were dependent upon three factors, Natural Resources Minister Rene Levesque told a gathering of French language doctors at a dinner meeting Saturday night.The provincial cabinet minister listed the three supports for this development as democracy, nationalism and the state.Mr.Levesque stressed that he was not using the word nationalism in the sense adopted by the FLQ and Le Phalange.Rather, he said, i-We must employ our forces so that all will benefit.We must present a common front.We contribute to meeting the needs of others but we also benefit from the contribution of others to the common good.\u201d If the people of Quebec wish to continue their remarkable progress they must end their fear of the state, Mr.Levesque declared.RENE LEVESQUE ?Explains state s position The Quebec
