is willing to give Ottawa at least a little time to come up with something.For this year, only the tax on gasoline and diesel fuel has been increased.All others remain the same.This in spite of a record $146,000,000 deficit forecast for the next fiscal year.Obviously, Mr.Lesage is using this budget as a an example to Ottawa of the province\u2019s financial needs.There is no need to question why spending should be so high in Quebec this year.The Lesage record speaks for itself.Nearly every project his government has undertaken (and there have been many) has required the outlay of large sums of money.Mr.I-esagc has argued that these expenditures are ncces-ary to bring Quebec up the level of Ont- ario.His opponents have been accusing him of doing too much too fast without regard for the economic consequences.Quebec docs not have the means to pay for the Liberal program in so short a time, they argue.In a way, Mr.Lcsagc's budget speech admits the validity of these arguments.But, he has announced, he intends to find new means; means which according to the strict letter of Confederation agreements, should have been Quebec\u2019s all along.If Mr.Lesage can find these means, then all will be well and good.But the sea upon which he is embarking is a rough and stormy one, strewn with the wrecks of provincial governments and royal commissions that foundered on the reefs of federal-provincial fiscal relations.There is more than Quebec involved in the problems; the other nine provinces are concerned, too.If we are to take Mr.Lesage at his word, than the alternative to success on this voyage will be crippling double taxation.We say \u201ccrippling\u201d because nothing can deflate a bouyant economy faster or turn ambitions sour more effectively than initiative-destroying, industry-discouraging excessive taxation.It is a poor alternative to absolute victory over Ottawa.?In the
