[" Fear Qi: liw Death Toll May Hit 6,000 Rescue Work Continues AGADIR, Morocco — (CP) — Estimates of the death toll leaped to between 5,000 and 6,000 today as weary rescue workers toiled through the rubble of this earthquake-devastated city. The estimate was given by the head of the Moroccan national police in a report to King Mohammed. He said the dead included several hundred European residents and tourists.Pleading cries rose from the rubble of Agadir, and rescue workers scrambled in the ruins for unfound survivors and bodies.A massive airlift was in progress, carrying the injured northward to hospitals in other African cities.Europe, the United States and Month Africa mobilized aid for the Atlantic coast resort shattered Monday night by two earthquakes and a tidal wave.Roads leading north were lined with dazed Moroccans, quitting their ruined homes. Some straggled along on foot, others on donkeys or horses.Although French.American and Moroccan aid was beginning to pour in today, the need remained desperate.NEEDS FOOD, WATER In the tattered Moorish tent he set up as an emergency headquarters, city governor Bou Am-rar.i said he needed food, water, bulldozers and other mechanical equipment to clear the wreckage.Water and gas mains w'ere broken and empty. There was no electricity except from the emergency military generators which Tuesday night powered floodlights for the round-the-clock digging for the bodies and survivors. As dawn broke, smoke from quake-caused fires still hung over the city.Evacuation of the shattered city—population 40,C03 before the gave formal notice today on the Commons order paper that the federal - provincial tax sharing arrangements act will be amended to enable payment of federal university grants to Quebec. The legislation will provide an alternative arrangement for payment.Until now federal grants have been distributed to universities — except in Quebec — through the Canadian Universkies Foundation. The new proposal would allow a provincial government to take over the payments, through an increase in the corporation income tax which a province may levy without overlapping on federal tax fields.Quebec has objected to the old me hod of grants payment on the grounds that it infringes provincial jurisdiction over education.Since 1952 Quebec universities have not collected- the grants. The Quebec legislature already has approved legislation to implement the new plan.1 Established 1897.83 Animals ] Killed In Barn Fire IRON HILL — Special — Fire levelled a barn on the farm of George bringing them to Canada, they should not be treated as second-class citizens. There is no reason why they should not be allowed to share the benefits given to every Canadian — from the humblest to the most prominent. To deny them this is to kill the very spirit of the gesture Canada is making. There is a chance, it is believed, of a compromise being worked out on this question following the presentation of a Welfare Council brief on the subject to Prime Minister Diefenbaker. How much of a compromise it is remains to be seen. But it is to be hoped that it is not a compromise on the side of governmental niggardliness. An agreement of this kind would be a sad travesty of World Refugee Year.ing a ‘compromise’’ over his own execution- Even the opponents of capital punishment can see little support for their cause in the reasons given for Chessman s recent reprieve — that Chessman had become an international figure and that his execution might jeopardize the relations between the United States and some foreign countries.Chessman was not charged with involvement in an international crime. He was convicted of breaking a California law which called for the death penalty — a conviction which has been maintained by several courts.T hus any reprieve should have been based on domestic reasons. After twelve years of delay, the ends of justice might best be served by commuting Chessman s sentence to life imprisonment, but let the reasons for such commutation be stated clearly.Sports Immaturity Sherbrooke Alderman Antonio Pinard told city council Monday night that Canada’s failure to win the Olympic hockey gold medal was "humiliating.Mr.Pinard is quoted as saying that Canada had no business to lose the game, It was a real shame," Mr.Pinard said lie suggested that the CAHA should take greater care in choosing Olympic players in the future.Surprisingly, the rest of the council agreed with his sentiments. We say surprisingly, because what is really humiliating is the way some (.an-adians have acted like cry babies over the performance of the Kitchener-Waterloo Dutchmen.Somewhere along the line, they seem to have forgotten that the important thing in the Olympics is not winning, but taking part.It is this kind of ideal that must induce countries like Australia and Japan to send hockey teams to the Olym- pics.It is because of this ideal that the Olympics transcend the World of sports, fhey are a symbol of a way of thinking. When we become angry because our hockey team wins a silver medal (no mean achievement in itself) instead of a gold medal, we are only showing how immature our way of thinking is.More than that, we are, by direct implication, belittling the efforts of the team that won, and also of all the teams that Canada defeated. There is nothing humiliating about the way the Kitchener-Waterloo Dutchmen played hockey at the Olympics. They lost one game to the United States, who had a better team.In the Olympics, or elsewhere, there is no shame in losing to a better man or a better team. The real shame is in not knowing how to lose. And that is the shame that Mr, Pinard and others like him have brought to Canada.Dispute Over Costs Canada's Refugee Program Falters OTTAWA (CP) — Elaborate plans to release thousands1 of uprooted families from misery and frus ration' in European refugee camps and bring them to Canada have ground almost to a complete bait. The barrier to this humanitarian gesture to help Europe’s stateless and homeless is a clash of opinion on who should1 foot the bill for health and welfare services for refugees entering this coun'ry under private sponsorship. The federal governmemt's position is that private sponsors—not taxpayers—-should pay such costs until refugees qualify for municipal and provincial benefits.Welfare organizations representing most would-be sponsors want the federal government to pay these cos s or share them with the provinces.Unless some compromise can be worked out.few refugee families will be brought to Canada by private sponsors during World Refugee Year.« * » The immigration department has had discussions with one or two private bodies interested in sponsoring refugee families. It’s also understood that the Catholic Immigrant Service may agree to sponsor some families and accept responsibility for care and maintenance. But the department as yet has received no concrete proposals from welfare organizations or private individuals. The position of the voluntary agencies was decided at a two-day conference in Ottawa in January, sponsored by the Canadian Welfare Council. The conference’s findings will be reiterated in a brief to be presented to Prime Minister Diefenbaker or March 3.Information provided by the World Refugee Organization shows that 11 other countries require private sponsors to accept responsibility for care and maintenance. They are Argentina, Col- ombia, Australia.Brazil, France, Uruguay, Mexico, Norway, New Zealand, the United States and the United Kingdom. The organization said that the Swedish government accepts this responsibility for all refugees admitted during World Refugee Year.* * * Welfare officials in Ottawa were surprised at the number of countries requiring private sponsors to paj the cost of health and welfare However, R.E.G.Davis, ex ecutive director of the Canadian Welfare Council, said that it does not necessarily follow that a similar policy should apply in Canada.Health and welfare benefits were traditionally provided in Canada by government, and any policy opposed to this was a retrograde step and wrong in principle. He also said that even if there is no change in policy some welfare bodies will bring a few refugee families to Canada. It was the council’s hope that some arrangement could be made with the government to permit large numbers to come. One proposal here is that the Canadian committee for World Refugee Year should use some of its funds to settle European refugees in Canada.Money would be set aside to meet any contingency involving heal h and welfare aid.* * * But Ruben Baetz of Toronto, chairman of the committee, says it was set up to raise funds to help refugees become established in the countries in which they now' are living. The commiltee and those in other coun ries were attempting to solve one problem involving refugees who do not want or are | unable lo migrate to other countries.Total fund® raised would be less than enough for this job.The committee would be in a difficult position if it became a sponsor of refugees. Its work would end in June, making i; im- Australians Jump Quota For Refugees Good Neighbor Answer to Previous Puzzle fen rauwr-KY, ACROSS 1 Canada (ab.) 4 Product of Canada 8 One refugee camps is a special gesture towards the world wide effort to clear the camps during the current year.Immigration Minister Alexander Downer announced at Australia’s annual eitiwmhip convention here that the country would take 14.000 refugees this year instead of the customary 3,000.Same of the 14,000 to be admitted would not pass normal health tests but officials said this will not affect (he high standard of robustness implicit in Australia’® general immigration program, • t • Downer explained that, the government had doubled the figure of 3,000 it had already arranged as part of its migrant intake for the year and on top of this would admit 8,000 persons under the sponsorship of voluntary organizations and individuals.Aus ralia already ha® taken in 250.000 refugees.Downer said that in proportion to population the 250,000 represented a bigger intake than that of any other country in the world, and ‘disregarding percentages of population Australia * effort has been excelled only by that of the United States." The age qualification for assisted passages for single men has been raised to 43 from 35 and that for married couples with children from 45 to 50.The transformation in the pattern of the Australian population since the spectacular immigration program was launched some I years ago by a Labor govern-; ment and vigorously developed by later Conservative governments now is markedly visual not only in the big cities but also in country centres. This is more readily understandable when it is realized that newcomers from all countries now number more than 1,000,OOP in a population of only 10,111,280.Half ihe population increase of 2.000,000 in the past decade has been from immigrants.• • » Australia’s population today is where Canada's was 30 years ago.it is estimated that in 10 years there will be 12,000,000 living here.Sir Douglas Copland, a noted economist and former Aus-; tralian high commissioner to Canada.recently quoted a forecas: of a population of 30,000,000 by the year 2000.The overall migrant intake target has been exceeded in the past | two years and indications are j that it will be greater this year when reckoning is taken in Jure.A’ an estimated 35.000.the intake of British migrants wtU be the highest since 1952.The future is not regarded wilh smugness.Downer said the Commonwealth Planning Council is to report on Australia's need for immigrants.its capacity to absorb them, prospects of a;t.racting new settlers and on the necessary measures to get t-hom.possible for it lo accept respon-1 siibility for continuing care.Federal policy on the admission of refugees during World Refugee Year was announced- last November.• * • The government itself agreed to sponsor 103 families with one member suffering from tuberculosis.Under an arrangement with Nova Scotia, New Brunswick, Ontario, Quebec, Manitoba and Saskatchewan the sick are being treated at provincial expense. The federal government paid the transportation of the 345 refugees and has accepted responsibility for care and maintenance until each individual is eligible for municipal and provincial benefits.Four provinces—«Prince Edward Island, Newfoundland, Alberta and British Columbia—made no offer to paricipate in the 100-family plan.Alberta said it would accept refugees provided Ottawa paid the cost of treatment and B.C.called for a federal-provincial conference.Under the government’s policy, immigration regulations have been relaxed to permit a wider range of refugees to enter Canada as immigrants during W'orld Refugee Year The effect is to permit private sponsors to bring to this country refugees who are not relatives of persons living in Canada and who are suffering from illnesses other than mental disorders.• • * Sponsors must pay the cost of transportation, provide a home, find a job for the breadwinner and pay health and welfare cost® j until the refugee qualifies for public benefits. If a member-of the family is ill and require?pital care, the sponsor must obtain authority for his aom-.io-s.ton from the province and pay hospital costs.i Immigration Minister Fair-dough said the government must not be the cause of unreasonable financial burdens falling on provinces and municipalities. The Ottawa conference o« refugees took strong exception to this policy. It said private sponsors should not be required to assume any responsibility for the cost of health and welfare «rv-ice® which are traditionally provided in Canada under public auspices. The conference urged the government itself to sponsor more than 100 families and to broaden its program to include families with more than one person suffering from TB.It said the federal government should pay for health and welfare services or reach agreement with the provinces for sharing these cos s.Interviews with spokesmen for the government and the welfare agencies give no indication that either side is prepared at the moment to bow to the other. How ever, there is the chance of a compromise being worked out fol-lowng presentation of the welfare council’» brief to Mr.Diefenbaker.BUSr HAND AIDS PARTNER Take a look at the West hand only.South has opened one no-trump and North has raised him to game. What should you lead?Derek Burlinson of unable to g«t in to run it.My best chance is to hit my partner and I should lead where I can help him.” He opened the six of spades and it worked -beautifully.East took his ace and returned the deuce South'* jack lost to Derek’s queen and a third spade lead established the 13th in the East hand.South still could have made the hand double dummy, but he tried the simple method of a club finesse against West and went do down one trick. To show the effectiveness of Derek’s play, just see what would happen with the diamond opening.South would win the second trick with the appropriate card and probably lose the club finesse, but this would not hurt him.He would still wind up making four odd.Q—The bidding has been: North Eut South West 1 Spade 1 N.T.?You, South, more since he was in the glare of publicity. In fact he never appeared on TV.Way back, beginning about 1940 Joe, who was a colored man, walloped opponent after opponent with his boxing gloves on, and multitudes of people flocked to the arenas to see him bowl over fellows who willingly took a beating for the sake of the fat purse that went to the loser.Joe earned millions of dollars and when he retired the U.S.inland revenue had a claim for $1,250,000 incomes taxes against him.But Joe had not got anything like that amount in his bank account.Where his millions went nobody knows; probably he does not know himself. He owned race horses and lived in the opulent style of a man with millions. Also he had a lot of hangers-on, fellow Negroes, who helped him spend. After much legal process the inland revenue has managed to squeeze $250,000 out of Joe’s estate. That was all he could scrape together.Instead of prosecuting him for non-payment of taxes the head of the department announces that Louis has no source of income and the case against him is now closed, leaving him owing the Treasury $1,000,000.Joe is rather lucky.Last we read about him he was earning $20,000 a year with a sports organization in a nominal capacity. But Joe has a lot of friends in influential position who lop-bied on his behalf.Perhaps it is fortunate that he lived in the United States instead of Canada, where this week three men — one a former prominent member of the Legislature — were fined more than they owned in unpaid taxes. One of them was fined $178,000 with the alternative of 14 years penal servitude if he did not pay up.Lucky Joe!
